A Regular Meeting of the Board of Ethics ("BOE") of the City of Chula Vista was called to order at 5:37 p.m. in the Conference Room C-106, located at 276 Fourth Avenue, Building A, Chula Vista, California. ROLL CALL PRESENT: ABSENT: STAFF PRESENT: PUBLIC COMMENT No public comments. ACTION ITEMS Anthony Jemison; Rosa Robles; Edgar Guerrero and Fernando Kish Victor Esquer Simon Silva, Deputy City Attorney ("DCA"); Marisa Aguayo, Secretary 1. APPROVAL OF MAY 16, 2018 MINUTES ACTION: Member Guerrero made a motion to approve the May 16, 2018 minutes. Member Kish seconded and motion passed as follows: Yes: 4-0 No: 0 Abstain: 0 2. DISCUSSION AND ACTION REGARDING PROPOSED CHANGES TO BOE BOARD MEMBER SELECTION PROCESS (TO PERMIT A PANEL OF ONE BOE MEMBER, ONE CHARTER REVIEW COMMISSION MEMBER, AND ONE CIVIL SERVICE COMMISSION MEMBER TO INTERVIEW AND RECOMMENDED APPLICANTS) Silva explained that the Mayor and City Clerk were in the process of updating the municipal code regarding boards and commissions. With regard to the BOE interview panel, they proposed having a panel of one BOE member, one Charter Review Commission ("CRC') member, and one Civil Service Commission ("CSC') commissioner. The rationale for the proposal was that by having three members in the interview pane rather than two, unanimity would not be required. Also, the CSC member would have HR experience. Page 1 Board of Ethics July 18, 2018 The CSC is composed of five commissioners appointed as follows: two commissioners are nominated by the City's bargaining units, two are directly selected by the City, and the fifth commissioner is chosen from a list nominated by the City and BU nominated commissioners. That fifth commissioner would be the one selected to serve on the BOE interview panel All BOE members present, via consensus, supported the proposal. Silva to report back that BOE as additional information develops. ACTION: N/A Yes: N/A No: N/A Abstain: N/A OTHER BUSINESS 1. STAFF COMMENTS—Silva explained that the City Attorney was meeting next week with CV Chamber of Commerce and presenting on the proposed Lobbying Ordinance. The City Attorney may also meet with a Chamber subcommittee as well. The goal was to then present the proposed ordinance to City Council around September 2018. 2. CHAIR'S COMMENTS — The Chair thanked members for committing their time. 3. COMMISSIONERS'BOARD MEMBERS' COMMENTS —Members Guerrero and Kish apologized for being late. They asked how to contact BOE staff if they were running late. Staff stated they would provide cell phone numbers to contact them. Member Robles stated she represented the BOE at the Board and Commissions recognition event. She explained that more needed to be done to educate the public about the City's boards and commissions.
