VETERANS ADVISORY COMMISSION
OF THE CITY OF CHULA VISTA
March 20,2019 6:00 pm
A Regular Meeting of the Veterans Advisory Commission of the City of Chula Vista was called
to order at 6:05 pm in the Chula Vista Police Department, located at 315 Fourth Ave, Chula
Vista, California.
ROLL CALL
PRESENT: Chair Torres, Vice Chair Sears and Commissioners Wynne,
Mueller, Balolong, Larkin and newly appointed Bartlett
ABSENT: None
ALSO, PRESENT: Capt. Thunberg and SRO Secretary Claudia Bravo
1. Approval of Minutes
ACTION: Vice Chair Sears moved to approve minutes from February 20, 2019 as written.
Commissioner Larkin seconded motion and it carried by the following vote:
Yes: Wynne, Mueller, Balolong, Bartlett and Chair Torres
Public Comments: None
ACTION ITEM
a. VAC New Commissioner: Mark Bartlett introduction and background.
b. VOY Bio and Information: Balolong finalized timeline at last meeting. Sears
was not able to speak to Tony Stewart regarding County Veteran of the Year.
Recommendation: Commissioner Bartlett will check with the Veterans Coalition of
San Diego. The Coalition has a submission online and the event is held at Scottish
Rite in November. Commissioner Balolong is a member of the San Diego Veterans
Museum and will research to find out the timeline.

c. Commissioner Mueller and Bartlett absence from February meeting:
Commissioner Wynne moved to approve Commissioner Mueller and Bartlett
absence from February meeting. Seconded by Vice Chair Sears and it carried by
the following vote:
Yes: Torres, Balolong, Sears, Wynne and Larkin
d. Veterans Activities Report: Vice Chair Sears supplied a handout with a list of
websites that give information on events around the county. Vice Chair Sears will
continue adding to list.
Recommendation: Capt. Thunberg will research to see if these links can be
added to the city website as a resource.
e. Other Business: Chair Torres discussed the possibility of changing meeting
location to be more accessible to the public. Also, the possibility of changing the
location of the meeting a couple times a year. Capt. Thunberg will contact City
Attorney and ask if a Special Meeting can take the place of a Regular Meeting.
Staff Comments:
Capt. Thunberg reached out to Supervisor Cox regarding county Veteran of the Year. County
does not have a Veteran on the Year award. There is a Veterans Museum in Balboa Park,there
event is at Scottish Rite Temple. Capt.Thunberg gave Veterans Museum our intent to submit our
Awardee as a nominee. Capt. Thunberg is waiting to hear back from the Museum.No timeline
given on the website: http://wtivw.sdveteranofthevear.com
Capt. Thunberg spoke to city manager and staff to have the banners put up on Memorial Day on
Yd Avenue in Chula Vista. Capt. Thunberg will contact Councilmember McCann to have the
banners put up a week before Memorial Day and taken down a week after Memorial Day. Also,
the possibility of rotating the banners depending on the district.
Chair's Comments: Chair Torres discussed the possibility of changing the location of the
regular meetings.
