ROLL CALL: Present: Deputy Mayor Diaz, Councilmember Galvez, Councilmember McCann, Councilmember Padilla and Mayor Casillas Salas Also Present: City Manager Halbert, Assistant City Manager Kachadoorian, City Attorney Googins, City Clerk Bigelow, and Records Manager Turner Mayor Casillas Salas announced, pursuant to AB 23, that she and each Councilmember would receive $50 for their attendance at that Housing Authority meeting, which was held simultaneously with the City Council meeting. E. 18-0562 PRESENTATION ON CITY AWARDS AND DESIGNATIONS RECEIVED FROM CIRCULATE SAN DIEGO, INSTITUTE OF TRANSPORTATION ENGINEERS, AND LEAGUE OF AMERICAN BICYCLISTS Principal Civil Engineer Rivera and staff gave a presentation on the item. Ali Shahzad, past President of the Institute of Transportation Engineers San Diego Chapter, Catherine Thibault, Circulate San Diego Director of Planning;and Gabe Gutierrez, Chair of Circulate San Diego presented awards. CONSENT CALENDAR (Items 1 - 10) Items 5 and 10 were removed from the Consent Calendar at the request of staff and a member of the public, respectively. 1. 18-0330 ORDINANCE OF THE CITY OF CHULA VISTA AMENDING VARIOUS CHAPTERS OF TITLE 2 OF THE CHULA VISTA MUNICIPAL CODE, RELATED TO THE BOARD OF ETHICS APPOINTMENT PROCESS AND THE FUNCTIONS AND DUTIES OF THE BOARD OF ETHICS AND CHARTER REVIEW COMMISSION (FIRST READING) Recommended Action:Council place the ordinance on first reading. 2. 18-0522 RESOLUTION NO. 2018-238 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA MODIFYING THE APPENDIX TO THE LOCAL CONFLICT OF INTEREST CODE TO AMEND THE LIST OF OFFICIALS, CANDIDATES AND DESIGNATED EMPLOYEES WHO ARE REQUIRED TO FILE PERIODIC STATEMENTS OF ECONOMIC INTERESTS AND THE DISCLOSURE CATEGORIES FOR SAID FILERS, AND DESIGNATING THOSE FILERS AS "LOCAL AGENCY OFFICIALS" FOR PURPOSES OF AB 1234, THEREBY REQUIRING THEM TO PARTICIPATE IN MANDATED ETHICS TRAINING Recommended Action:Council adopt the resolution. 3. 18-0524 REPORT REGARDING DEVELOPMENT IMPACT FEES, THE PARKLAND ACQUISITION AND DEVELOPMENT FEE, AND TRUNK SEWER CAPITAL RESERVE FUNDS FOR THE FISCAL YEAR ENDED JUNE 30, 2018 Recommended Action:Council receive the report. 4. 18-0539 A. Item 5 was removed from the Consent Calendar. 6. 18-0545 RESOLUTION NO. 2018-241 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING AGREEMENTS WITH KEY GOVERNMENT FINANCING, INC. AND NIC PARTNERS FOR THE LEASE/PURCHASE AND FINANCING OF NETWORKING HARDWARE EQUIPMENT, SOFTWARE, AND LICENSING Recommended Action: Council adopt the resolution. 7. 18-0550 A. RESOLUTION NO. 2018-242 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AMENDING THE CITY-INITIATED TOW LICENSE FEE B. Housing Manager Hines spoke regarding the item. ACTION: A motion was made by Deputy Mayor Diaz, seconded by Councilmember Galvez, to adopt Housing Authority Resolution Nos. 2018-009 and 2018-010, and City Council Resolution No. 2018-260, headings read, text waived. City of Chula Vista Page 11 City Council Meeting Minutes-Final December 18,2018 COUNCILMEMBERS' COMMENTS Councilmember McCann spoke in support of including the district numbers of Councilmembers on the agenda and he extended holiday greetings to the community. Councilmember Diaz spoke regarding a recent Chula Vista Police Foundation giveaway event. Deputy Mayor Padilla spoke regarding a recent community coffee event he hosted and stated he was selected to serve as Vice Chair of the California Coastal Commission. He extended holiday greetings to the community. Councilmember Galvez expressed gratitude for the inauguration ceremony and welcoming reception. She read a letter she had received thanking the City for its recent response to a flooding issue. CITY ATTORNEY'S REPORTS City Attorney Googins welcomed Councilmember Galvez. He announced an upcoming training on open government and ethics that his office would deliver. CLOSED SESSION City Attorney Googins announced that Item 20 would be continued to a future date and that the Council would convene in closed session to discuss Item 21, listed below. Mayor Casillas Sa/as recessed the meeting at 7:12 p.m. The Council reconvened in Closed Session at 7:17 p.m., with all members present.
