CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA
February 7, 2019 5:15 p.m.
The regular meeting of the Civil Service Commission of the City of Chula Vista was called to
order at 5:16 p.m. in Conference Room B129, located in the Public Services North Bldg.C at 276
Fourth Avenue, Chula Vista, California.
ROLL CALL
PRESENT:Commissioner Carbuccia,Co-Chair-Starr, and Chair Gersten
ABSENT:Commissioners Fish and Gonzales
OTHERS:Human Resources Operations Manager Erin Dempster
CONSENT CALENDAR (Items 1-4)
The Commission will enact the Consent Calendar staff recommendations by one motion,
without discussion, unless a Commissioner, a member of the public, or staff requests that an
item be removed for discussion. Items pulled from the Consent Calendar will be discussed
immediately following the Consent Calendar.
1.APPROVAL OF MINUTES of January 3, 2019.
Staff recommendation: Commission approves the minutes.
2.WRITTEN COMMUNICATIONS
A.Request for excused absence for Commissioner Carbuccia requesting an excused
absence from the January 3, 2019 regular Civil Service Commission Meeting.
Staff recommendation: Commission approves the excused absence.
ACTION:Chair Gersten proposed to table Consent Calendar Items 1-2 to the next meeting.
3.CONSIDERATION OF APPROVAL OF THE PROMULGATION OF THE ELIGIBLE
LISTS:
A.Accountant (RECRUITMENT #18363311)

Staff recommendation: Commission approves the promulgation of the eligible lists.
ACTION:Co-Chair Starr moved to approve staff’s recommendation. Commissioner Carbuccia
seconded the motion, and it carried by the following vote:
Yes:3 –Starr, Carbuccia, Gersten

4.CONSIDERATION TO APPROVE THE ADDITION OF THE FOLLOWING
CLASSIFICATION TO THE CLASSIFICATION PLAN PER THE CIVIL SERVICE
RULE 1.02 A (3)
A.Multimedia Production Specialist (ACE)
Staff Recommendation: Commission approves classification
ACTION:Co-Chair Starr moved to approve staff’s recommendation. Commissioner
Carbuccia seconded the motion, and it carried by the following vote:

5.CONSIDERATION OF APPROVING AN EXTENSION OF THE ELIGIBLE LIST FOR
THE FIRE BATALLION CHIEF (RECRUITMENT #17551101P) to November 23, 2019.
Staff Recommendation: Commission approves extension.
ACTION: Commissioner Carbuccia moved to approve staff’s recommendation. Commissioner
Starr seconded the motion, it carried out by the following vote:
Yes:3 –Starr, Carbuccia, Gersten

8.STAFF COMMENTS
Human Resources Operations Manager Erin Dempster reported that the latest draft
revisions of the Civil Service Rules, except for Section 1.08,were sent to the bargaining
units with one unit requesting to meet and confer.

Adjourned the regular meeting at 5:35 p.m. to the regular meeting on Thursday,March 7, 2019
at 5:15 p.m., in Conference Room B129, Public Services North Bldg. C, at City Hall, 276 Fourth
Avenue, Chula Vista, California.
