SPECIAL JOINT MEETING OF THE COMMISSION ON AGING AND HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, February 7, 2019 Community Through Hope 3:30 p.m. 465 C Street Chula Vista 91910 CALL TO ORDER ROLL CALL COMMISSION ON AGING (COA): Commissioners Allan, Carroll, Mallen, Vice Chair Crawford and Chair Johnson ROLL CALL HEALTHY CHULA VISTA ADVISORY COMMISSION (HCVAC): Commissioners Cruz, de Murguia, Jimenez, Martinez, Melgoza, Milburn, Partida-Lopez, Velo, Vice Chair Milburn and Chair Quiro The Commission on Aging and Healthy Chula Vista Advisory Commission serve as the Age-Friendly Communities Joint Task Force and oversee the implementation of the Age-Friendly Chula Vista Action Plan. CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meetin g. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. COA APPROVAL OF MINUTES FROM January 9, 2019 COA RECOMMENDED ACTION: Review Attachment 1 and approve minutes. 2. HCVAC APPROVAL OF MINUTES FROM December 13, 2018 HCVAC RECOMMENDED ACTION: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits City of Chula Vista Boards & Commissions Commission on Aging and Healthy Chula Vista Advisory Commission Page 2 ׀ HCVAC Agenda February 7, 2019 the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. COMMUNITY THROUGH HOPE Community Through Hope staff will provide an overview of the organization mission and services provided. RECOMMENDED ACTION: Commissions hear the presentation. 4. CHULA VISTA MOBILITY HUB San Diego Association of Governments (SANDAG) staff will provide a presentation on a Caltrans grant project to develop an operational plan for a Mobility HUB in Western Chula Vista. RECOMMENDED ACTION: Commissions hear the presentation. 5. AARP COMMUNITY CHALLENGE GRANT Healthy Chula Vista staff will provide an overview of the grant project that funded three field trips for older adults utilizing transit. RECOMMENDED ACTION: Commissions hear the presentation. 6. SENIOR EXPO - MARCH 19, 2019 The Commission on Aging and Recreation staff will provide details on a health and information expo being planned for March 19th at Montevalle Recreation Center. RECOMMENDED ACTION: Commissions hear the presentation and provide feedback. 7. AGE-FRIENDLY CHULA VISTA WORK PLAN FOR 2019-2020 Commissions will share their goals for 2019 and engage with staff in discussion regarding accomplishments in the implementation of the Age-Friendly Action Plan and set a work plan for the Joint Task Force for the calendar year 2019. NORMAN PARK SENIOR CENTER RENOVATION UPDATE FROM PUBLIC WORKS Director of Public Works Quilantan and Assistant Director of Public Works Aguilar provided a vernal report on renovations at Norman Park Senior Center. Commissioner Mallen asked that “Norman Park Senior Center Renovation Update From Public Works” be a standing item on Commission on Aging agendas. ACTION: Commissioner Crawford moved to accept the report. Commissioner Mallen seconded the motion, and it carried by the following vote: Yes: 5 – Allan, Carroll, Crawford, Johnson, Mallen No: 0 Abstain: 0 5. COMMISSION ON AGING GOALS AND OBJECTIVES FOR FISCAL YEAR 2018-2019 ACTION PLAN The Commission discussed the revised action plan. Commissioner Crawford stated that he would contact the Jewish Family Services and will lead a subcommittee for the Health Fair which will be on March 19, 2019, 9am-2pm at Montevalle Recreation Center. STAFF COMMENTS Principal Recreation Manager Contreras introduced Principal Recreation Manger Ellis to the Commission. Mr. Ellis is now overseeing the Norman Park Senior Center. Principal Recreation Manager Contreras stated that interviews to fill the Commission on Aging commissioner vacancy will be conducted by the end of the month and hoped that the new commissioner would be sworn in and in attendance at the next regular Commission on Aging meeting. Mr. Contreras stated that Parks and Recreation has a new health and wellness campaign called #ShapeUpChulaVista. He also reminded the Commission that the joint meeting with Healthy Chula Vista will be on February 7, 2019, 3:30pm at Community Through Hope (465 C Street). Recreation Supervisor III Ruiz provided updates on recent and upcoming events at Norman Park Senior Center relevant to the Commission on Aging and stated that the fitness center rates are now $28 per quarter or $10 per month. 7. CHAIR’S COMMENTS Chair Johnson thanked Principal Recreation Manager Contreras for his work with the Commission on Aging. Chair Johnson inquired on selling advertisement space in the Norman Park Senior Center newsletter. She thanked Commissioner Crawford for taking the lead on the health fair. 8. COMMISSIONER’S COMMENTS Commissioner Crawford thanked Principal Recreation Manager Contreras for his assistance with the Commission on Aging and his professionalism. Commissioner Crawford stated that the bi-monthly AARP driving course at Norman Park Senior Center had a great turn out. A Regular Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 3:35 p.m. in Conference Room B128 (moved from B111 due to room remediation) at Chula Vista City Hall, located at 276 Fourth Avenue, Building C, Chula Vista, CA 91910 ROLL CALL PRESENT: Commissioners, de Murgia (arrived at 3:47), Jimenez, Martinez (arrived at 4:12), Melgoza, Partida-Lopez, Vice Chair Milburn and Chair Quiroz ABSENT: Commissioners Cruz and Velo ALSO PRESENT: Stacey Kurz, Senior Project Coordinator CONSENT CALENDAR 1. APPROVAL OF MINUTES FROM November 8, 2018 Motion by Commissioner Milburn to approve the minutes Seconded by Commissioner Partida-Lopez Motion passed 5-0 (Commissioners de Murguia and Martinez not present) PUBLIC COMMENTS None. ACTION ITEMS 2. SWEETWATER BIKE PARK Chelsea Janner, County of San Diego and Susie Murphy, San Diego Mountain Biking Association provided a presentation on plans for bike parks in the Sweetwater County Park and Otay Valley Regional Park. 3. PREVENTING YOUTH DRUG & ALCOHOL ABUSE Jovita Arellano, Institute for Public Strategies provided a presentation on a Drug Free Communities grant opportunity and asked commissioners to contact her if they were interested in participating in the Coalition. 4. COMMISSION ROLE IN ADVOCACY ATTACHMENT 2 Simon Silva, Deputy City Attorney provided a brief overview on the commission role and answered commission questions related to their ability to meet with elected officials and educate the community. OTHER BUSINESS 5. STAFF COMMENTS Staff Kurz provided brief updates on the following Age-Friendly goals: • Health Care Emergency Prevention – • Housing Aging in Place - 6. CHAIR’S COMMENTS Commissioner Melgoza – The UT Community Board is looking to highlight people in the community that others should know to be featured in a new UT section.
