RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA OPPOSING D IS C R I M I N A T O R Y
POLICIES THAT LIMIT IMMIGRATION ACCESS FROM
SPECIFIED COUNTRIES
WHEREAS, President Donald Trump has pledged during his campaign in 2016
numerous times a total ban of Muslim entry into the United States; and
WHEREAS, the very first version of the Trump administration’s policy limiting access to
immigration visas was strictly from six majority Muslim countries and therefore came to be
known as the “Muslim Ban”; and
WHEREAS, the travel ban was found unconstitutional several times by various federal
judges from different districts; and
WHEREAS, subsequent versions added other countries (Chad, North Korea and
Venezuela, Chad was later removed); and
WHEREAS, given the history of our great nation of embracing diversity, different
national origins, and religions, we acknowledge that our great nation is a nation of immigrants
that enriches the diversity of our great nation; and
WHEREAS, recently many of our community members and leaders have lifted their
voices in righteous moral opposition to the Muslim ban; and
WHEREAS, the City of Chula Vista is a community that values humanity, and believes
that all human beings have inalienable rights, regardless of their country of origin and religion;
and
WHEREAS, the City of Chula Vista has a rich cultural heritage including contributions
from immigrants around the world; and
WHEREAS, the City of Chula Vista is a member of the Welcoming America Network
and is applying to become a Certified Welcoming City; and
WHEREAS, according to the U.S. Census Bureau, as of July 1, 2017 t he population of
the City of Chula Vista is estimated to be 31% foreign-born; and
WHEREAS, several federal judges have determined that President Trump’s policy of
limiting access from certain countries was discriminatory against Muslims; and

WHEREAS, a policy that denies visas based on national origin and/or religion, causes
families to be separated, as many residents of Chula Vista are not able to unite with their spouses
and other family members from the countries on President Trump’s travel ban list; and
WHEREAS, studies have shown that in communities where immigrant populations have
increased, crime rates in those communities have stayed stable or fallen; and
WHEREAS, the City of Chula Vista Human Relations Commission has asked the City
Council to consider taking actions to oppose policies resulting in the denial of immigration visas
based on national origin and/or religion; and
WHEREAS, the Chula Vista City Council believes it has an obligation to take a stand
against government actions that it believes are immoral and go against the fabric of our great
nation.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista hereby:
Opposes policies resulting in denying visas based on national origin and/or religion; and
Encourages non-profit organizations to continue assisting individuals that reside in Chula
Vista with their immigration paperwork to bring their family members that are eligible for
immigration visas through immigration sponsorship such as I-130 Petitions; and
Calls on the United States government to immediately cancel the immigration travel ban,
as it goes against the fabric of our great society and nation, as a whole; and
Directs the Mayor to forward this resolution to U.S. Representatives Susan Davis and
Juan Vargas, U.S. Senators Kamala Harris and Dianne Feinstein, House Speaker Paul Ryan,
Senate Majority Leader Mitch McConnell, U.S. Attorney General Jeff Sessions, President
Donald Trump, members of the San Diego County Board of Supervisors, and the mayors and
city managers of the cities within San Diego County.
