or more nominations to be interviewed for this vacancy:
Becky Cortez, Jennifer Ficacci, Hector Martinez, and Greg
Martinez
The activity is not a “Project” as defined under Section 15378 of the
California Environmental Quality Act State Guidelines; therefore,
pursuant to State Guidelines Section 15060(c)(3) no environmental
review is required.
Environmental Notice:
Council conduct the interviews and make the appointments as
appropriate.

Chambers.

RECOMMENDED ACTION
Council conduct the interviews and make the appointments as appropriate.
ENVIRONMENTAL REVIEW
The Director of Development Services has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as
defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in
the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is
not subject to CEQA. Thus, no environmental review is required.
CURRENT VACANCY
The current vacancy on the Planning Commission is for the following seat:
· At-Large–this seat was previously filled by Pedro Anaya, who resigned September 26, 2018
On November 13, 2018, the City Council nominated Michael De La Rosa, Delfina Gonzalez, Gregory Hall,
Jorge Patrick Macfarland, Jim Trotter, and Monika Tuncbilek to be interviewed for the Planning
Commission At-Large seat.
The current vacancy on the Measure P Citizens’ Oversight Committee is for the following seat:
· At-Large (District 1) Seat – this seat was previously filled by Paula Whitsell, who resigned

On November 13, 2018, the City Council nominated Becky Cortez, Jennifer Ficacci, Hector Martinez, and
Greg Martinez to be interviewed for the Measure P Citizens’ Oversight Committee At-Large (District 1) seat.
DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific
and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11),
is not applicable to this decision for purposes of determining a disqualifying real property-related financial
conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).
Staff is not independently aware, and has not been informed by any Councilmember, of any other fact that
may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy
Community, Strong and Secure Neighborhoods and a Connected Community. The boards and commissions
program supports the Connected Community goal. Members of the City’s boards and commissions play a
vital role by participating in the City’s processes and helping influence public policy with their diverse
viewpoints.

ACCOMPLISHMENTS
Successfully created Group Fitness classes for three top corporations in San Diego. Successfully
created, managed, hired, trained 28 qualified employees to teach group fitness classes that each
company requested. Also managed all accounting, billing to each company as well as collected
payment to pay hired instructors. Developed postnatal workout video first on the market. Became
Fitness Expert on ABC news San Diego for 11 years.
AFFILIATIONS
Serve on the South Bay Community Services for their annual fund raising program.https://

Serve on two committees for South County Economic Development Council, Education

volunteering at my church in the Christmas program. Our church adopts the poorest of the poor in
National City. We change a specific church in National City for one week in December like a
Christmas store. We spend one year collecting/ purchasing New items from stores; blankets, socks,
underwear, diapers, wipes, sweaters, toys, household items etc. So these families that we adopt in
excess of 2,500 people have a Christmas. Every year the demands grow as the populations grows.
Volunteering in this capacity brings me the most joy. This project provides me the best understanding
what it means to be a ‘Servant Leader.’
