HomeMy WebLinkAboutReso 2018-218RESOLUTION NO. 2018-218 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ADOPTING THE CLEAN-UP VERSION OF THE 2018 PARKS AND RECREATION MASTER PLAN UPDATE WHEREAS, the last Parks and Recreation Master Plan was adopted by the Chula Vista City Council on November 12, 2002; and WHEREAS, the update to the Parks and Recreation Master Plan (“Master Plan”) was prepared in response to the expanded 2030 development forecast identified in the General Plan Update (adopted by the City Council on December 13, 2005), the Otay Ranch General Development Plan amendments related to the University Villages (adopted in December 2014), the Otay Valley Regional Park (OVRP) Concept Plan (adopted in November 2016), the Urban Core Specific Plan (adopted in April 2007, amended in April 2015), and the Bayfront Master Plan (adopted by the California Coastal Commission in August 2012); and WHEREAS, the Master Plan is an implementing document to the General Plan; and WHEREAS, the Master Plan is the blueprint for the City’s parks and recreation system, defines service demands, and establishes goals and policies for the delivery of parks and recreation resources; and WHERAS, the Master Plan is intended to offer guidance to the community, staff, and developers when designing new parks and recreation facilities; and WHEREAS, the preparation of the Master Plan update included gathering input from the community through a citywide telephone survey, the results of which were utilized in the preparation of a Chula Vista recreation needs assessment in 2006 and a subsequent survey conducted in 2016; and WHEREAS, the results of the recreation needs assessments combined with information gathered from organized sports groups and community stakeholders has been incorporated into the Master Plan update; and WHEREAS, on February 8, 2018, staff presented the draft Master Plan update to the Healthy Chula Vista Commission for discussion; and WHEREAS, on February 15, 2018, staff presented the draft Parks and Recreation Master Plan update to The Growth Management Oversight Commission for discussion; and WHEREAS, on April 26, 2018, the draft Master Plan update was discussed at the City Council Workshop during the GMOC’s Fiscal Year 2017 Annual Report; and DocuSign Envelope ID: 4BDAF94C-45E6-42E5-86AD-00C564483CE4 Resolution No. 2018-218 Page No. 2 WHEREAS, on June 21, 2018, staff presented the draft Parks and Recreation Master Plan update to the Parks and Recreation Commission for discussion; and WHEREAS, the Parks and Recreation Commission recommended adoption of and forwarding of the Parks and Recreation Master Plan update to City Council; and WHEREAS, the Parks and Recreation Master Plan update was adopted by the Chula Vista City Council on August 7, 2018; and WHEREAS, this “clean-up” version makes minor edits such as to provide consistency with numbers between tables and body of text, clarification of terms as it relates to the Otay Valley Regional Park Concept Plan, formatting to delete “Draft” labels on various graphics, and other edits; and WHEREAS, the Director of Development Services has reviewed the proposed update to the Master Plan for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity falls under a Statutory Exemption pursuant to Section 15262 (Feasibility and Planning Studies) of the State CEQA Guidelines. Thus, no further environmental review is required. Although environmental review is not necessary at this time, additional environmental review and determination may be required prior to implementation of any project identified in the PRMP update. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista that it adopts the “clean-up” version of the Parks and Recreation Master Plan update in substantially the form presented, with such minor modifications as may be required or approved by the City Attorney, a final copy of which shall be kept on file with the City Clerk.
