HomeMy WebLinkAboutcc min 1980/08/23 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Saturday, August 23, 1980 - 10:00 a.m. Council Conference Room, City Hall ROLL CALL Councilmen present: Mayor Hyde, Councilmen Scott, Gillow, Cox, McCandliss Councilmen absent: None Staff present: City Manager Cole, City Attorney Lindberg, Development Services Administrator Robens PURPOSE OF MEETING: Mayor Hyde explained the purpose of the meeting was to discuss the Aztec Bus Lines strike and its impact on the services provided for Chula Vista. CONTRACT WITH AZTEC: Development Services Administrator Roberts discussed the present services being provided by contract with Aztec and questioned what action does the City want to take if the bus company cannot fulfill its contract or only a portion thereof. Depending on Council's action, a special meeting of SCOOT may have to be called on Monday morning. Mr. Robens said he could see no great problem with the bus service for Saturday and Sunday; however, there may be a problem beginning on Monday for those people who rely on the bus to get to work. STATUS OF STRIKE: Mr. A. C. Zemba, President, Aztec Bus Lines, stated that the strike came off at midnight and the picketing lines have started. Mr. Zemba discussed the number of people involved in the strike, those willing to return to work and those that have resigned from the Union. The issues are mixed: wages are not the key issue -- the employees are striking because of working conditions. In answer to the Council's questions, Mr. Zemba said he plans to continue providing some service on Monday and ~he order of priorities is (1) transit service; (2) charter service and (3) school service. OPTIONS AVAILABLE: Development Services Administrator Robens noted the options available: if the City of Chula Vista wants to continue to provide service, there are at least four City employees who hold the proper license to operate buses and buses can be rented from other companies. The money to pay for this would come out of LTF funds. LEGAL Rg/dlFICATIONS: City Attorney Lindberg questioned the legality of any action that would interfere with the contract Aztec has with its employees. Although Chula Vista has some ob- ligation to continue to provide its residents with bus service, in so doing, it cannot inter- fere in the balance of the two parties involved in the strike. DISCUSSION: During the discussion, Council asked that signs be posted at the bus stop loca- tions on Monday to inform the people of the strike; the County's plan to use vans and taxis to continue its service; the 20% factor on the fare boxes; SCOOT's role in the proceedings; continuance of this matter for a few days to see what the exact impact will be. CITY MANAGER'S RECOMMENDATION: City Manager Cole said it would be his recommendation that the City provide limited service at peak hours for those people who rely on the bus service to get to work. MOTION FOR CONTINUANCE: MSUC (Scott/Gillow) to hold this over and instruct the staff to draw up contingency plans and, if necessary, present those to the Council at a special meeting at 6:30 p.m. on Tuesday (August 26, 1980).
