HomeMy WebLinkAbout2018/12/18 Item 5 - Additional Information Metropolitan Transit System 1255 Imperial Avenue, Suite 1000 San Diego, CA 92101-7490 (619)231-1466 December 18, 2018 Mr. Gary Halbert City Manager City of Chula Vista 276 Fourth Avenue Chula Vista, CA 91910 Subject: Agenda Item 5A, City Council Agenda, December 18, 2018: "Resolution of the City Council of the City of Chula Vista Approving a Joint Use and Maintenance Agreement by and Between the City of Chula Vista, the Metropolitan Transit System, and the San Diego Association of Governments Assigning Responsibility for the Maintenance of Improvements Associated with the South Bay Rapid Transit Line" Dear Mr. Halbert: I am writing to request that the City of Chula Vista postpone approval of Agenda Item 5A on tonight's Council agenda to allow the Metropolitan Transit System (MTS) and the City to continue negotiation of the Joint Use and Maintenance Agreement (JUMA) for the South Bay Rapid facilities. My staff has been working with the City Attorney's office and other City staff to delineate responsibilities of the two partner agencies for facilities constructed as part of this regionally important transit project. We all agree that the South Bay Rapid will provide long term economic and sustainability benefits to the City, yet we have not agreed to all of the particulars included in the draft JUMA on today's Council agenda. For instance, the JUMA indicates that MTS would be responsible for maintaining signals and storm drains well outside of the project envelope, something that MTS has not agreed to do. Substantive changes to the document will likely be needed to gain approval from MTS. While we hoped to have agreement in time for tonight's action, this was not possible, despite great effort from both staffs. Please consider my request and you have my commitment that we will continue to work toward a mutually acceptable agreement.
