SPECIAL JOINT MEETING OF THE SUSTAINABILITY COMMISSION AND HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Monday, March 11, 2019 Civic Center Library — Innovation Station 5:00 p.m. 365 F Street Chula Vista 91910 CALL TO ORDER ROLL CALL SUSTAINABILITY COMMISSION (SC): Commissioners Legaspi, McMillin, Richeson, Matthias, Ruvalcaba and Chair Romo. MOTION TO EXCUSE — Commissioner McMillin from the meeting of February 11, 2019. ROLL CALL HEALTHY CHULA VISTA ADVISORY COMMISSION (HCVAC): Commissioners Cruz, de Murguia, Jimenez, Martinez, Melgoza, Partida-Lopez, Velo, Vice Chair Milburn and Chair Quiro CONSENT CALENDAR The Board/Commission ivill enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a "Request to Speak" form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar ivill be discussed immediately following the Consent Calendar. SC APPROVAL OF MINUTES FROM January 11, 2019 SC RECOMMENDED ACTION: Review Attachment 1 and approve minutes. 2. HCVAC APPROVAL OF MINUTES FROM February 7, 2019 HCVAC RECOMMENDED ACTION: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Conunission's jzu•isdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. INNOVATION STATION Library staff will provide an overview of the purpose of this section of the Library. RECOMMENDED ACTION: Commissions hear the presentation. 4. NATURESCAPE PRESENTATION Bob Coleman will present an overview of the NatureScape program. RECOMMENDED ACTION: Commissions hear the presentation. 5. LAUDERBACH PARK IMPROVEMENTS Public Works staff will provide an overview of the State Parks grant implementation and other improvements planned for Lauderbach Park. RECOMMENDED ACTION: Commissions hear the presentation. CALIFORNIA PROP 1 IRWM NON -POTABLE WATER PLANNING GRANT UCSD staff will provide a presentation on a grant project to develop design plans and outreach for water capture at three locations in Chula Vista. RECOMMENDED ACTION: Commissions hear the presentation. 7. CLIMATE ACTION CHALLENGE OUTREACH TOOL Conservation staff will provide an overview of the update process to the Climate Action Plan and tools that are being utilized to increase community awareness of climate action goals. RECOMMENDED ACTION: Commissions hear the presentation and discuss opportunity between climate action and public health goals of both Commissions. OTHER BUSINESS 8. STAFF COMMENTS 9.
