I would like to respond to your comments. E-2 I have been aware of the historical zoning of this area. However, experiencing life with the existing Village of Bonita Glena and Bonita Apartments and Townhouses, I know adding more high-density apartments are a bad fit. Whatever considerations were written years ago in the General Plan, I stand by my point that putting high-density apartments in that lot is a wrong decision. E-3 As a resident of this area, I find the Traffic Impact Analysis difficult to live with. There are already near accidents every time I walk Vista Drive and Pepper Tree Road.The stated operating capacity level would ultimately eliminate pedestrian and bicycle use, which is already risky. I am among many residents that question that analysis particularly since we are talking about narrow roads with no potential for widening, sidewalks or other safety efforts.. s E-4 The photos I attached were misinterpreted.The City response relaying this to be a street sweeper issue is inaccurate. Only 2 (photos 3 and 5) of the 6 photos are of the actual road. The remaining 4 are off the road and therefore not in the service area of a street sweeper. Also worth pointing out is my photos were close ups of the trash to demonstrate the unhealthy, unsavory Fitter. Had I stepped back for the snapshots, cars were lining the road. (I am aware there have been several photos sent you from others, demonstrating the continual presence of parked cars.) Since street sweepers were brought up, I will mention there is little to no curb access for the machine to sweep because of the continual presence of cars. I E -5 1 appreciate my concerns being relayed. I 3 E-6 I appeal to the officials reviewing this project to look towards the existing residents and i the negative impacts this high-density project will have on the safety and pleasure of their lives and properties_This is not the right project for the neighborhood. E-8 Just because the project can meet the General Plan requirements on paper does not mean the project fits the neighborhood. Also, there are two other letters I hand delivered to Mr. Steve Powers on January 14. Neither was included in the Responses to Comments. I have included copies of those letters in this correspondence. Thank you for your time. I 3 February 2019 RTC-31 Bonita Glen Project Responses to Comments Response to Comment Letter E Christine Malone January 12, 2019 E-1 The commenter expresses their general opposition to the proposed Bonita Glen Project (project), and does not raise an issue related to the adequacy of any specific section or analysis of the Draft Mitigated Negative Declaration(MND). The City of Chula Vista } (City)is including the comment as part of the Final MND for review and consideration o by the decision makers prior to a final decision on the proposed project. E-2 The City acknowledges the comment, which does not raise an issue related to the adequacy of any specific section or analysis; therefore, no more specific response can be provided or is required. Note, however, that the project area includes a mix of uses, including commercial and multi-family, and that the Bonita Glen Specific Plan also allows a mix of uses, including multi-family, on the project site. See Response C-2 regarding consistency with the General Plan and Specific Plan. The City is 'including the comment as part of the Final MND for review and consideration by the decision makers prior to a final decision on the proposed project. No further response is required or necessary. E-3 The City acknowledges the comment, which does not raise an issue related to the adequacy of any specific section or analysis. The commenter speculates about how much pride apartment dwellers take in their home, which is not a topic covered under the California Environmental Quality Act (CEQA). See Responses A-2 and D-1 regarding parking. The potential traffic impacts from the proposed project are addressed in the Draft MND and the proposed project's Traffic Impact Analysis (TIA). The roadway segments of Bonita Glen Drive,Vista Drive,and Pepper Tree Road are County of San Diego(County) roads and thus were analyzed using County standards. For the purposes of this analysis, the TIA determines whether the proposed project would push the existing level of service (LOS)over the acceptable LOS threshold for each roadway analyzed,which is established f by the County. As discussed in the Draft MND and the TIA, all study segments are I forecasted to operate at an acceptable LOS(D or better)under all assessed conditions.For traffic, see also Responses A-1, B-1, B-2,B4, B-5, and D-3. E-4 The commenter references attached photos of litter along Bonita Glen Road. Street litter is not a topic covered under CEQA. Street litter is addressed through street sweeping, which occurs on Bonita Glen Road the first Monday of every 2 months (City of Chula Vista 2019). Moreover, as discussed in Responses A-2 and D-1, the parking memorandum concludes that the anticipated parking demand for the project would be met on site. 1 E-S The City acknowledges the comment and notes that it raises economic, social, or political issues that do not relate to any physical effect on the environment. The City is including the comment as part of the Final MND for review and consideration by the decision makers prior to a final decision on the proposed project. No further response is.-required because the comment does not raise an environmental issue. E-5 The commenter expresses their general opposition to the proposed project and support for a storage unit as a preferred alternative.The comment does not raise an issue related to the adequacy of any specific section or analysis of the Draft MND. The City is including the comment as part of the Final MND for review and consideration by the decision makers prior to a final decision on the proposed project. At the early stages of public communication it was reported from Planning Department tests there was protected soil along the sides of Bonita Glen Road.The soil needs special drainage and cannot be built on or otherwise disturbed. That was shared during discussion of safety,and public inquiry for widening the road,installing sidewalks and street lighting to accommodate the increase of traffic(auto, bike and foot)caused by the proposed Bonita Glen Apartment Project.Officials shared the above information in declaration there could be no adjustments to the road due to the environmental protection of that specific soil. j { However,at the Chula Vista Library meeting October 17,2018,a project representative surprised the audience with news they w1il build sidewalk and street lighting on the Bonita Glen south side of the project area. After review of the Declaration 1S18-001, I am concerned why mention of the protected soil Is not in the report.
