RESOLUTION NO. 10183 This resolution covers the compensation and fringe benefit ESTABLISHING THE plan for certain full time unrepresented/unclassified em- COMPENSATION AND FRINGE ployees of the City of Chula Vista (Deputy City Attorney, BENEFIT PLAN FOR THE Personnel Analyst, Secretary to the City Attorney, Secretary UNREPRESENTED/UN- to the City Manager, Secretary to the Mayor and Recreation CLASSIFIED EMPLOYEES Supervisor). FOR FISCAL YEAR 1980-81 City Manager Cole noted the~potentfal requirement of an additional $4,000 in order to extend the salary increase to the Recreation Supervisor located at the Senior Service Center, as this would place the operation of the Center over that which has been adopted by Council. He said that the Are~ Agency grant does not fully cover the operation and staff anticipates requesting additional Block Grant funds from the local option account toward the end of the year. RESOLUTION NO. 10184 This resolution covers the compensation plan for the Middle ESTABLISHING THE Management Group of the City of Chula Vista for Fiscal Year COMPENSATION PLAN FOR 1980-81. THE MIDDLE Y~NAOEMENT EMPLOYEES FOR FISCAL City Manager Cole explained the role of the Fire Marshal as YEAR 1980-81 opposed to ~the: Battalion Chief since the two classifications will receive the same compensation if approved by Council. He added that in addition to the overall 8.5% salary increase, staff is recommending an additional 5% compensation for the Battalion Chief classification and an additional 10% increase for the Fire Marshal classification. Discussion ensued with regard to the classification of Police Captain which is recommended by staff for a 13.5% salary in- crease to re-establish a 15% salary differential between the Police Lieutenant and Police Captain. Councilman Scott suggested that the Police Captains be given educational incentives to maintain the differential. It was moved by Councilman Cox and seconded by Councilwoman McCandliss to hold this item over until the next regular meeting of the Council (July 22, 1980). Adjourned Regular Meeting -3- July 10, 1980 Substitute motion Councilman Scott spoke against the motion stating that the majority of the resolution could be approved and offered a substitute motion that the City Council take care of the Battalion Chief, Fire Marshall and the Senior Civil Engineer at this time and that the classification of Police Captain be continued to the meeting of July 22, 1980 pending a report from staff. The substitute motion was seconded by Councilman Cox and carried unanimously. RESOLUTION NO. This resolution would establish a compensation and fringe ESTABLISHING THE benefit plan for the unclassified/hourly employees for the COMPENSATION AND FRINGE Fiscal Year 1980-81. BENEFIT PLAN FOR THE UNCLASSIFIED/HOURLY Administrative Analyst Swartfager commented that this resolution EMPLOYEES FOR FISCAL would give unclassified/hourly employees time and a half com- YEAR 1980-81 pensation for hard holidays. A genera! discussion regarding the current hourly wages paid, hours worked, employment time with the City and miscellaneous proposed benefits was held. Motion made and carried It was moved by Mayor Hyde, seconded by Councilwoman McCandliss and unanimously carried that this item be held'over for ~ regular Council meeting . 8. RESOLUTION NO. 10185 This resolution sets forth a program of executive and middle ESTABLISHING EXECUTIVE management fringe benefits for Fiscal Year 1980-81. RESOLUTION NO. 10186 This resolution amends Resolution No. 9638 by approving and REVISING SALARY BANDS adopting the new executive salary schedule for the City of FOR EXECUTIVE Chula Vista as recommended by the Arthur Young study. RESOLUTION NO. 10187 In complying with CETA regulations, the City of Chula Vista ESTABLISHING by this resolution, provides a compensation plan for CETA COMPENSATION PLAN FOR classifications for Fiscal Year 1980-81. RESOLUTION NO. This resolution would establish the compensation plan for ESTABLISHING THE certain unclassified, executive employees of the City of COMPENSATION PLAN FOR Chula Vista for Fiscal Year 1980-81. CERTAIN UNCLASSIFIED, EXECUTIVE EMPLOYEES FOR FISCAL YEAR 1980-81 Motion for Executive Session It was moved by Councilman Scott, seconded by Mayor ~de and unanimously carried to recess to Executive Session to discuss personnel matters. EXECUTIVE SESSION The Council recessed to Executive Session at 9:44 p.m. with the Acting Deputy City Clerk being excused and the meeting reconvened at 10:02 p.m. Motion made and carried It was moved by Mayor Hyde, seconded by Councilwoman ~c- Candliss and unanimously carried that staff be directed to bring back a resolution for Council approval relating to compensation for the City Manager, City Attorney and City Clerk which would provide for a 10% increase in their compensation for the forthcoming year -- total compensation including all fringe benefits with the exception of a motor vehicle provided for their use.
