OF THE CITY OF CHULA VISTA
October 8, 2018 5:00 PM
A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:00 pm
by Chair Romo in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista,
California.
ROLL CALL
PRESENT: Commissioners Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo
ABSENT: None
STAFF PRESENT: Environmental Sustainability Manager Wisniewski, Environmental Services Manager
Medrano, Conservation Specialist II Downs, Chief Sustainability Officer Gakunga and Administrative Secretary
Green.
APPROVAL OF MINUTES: Commissioner Legaspi moved to approve the minutes of the regular meeting on
September 10, 2018. The motion was seconded by Commissioner Matthias and carried with the following vote:
Yes -6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo
No -0
Abstain — 0

INFORMATION ITEMS
Presentation of Community Choice Aggregation Feasibility Study by Cory Downs, Conservation
Specialist II
Mr. Downs presented the Community Choice Aggregation Feasibility Study plan. Commissioners
requested data for Chula Vista residential rooftop energy generation. Staff agreed to research.
City Operations Sustainability Plan updates presented by Coleen Wisniewski, Environmental
Sustainability Manager.
Ms. Wisniewski presented the updates and answered questions from the Commissioners.
ACTION ITEMS
Consideration of rescheduling the November 2018 meeting. The regular November meeting would fall
on November 12, 2018, which is a City holiday (Veteran's Day): no meetings may be held on holidays
pursuant to Chula Vista Municipal Code section 2.25.200.
Commissioner Richeson moved to cancel the regular meeting for November 12, 2018 and
schedule a special meeting on November 19,2018. Commissioner Matthias seconded the motion
and it was carried with the following vote:

4. Nomination of Sustainability Commissioner for Council consideration and ratification to fill a vacant
seat on the Wildlife Advisory Group.
After minimal discussion, Commissioner Richeson volunteered to accept this position. Commissioner
Matthias moved to elect Commissioner Richeson as the Sustainability Commission representative to
the Wildlife Advisory Group. The motion was seconded by Commissioner McMillin and carried the
following vote:
Yes — 6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo
No -0
Abstain — 0
Election of Climate Change Working Group (CCWG) Chair, Vice Chair and residential representative.
Cory Downs, Conservation Specialist II, explained the duties of the Chair, Vice Chair and residential
representative. Commissioner Legaspi volunteered for the role of Chairperson, Commissioner
Ruvalcaba volunteered for the role of Vice Chair and City resident Daniel Zaragoza volunteered for the
residential representative position. Commissioner Richeson moved to elect Commissioner Legaspi as
the Chair. The motion was seconded by Commissioner Matthias and it was carried with the following
vote:
Yes — 6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo
No -0
Abstain — 0
Commissioner Richeson moved to elect Commissioner Ruvalcaba as Vice Chair. The motion was
seconded by Commissioner Legaspi and carried with the following vote:
Yes — 6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo
No -0
Abstain — 0
Commissioner Legaspi moved to elect Daniel Zaragoza as residential representative. Commissioner
Matthias seconded the motion and it was carried with the following vote:
Yes — 6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo

6. Discussion and approval of the Sustainability Commission's 2018-2019 Activity Report.
Commissioner discussed items to add to Activity Report. Commissioner McMillin moved to add the
following items: Commissioner Richeson was elected to serve as the Sustainability Commission
representative for the Wildlife Advisory Group, Commissioners Legaspi and Ruvalcaba were elected to
serve as the Chair and Vice Chair, respectively, for the Climate Change Working Group, CLEAN Awards,
Carbon Offset, Engaging the Community, Invite Mayor, Invite Council Members, Invite Economic

Development Director to present, Growth Management Oversight, Republic Service Field Trip, Ban Plastic
Bottles from Schools, Polystyrene Ban, Invite Planning Commissioners. Commissioner Richeson seconded
the motion and the vote was carried as follows:

7. Do commissioners agree it is acceptable to share their contact information with co -commissioners on a
per request basis only?
Commissioner McMillin moved to allow their contact information to be shared with co -commissioners
on a per request basis only. Commissioner Matthias seconded the motion and it was carried with the
following vote:
Yes — 6 Legaspi, Matthias, McMillin, Richeson, Ruvalcaba and Chair Romo

STAFF COMMENTS
Conservation Specialist II Downs shared information regarding Greenhouse Gas emissions issues raised at the
September 10, 2018 meeting.
Environment Sustainability Manager Wisniewski spoke on the following subjects: groundwater resources
webinar on 10/10/18, cost is $125; The San Diego Green Building Council is holding event on 10/25/18 "Deep
Dive into Water Reuse"; The next Climate Change Working Group meeting will be held on November 7, 2018.
Environmental Services Manager Medrano spoke on the following subjects: Beautify Chula Vista,
Environmental Services staff will be visiting over 200 businesses regarding AB1826 compliance, Drug take back
event will be held on 10/27/18, Governor signed SB212 which will start in 2020.
Chief Sustainability Officer Gakunga shared recent Smart Cities events.
COMMISSIONERS' COMMENTS
Commissioner Richeson gave feedback on the Green Building Council Conference he attended.
Commissioner Matthias shared information on Chula Vista Bay Front and Living Coast Discovery Center's Zero
Waste Program.
CHAIR'S COMMENTS
Chair Romo welcomed Vianney Ruvalcaba as the newest commissioner, thanked the Staff for their commitment
and recommended advertising in the CLEAN newsletter and Our Neighborhood magazine to encourage public
participation.
