A Regular Meeting of the Charter Review Commission of the City of Chula Vista was called to order at 6:01 p.m. in the Executive Conference Room 103, located at 276 Fourth Avenue, Building A, Chula Vista, California. ROLL CALL PRESENT: Commissioners Jan Buddingh, Bryan Felber, Edgar Hopida, Rachel McDonald, Robert Ross, and Chair O’Donnell ABSENT: Michael De La Rosa STAFF PRESENT: Jill Maland, Assistant City Attorney; Anne Steinberger, Marketing and Communications Manager; Marisa Aguayo, Secretary PUBLIC COMMENT None. ACTION ITEMS 1. APPROVAL OF JUNE 13, 2018 MINUTES ACTION: Commissioner Felber made a motion to approve the June 13, 2018 minutes. Commissioner Hopida seconded and motion passed as follows: Yes: 6-0 (Buddingh, Felber, Hopida, McDonald, Ross and O’Donnell) No: 0 Abstain: 0 2. APPROVAL OF OCTOBER 10, 2018 MINUTES ACTION: Commissioner Felber made a motion to approve the October 10, 2018 minutes. DISCUSSION AND POTENTIAL ACTION ON DRAFT PUBLIC SURVEY REGARDING POTENTIAL CHARTER AMENDMENTS The matter was discussed by the Commissioners. Commissioner Buddingh volunteered to work with Jill Maland to add the issue of the Mayor and Councilmembers salaries to the survey. ACTION: Commissioner McDonald made a motion to add the Mayor and Councilmembers salaries on the survey. Commissioner Felber seconded and motion passed as follows: Yes: 4 (Buddingh, Felber, McDonald, and O’Donnell) No: 2 (Ross and Hopida) Abstain: 0 OTHER BUSINESS 1. STAFF COMMENTS – No comments. 2. City Council Salaries The City Council consists of the Mayor and four Councilmembers. Members of the public have requested that the Commission review, and consider changing, the salaries of the Mayor and Councilmembers. In order to change the salaries, the Charter would have to be amended. The Charter currently provides that the Mayor, a full-time position, shall receive an annual salary equivalent to 66% of a Judge of the Superior Court of the State of California, and that each Councilmember, a part-time position, shall receive 40% of the salary of the Mayor. Based on this formula, the Mayor’s current salary is $126,463, and each Councilmember’s salary is $50,585. A. Mayor 1.
