HomeMy WebLinkAboutReso 2018-219RESOLUTION NO. 2018-219 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA AUTHORIZING THE FILING OF AN APPLICATION FOR SPECIALIZED TRANSPORTATION GRANT PROGRAM FUNDS THROUGH THE SAN DIEGO ASSOCIATION OF GOVERNMENTS FOR SENIOR TRAVEL TRAINING, COMMITTING THE NECESSARY LOCAL MATCH FOR THE PROJECT(S), AND STATING THE ASSURANCE OF THE CITY OF CHULA VISTA TO EXECUTE THE GRANT AGREEMENT AND COMPLETE THE PROJECT WHEREAS, the San Diego Association of Governments (SANDAG) through a competitive process is making available funds for a Specialized Transportation Grant Program (“STGP”) that funds projects and programs that expand mobility options for seniors and individuals with disabilities; and WHEREAS, the World Health Organization ("WHO") launched an international effort, entitled the Age-Friendly Cities and Communities Program, to help cities prepare for rapid population aging and the parallel trend of urbanization; and WHEREAS, in July 2016, the City of Chula Vista became the 99th jurisdiction in the United States to enter, committing to a five-year process to evaluate, develop an Action Plan, and implement Age-Friendly concepts to encourage the livability of the community for all generations; and WHEREAS, on July 10, 2018 per Council Resolution 2018-137, the Council adopted the City of Chula Vista Age-Friendly Chula Vista Action Plan; and WHEREAS, the City of Chula Vista wishes to receive grant funds through the STGP in partnership with the San Diego Metropolitan Transit System and Circulate San Diego; and WHEREAS, funding for the STGP comes from the following sources: - Federal Transit Administration (FTA) Section 5310 which provides federal funding for transportation projects that enhance the mobility of seniors and individuals with disabilities; and - Senior Mini-Grants provide TransNet funding for specialized transportation services for seniors whose special needs cannot be met by conventional transit or paratransit services; and WHEREAS, requirements mandate that a competitive selection process be held to award these funds to eligible recipients and since the program began in 2006, SANDAG has awarded over $24 million in federal grant funds, including funds from former federal grant programs, and $14.6 million in TransNet funds through nine competitive grant cycles; and DocuSign Envelope ID: 4BDAF94C-45E6-42E5-86AD-00C564483CE4 Resolution No. 2018-219 Page No. 2 WHEREAS, this funding has supported a total of 190 specialized transportation projects and the Cycle 10 Call for Projects is now open; and WHEREAS, the City of Chula Vista understands that the STGP funding is fixed at the programmed amount, and therefore any cost increase cannot be expected to be funded through the STGP; and WHEREAS, the City of Chula Vista understands that all funds awarded from SANDAG are subject to a use it or lose it policy enunciated in SANDAG Board of Directors Policy No. 035: Competitive Grant Program Procedures; and WHEREAS, the City of Chula Vista understands that projects funded through the STGP require matching funds to be provided by the project sponsor. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that City staff is authorized to submit the following grant application(s) to SANDAG. Grant Program Project Name Grant Request Matching Funds Senior Mini- Grant Chula Vista Senior Travel Training Project $108,000 $27,000 BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista that if an award is made by SANDAG to fund the project(s), the City Council commits to providing the matching funds identified per project, and authorizes City staff to accept the grant funding, execute a grant agreement with SANDAG in the form that has been provided by SANDAG, and complete the project(s).
