A Regular Meeting of the Board of Ethics ("BOE") of the City of Chula Vista was called to order at 5:25 p.m. in the Conference Room C-106, located at 276 Fourth Avenue, Building C, Chula Vista, California. ROLL CALL PRESENT: ABSENT: STAFF PRESENT: PUBLIC COMMENT No comment by the public. ACTION ITEMS Chair Anthony Jemison; VC Rosa Robles and Fernando Kish Edgar Guerrero and Victor Esquer Simon Silva, Deputy City Attorney ("DCA"); Marisa Aguayo, Secretary 1. Approval of October 17, 2018 Minutes ACTION: Member Robles made a motion to approve the October 17, 2018 minutes with a minor amendment to Chair's comments. Member Kish seconded, and the motion passed as follows: Yes: 3-0 (Chair Jemison, VC Robles and Kish) No: N/A Abstain: N/A 2. Discussion and action to select and appoint BOE member to serve on a panel to interview applicants and to nominate selected applicants to City Council to serve as members of the Board of Ethics. DCA Silva presented an update regarding the BOE appointment process. Kish volunteered to be appointed to the interview panel. ACTION: Member Robles made a motion to appoint Kish to serve on the panel to interview applicants and to nominate selected applicants to City Council to serve as members of the Board of Ethics. Chair Jemison seconded, and the motion passed as follows: Yes: 3-0 (Chair Jemison, VC Robles and Kish) No: N/A Abstain: N/A Page 1 Board of Ethics January 16, 2019 3. Discussion on selection of attorneys to serve as Campaign Contribution Ordinance Enforcement Authority panel members for the 2020 election cycle. Silva presents. New panel must be in place eleven months before the next election and by April 2019. Silva will begin process internally of soliciting applications and will return to BOE with more information, including the potential of re -nomination the current panel. Last year we had three complaints received and they were all resolved. The current panel is very experienced. Will review Campaign Contribution Ordinance separately to address questions to improve process. ACTION: No reportable action. OTHER BUSINESS STAFF COMMENTS — Silva advised BOE members regarding expiration of AB 1234 certificates and explained that on January 29th the City Attorney's Office will hold an Ethics AB 1234 training session. He added the AB 1234 training could also be completed online. Silva reminded BOE members that form 700's are due in April. Silva also provided an update on the proposed lobbyist ordinance. CHAIR'S COMMENTS — The Chair wished everyone a Happy New Year. The Chair announced his upcoming retirement plans. The Chair stated it had been a privilege working with BOE, appreciates the opportunity. COMMISSIONERSVBOARD MEMBERS' COMMENTS — Robles inquired about number of applications for the vacant BOE positions; to which Silva replied eleven (11) applications so far and the application period remains open until the end of January. Interviews would then begin in mid to late February. ADJOURNMENT: Robles made a motion to adjourn the meeting, Kish seconded, and the motion passed 3-0.
