In the absence of Mayor Hyde, Vice Mayor Scott presided over the meeting.
1. OTAY MESA EAST COMMUNITY PLAN: Director of Planning Peterson, referring to his written
report, explained that on December 18, 1979, Council referred to the Environmental Control
Con~ission report describing the City of San Diego's draft plan for this area. On April
1, 1980, the Council received the report from the CCC in which they stated that the imple-
mentation of this community plan would have a negative impact on Chula Vista in terms of
air quality, traffic and growth inducement. Mr. Peterson added that the plan is still
pending before the Planning Commission in San Diego, and it would be his recommendation
to direct the staff to continue monitoring the consideration of the plan in San Diego
and report to the Council any events that might have an adverse effect on Chula Vista.

2. GOLF COURSE DRAINAGE PLAN: City Engineer Lippitt submitted the drainage study as done
by the Boyle Engineering Corporation explaining that it was part oE the C.I.P. program
approved in June 1979.
DAN BOYD, PROJECT MANAGER OF BOYLE ENGINEERING FOR THIS PROJECT: Mr. Boyd remarked that
the purpose of the study was to come up with a plan to reduce the sedimentation and
flooding of the golf course area for the smaller, more frequently occurring flows. Mr.
Boyd, referring to the vicinity map, noted the boundaries of the study area (golf course),
and discussed the problems which led to the study. He explained the work done in the
study indicating that they developed alternative channel concepts that would contain
flow rates of 1200 and 2000 cubic feet per second (c£s) in the Sweetwater River with
additional recommendations developed to reduce flood and sediment damages caused by side
drainages.
RECOblb~NDATIONS: Mr. Boyd made the following recommendations:
1. That the Chula Vista City Council adopt this report as a guide for reduction of
flood and sedimentation damages caused by the more frequently occurring floods.
2. That the City construct the recommended works of improvement described as Alterna-
tive 2 when funding becomes available. Alternative 2 includes
(1) a grassed channel through the golf course with 2000 cfs capacity;
(2) debt, basins to reduce damages from sediment originating in the Long
Canyon and Otay Lakes Road area;
(3) an improved spillway at Lake 13; and
~4) channelization downstream of Willow Street for approximately 2000 feet.
The estimated construction cost for this alternative at 1980 prices is $1,700,000.
3. That if funding is limited making Alternative 2 unfeasible, Alternative 1 be con-
structed. Alternative 1 is similar to ^lternative 2, except that the main stream
channel has a capacity of 1200 cfs. The estimated construction cost for Alternative
1 at 1980 prices is $1,050,000.
4. That the City and the County work together to ~mplement upstream flood plain manage-
ment practices so that sand-mining activities are operated in such a way as to
reduce downstream sedimentation.

5. That the City and the County werk together to provide adequate downstream channel
capacity as described in the recommended alternative.
6. That the City continue efforts to enforce the grading ordinances to help reduce
sedimentation caused by construction activities.
7. That the City implement a maintenance program to assure that the recommended debris
basins and channel improvements function as planned.
8. That the City frequently review federal and state assistance programs to make full
use of opportunities to obtain financial assistance.
COSTS AND DAMAGES FROM RECENT FLOODS: Mr. Aubrey Kesterson, Senior Administrative
Analyst, Parks and Recreation Department, detailed the damages caused by the floods.
In 1978/79, there was a loss of $40,000 in revenues; in 1979/80 the loss was $100,000;
and for 1980/81 it is approximately $70,000 for a total revenue loss of $210,000. The
estimated repair cost for 1978/79 was $130,000 and in 1979/80 it was $350,000 for a total
of $480,000~ making a grand total of $690,000.
CITY ENGINEER'S PRESENTATION: Mr. John Lippitt, City Enginee~ discussed the recent
modifications made to the golf course; the inter-agencies coordination; plans on reduc-
ing costs (federal grants, use of City staff, grading and shaping, sale of surplus
excavation); and facts to censider in the decision making. Mr. Lippitt's recommendations
were to (1) accept the consultant's report including the recommended improvements; (2)
direct staff to contact the County and City of San Diego and the Sweetwater Authority
regarding cooperation and sharing of costs; (3) direct staff, after consulting with
other agencies, to prepare a report on the implementation of the plan.

3. CITY ~4~NAGER'S REPORT:
BUS STRIKE: Development Services Administrator Robens reported that one of the bus
drivers was found to have a Florida license and not a California license. The Police
Department is now checking on the licenses of all the drivers to make sure they are
valid.
