Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE Staff recommendation: Commission excuses the absence. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. January 24, 2019 Executive Conference Room 103 6:00 p.m.City Hall-Building A Notice is hereby given that the Chair of the Human Relations Commission of the City of Chula Vista has called and will convene a Special Meeting of Human Relations Commission on Thursday, January 24th, 2019 at 6:00 p.m. at Chula Vista City Hall, Executive Conference Room103 at 276 Fourth Avenue, Chula Vista, California to consider the items on this agenda. law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff.Comments are limited to three minutes. C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT:Commissioners Felix, B. Gonzales,Gutierrez,Lake,Medina,Zadah (arrived 6:10 p.m.) Vice-Chair Gonzalez (arrived 6:24 p.m.), and Chair Martinez-Montes ABSENT:Commissioners Branch and Godinez OTHERS:Secretary Jay Agan,Director of Human Resources Courtney Chase,City Attorney Glen Googins,and Marketing & Communications Manager Anne Steinberger CONSENT CALENDAR 1.CONSIDERATION OF REQUEST FOR EXCUSED ABSENCE E-mail from Commissioner B. ACTION:Commissioner Felix moved to approve staff’s recommendation and offered Calendar Items 1 and 2, headings read, text waived.Commissioner Lake seconded the motion, and it carried by the following vote: YES:6 –Felix,Lake,Gonzalez, Gutierrez,Martinez-Monte, Medina NO:0 ABSTAIN:0 Commissioner Gutierrez wanted to amend the minutes of September 27, 2018 HRC regular meeting PUBLIC COMMENTS Nicholas Paul, Resident of Chula Vista, stated: o Grew up in Chula Vista and organizes fundraisers for topics he cares about such as DACA o The cost for quality legal representation impacts many disadvantage families o He is wanting to have a softball tournament to raise legal funding for those in need ACTION ITEM: 3.PRESENTATION FROM ROBERTO GARCIA, U.S. CENSUS BUREAU, REGARDING THE 2020 CENSUS AND POSSIBLE ESTABLISHMENT OF DESIGNEE OR AS HOC COMMITTEE TO PARTICIPATE IN U.S. CENSUS BUREAU’S COMPLETE COUNT COMMITTEE Staff recommendation:Commission take such action(s) as it deems appropriate. ACTION:There was none. Revisit the topic and see what the city will do. Roberto Garcia from U.S. Census Bureau stated: o Garcia’s job to ensure to count everyone once and in the right place o Population count is important because it determines how many seats each State will get at the House of Representatives o State of California receives $76 billion from the federal government each year o The Census Bureau will offer the questionnaire online,on smart devices, and in numerous languages o If people do not reply to the paper form and or the online questionnaire, then Census Bureau will send out a person to the residence’s home o College students who lives away from their home will be required to be counted at the city they are physically living in o A special unit will assist the homeless population o Estimated that about 276, 000 people will be living in Chula Vi sta by 2020 o Estimated that 74% of the population will self-response to the census o Estimated amount of $2,000 will be lost per person who does not response to the census questionnaire o West side of Chula Vista shows more difficulties of responding to the census o Across the country, children under five has been the hardest group to count for o By the end of year, Congress will let the Bureau know if the citizenship question will be on the questionnaire 4.DISCUSSION AND POSSIBLE ACTION TO COORDINATE PRESENTATIONS FOR TWO COUNCIL ITEMS ON NOVEMBER 13, 2018 –NATIONAL CONFLICT RESOLUTION CENTER’S CODE OF CIVIL DISCOURSE AND PROPOSED RESOLUTION OPPOSING DISCRIMINATORY POLICES THAT LIMIT IMMIGRATION ACCESS FROM SPECIFIED COUNTRIES Staff recommendation:Commission take such action(s) as it deems appropriate. ACTION:There was none. City Attorney Glen Googins stated: o Recommended to have the final draft completed and ready for the Commission by October 30, 2018 o Recommended to have a member from the Commission to speak at the Council meeting Commissioner Lake stated: o She will attend the November 13, 2018 Council meeting and will be the speaker for the National Conflict Resolution Commissioner Zadah stated: o He will present the proposed resolution regarding to the immigration access 5.REVIEW AND SUBMISSION OF CERTIFIED WELCOMING CITY APPLICATION Staff recommendation: Commission take such action(s) as it deems appropriate. ACTION:Consensus by the Commission to submit the application. Marketing & Communication Manager Anne Steinberger stated: o Welcoming City will review application once the application is submitted o She uploaded all the supportive documents and links onto the application 6.REVIEW, DISCUSSION AND POSSIBLE ESTABLISHMENT OF AN AD HOC COMMITTEE TO REVIEW CITY’S WELCOMING CITY COMMUNICATION PLAN Staff recommendation:Commission take such action(s) as it deems appropriate. ACTION:Commissioner B. Gonzales moved to allow Commissioners B. Gonzales, Gutierrez, and Medina to be members of the Ad Hoc Committee.Chair Martinez-Montes seconded the motion, and it was carried by the following voted: YES:8 –B. Gonzales, Martinez-Montes, Felix, D. Gonzalez, Gutierrez, Lake, Medina, Zadah NO:0 ABSTAIN:0 Marketing & Communication Manager Anne Steinberger stated: o The Welcoming Communication was established before the creation of the HRC o Great opportunity to review what priorities should be included in the plan o Recommended that an Ad Hoc be created to work on the plan Commissioner B.Gonzales stated: o He questioned if HRC will collaborate with the CAC with the plan Commissioner Felix: o Recommended to have a partnership with CAC 7.DISCUSSION AND POSSIBLE ACTION TO PARTICIPATE IN THE STARLIGHT PARADE AND CREATE AN AD HOC COMMITTEE AS APPROPRIATE Staff Recommendation: Commission take such action(s) as it deems appropriate. ACTION:Commissioner Lake motioned to allow Commissioners Felix, Lake, Gutierrez, Vice - Chair Gonzalez, and Chair Martinez-Montes to be members of the Starlight Parade Ad Hoc Committee. Commissioner Medina seconded the motion and it was carried by the following vote: YES:8 –Lake, Medina, Felix,B. Gonzales, D. Gonzalez, Gutierrez, Martinez-Montes, Zadah NO:0 ABSTAIN:0 OTHER BUSINESS 8.CHAIR’S COMMENTS Chair Martinez-Montes stated: o She wanted to remind the Commission that there are 11 days left until Election Day o Encourage the commission to get involve by spreading the word to vote o Encourage to give back to families in need during the holidays 9.COMMISSIONERS’ COMMENTS Vice-Chair D. Gonzalez stated: o The Chula Vista Civil Library will be hosting a drop off box for ballots starting on October 29, 2018 o Last day to receive a mail in ballot is October 30, 2018 Commissioner Medina stated: o Thanks Nicholas Paul from Public Comments for his work with the community Commissioner Lake stated: o There are State funds that are coming around and non-profit is seeking o There two opportunities for funding that she is aware of: Legal fees Legal representation Commissioner Felix stated; o Thanked Anne for all her hard work with the Welcoming City application o LGBTQ Center will be opening in Chula Vista on Third Ave Commissioner Zadah stated: o On November 10, 2018, more federal agencies will participate in the Veteran’s Parade Commissioner B. Gonzales stated: o Thanked Anne and Staff for their work o Consideration of budget for the Communication Plan and possibility of hiring a consultant that specializes in non-profit messaging 10.STAFF’S COMMENTS Directory of Human Resources Courtney Chase stated: o She and Anne attended the ACLU event regarding to policies and immigrant communities o Truth Act –Public hearing is required if an agency partners with I.C.E. o Human Right Campaign score for Chula Vista is officially 99 o She will be on maternity leave from January 2019 to June 2019 Marketing & Communications Manager Anne Steinberger stated: o Community through Hope will be setting up a home base at the Gateway Market that will provide services for the homeless o First South Bay Food bank ADJOURNMENT At 7:45 p.m.Chair Martinez-Montes adjourned the meeting to the regular meeting on December 27, 2018 at 6:00 p.m. in the HR Conference Room B111- B112 located in Public Services North Bldg.
