C 276 Fourth Avenue Chula Vista, Ca 91910 CALL TO ORDER ROLL CALL:Commissioners Branch, Felix, Godinez, Gutierrez, Gonzales,Kean-Ayub Lake, Medina, Zadah, Vice-Chair Gonzalez, Chair Martinez-Montes INFORMATIONAL ITEMS 1.INTRODUCTION OF HUMAN RELATIONS COMMISSIONER NADIA KEAN-AYUB CONSENT CALENDAR (Items 2-3) The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed for discussion. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 2.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Request from Commissioners Chair Martinez-Montes, Lake, Zadah requesting an excused absence from the January 24, 2019 special Human Relations Commission meeting. Staff recommendation: Commission excuses the absence. 3.APPROVAL OF MINUTES SPECIAL MEETING 01-15-2019 AND SPECIAL MEETING 01-24- 2019 Staff recommendation: Commission approves minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff.Comments are limited to three minutes. Commission take such action(s) as it deems appropriate. 6.DISCUSSION AND ACTION REGARDING NEXT STEPS AND GOALS FOR COMMISSION INCLUDING POTENTIAL EVENTS TO SUPPORT AND PARTICIPATE IN FOR 2019 Staff recommendation:Commission take such action(s) as it deems appropriate.Commissioners encouraged to bring ideas for 2019 events to support or participate in. 7.DISCUSSION AND ACTION BY HUMAN RELATIONS COMMISSION TO CHANGE LOCATION FOR HUMAN RELATIONS COMMISSION MEETINGS TO CHULA VISTA CITY HALL, BUILDING A, EXECUTIVE CONFERENCE ROOM 103, INCLUDING APPROVAL OF ATTENDANT RESOLUTION TO IMPLEMENT ANY CHANGE IN LOCATION. A at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Branch, Felix, Godinez, Gonzales, Guiterrez, Medina, Vice-Chair Gonzalez ABSENT: Commissioners Lake, Zadah and Chair Martinez-Montes CONSENT CALENDAR (Items 1-2) 1.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Email from Commissioners R. Godinez and P. Branch requesting and excused absence from the October 25, 2018 regular Human Relations Commission. Staff recommendation: Commission excuses the absence. 2.APPROVE MINUTES FROM OCTOBER 25, 2018 MEETING Staff recommendation: Commission approves minutes ACTION: Commissioner Godinez moved to approve staff’s recommendation and offered Calendar Items 1 and 2, headings read, text waived. Commissioner Gonzales seconded the motion, and it carried by the following vote: YES:5-Branch, Felix,Gutierrez, Medina, Gonzalez NO: 0 ABSTAIN: 0 PUBLIC COMMENTS There were none. ACTION ITEMS 3.UPDATE ON CERTIFIED WELCOMING CITY CERTIFICATION AUDIT Staff Recommendation: Commission take such action(s) as it deems appropriate. ACTION: There were none. 4.UPDATE FROM WELCOMING CITY COMMUNICATIONS PLAN AD HOC COMMITTEE Staff recommendation: Commission take such action(s) as it deems appropriate. ACTION: There was none. 5.HUMAN RELATIONS COMMISSION 2019 EVENTS Staff recommendation: Commission provide direction to staff on events they may want to participate in/recognize during calendar year 2019. ACTION:Commissioners had initial discussions regarding 2019 events for consideration: Martin Luther King, Jr. Breakfast and Parade, Cesar Chavez Day, and Pride Week. Commissioners will further discuss these and other recommendations at the February meeting 6.SCHEDULE JOINT MEETING WITH HEALTHY CHULA VISTA COMMISSION Staff recommendation: Commission take such action(s) as it deems appropriate. ACTION:Staff to coordinate with Healthy Chula Vista Commission on a joint meeting in February, March, or other future date. OTHER BUSINESS 7.CHAIR’S COMMENTS Vice Chair Gonzalez thanked Commissioners and staff for their efforts regarding Welcoming City certification 8.COMMISSIONERS’ COMMENTS Questions about the ethics training, the information was given about doing it either online, or they can attend the training in council chambers with attorney Glen Googins. 9.STAFF’S COMMENTS There were none. Information about the Community Truth Act Forum for citizens of Chula Vista to speak openly about the issues in the community. C, at City Hall 276 Fourth Avenue, Chula Vista, California. _______________________________________ Summer Haskins, Secretary to the Commission MEMORANDUM TO:Human Relations Commission FROM:Welcoming City Communications Plan Ad Hoc Committee RE:Draft Welcoming City Communications Plan Updated Goals The Welcoming City communications plan is designed to achieve the following goals: Strengthen communication with Chula Vista residents to advance initiatives supporting connected and healthy communities, strong and secure neighborhoods, and civic engagement Achieve Welcoming City certification for the City of Chula Vista and collaborate with the Human Relations Commission and residents, businesses and community organizations to further advance Welcoming City initiatives Promote equitable access to city services, resources, and policies that support Welcoming City initiatives including, but not limited to language access, immigrant inclusion, economic development, safe communities, and civic engagement. Encourage activities, meetings, events and actions that connect residents and celebrate diversity in the City of Chula Vista
