HomeMy WebLinkAboutcc min 1980/11/13 MINUTES OF A REGULAR ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Thursday, November 13, 1980 - 4:00 p.m. Council Conference Room, City Hall ROLL CALL Councilmen present: Mayor Hyde, Councilmen Scott, Gillow, Cox, McCandliss Councilmen absent: None Staff present: City Manager Cole, Assistant City Attorney Harron, Assistant City Manager Asmus, Development Services Administrator Robens 1. REPORT FROM PHIL CREASER~ PORT COMMISSIONER Mr. Creaser presented the Council with a written report depicting the activities along the Bayfront area. He discussed generally the Port's plan to expand its refrigeration facilities due to the change in cargo (more citrus is coming in); the landscaping at the "J" Street marina; benches presently being stored at the 10th Avenue terminal but will be put into the park area as soon as the grass has had a chance to grow; the Regional Coastal Commission's approval of the RV Park (Wilson); stairs to be built over the riprap to accommodate the beach on the western shore adjacent to the park. Council discussion ensued with Mr. Creaser concerning the marketing of the 17~ acre parcel of property north of J Street; the grafitti and the possibility of placing a mobilehome on the site for security purposes. 2. REPORT ON REQUEST FROM NIEK SLIJK AND DON RITCHIE TO REDUCE THIRD AVENUE FROM FOUR LANES TO TWO LANES BETWEEN F AND H STREETS Development Services Administrator Robens noted that this item was considered several months ago during the redevelopment of the Town Centre plan. After a few public hearings, the Council approved and adopted the plan. Mr. Roberts recommended that the plan be maintained and not decrease the number of lanes from four to two between F and H Streets. City Engineer Lippitt, presenting a plat of the area, discussed the street pattern, the proposed construction, daily traffic count, the impact the reduced lanes would have on the traffic pattern, the financial aspect, sources of financing the project, and his recommendation to maintain Third Avenue as a four lane street between F and H Streets. Mr. Don Ritchie, President of Town Centre Business and Professional Association, discussed the recent improvements on Third Avenue from E To F Streets which he declared left an area whereby people drive by slowly and stop and shop. His present fear is that Third Avenue (with the increased lanes) will be used as a main traffic artery (north/south) as the moment it is made easier to go through there at a faster speed, the traffic will increase,mainly by the people going from Rohr to Bonita and/or points south. Mr. Ritchie added that he and the majority of the businessmen in this area were under the impression (up to a few weeks ago) that F to H Streets would be two lanes to match the E to F Street pattern. A petition in support of the reduced travel lanes was given to Council. Mr. Nick Slijk, representing the Town Centre Association, referred to successful malls in other cities stating that the main thing that all consultants stress i£ that the area should be a pedestrian-oriented one which means a reduction of traffic through the area. Mr. Slijk discussed the proposed Fifth Avenue closing; the"remote" possibility of getting a UDAG Grant, the existing traffic pattern and parking spaces along Third Avenue in this area, strengthening the mercantile posture~ and preservation of the character that is currently in the downtown area. Council discussion followed regarding the various aspect of the staff's recom- mendations, the lateness of the request of the Town Centre Association, and the potential for accidents if the lanes were reduced. Council Conference -2- November 15, 1980 MSUC (Cox/Gillow) to deny the request of the Town Centre Business and Pro- fessional A~sociation to decrease the traffic lanes between G and H Streets from four to two lanes. 2a. R~SOLUTION NO. 10512 - ACCEPTING BIDS AND AWARDING CONTRACT FOR CONSTRUCTION OF STREET IMPROVEMENTS ON THIRD AVENUE FROM G TO K STREETS RESOLUTION OFFERED by Councilman Gillow, the reading of the text was waived by unanimous consent, passed and adopted by a unanimous vote. 3. REPORT ON ACTUARIAL VALUATIONS OF PERS CONTRACT AMENDMENTS MSUC (Hyde/Scott) to reschedule this item to an early feasible Council Conference. 4. CITY MANAGER'S REPORT a. City Manager Lane Cole submitted the itinerary for the Council Tour scheduled for November 15, 1980. b. City Manager Cole noted that the report on the American Transit Association Conference originally scheduled for Thursday, November 20 will be continued to the December 11 Conference. 5. MAYOR'S REPORT a. Mayor Hyde asked for the status of the Growth Management Plan. City Manager Cole remarked that a revised plan was circulated through the various departments ~nd was reviewed by management staff. It was felt it was more of a phased-land- development plan. A report will be presented to the Council on November 25 outlining the staff's concerns and requesting a workshop. (Councilman Scott left at this time: 5:17 p.m.) b. Mayor Hyde reported that the "Trolley is coming" and H Street will be one of the major streets along this route. He discussed the zoning pattern along Broadway and H Street and noted his concerns regarding the shallow commercial depths whicl he felt was more of a "residential-type depth." MSUC (Hyde/McCandliss) to ask staff to once again look at and evaluate the zoning on H Street between Broadway and I-5 to¢onsider whether or not it is appropriate to re-plan that particular area in light of the approach of the San Diego Trolley. c. Mayor Hyde reminded the Council of the Boards/Commissions banquet this evening. 6. COUNCIL CO}~NTS a. MSUC (Gillow/Hyde) to see a report at a Council Conference of what is being done regarding the recent employee survey. b. In answer to a query from Councilman Gillow, Assistant City Manager Asmus said there was not enough time for a valid report on the placement of the mobilehome in Greg Rogers Park as a security measure. c. Councilman Cox asked if the City had ever made any inquiry into purchasing the parking lot owned by the Baptist Church on Church Street. Mayor Hyde said he volunteered to assist in meeting with these people; however, they do not wish to sell. d. In answer to Councilman Cox's query, Development Services Administrator Robens stated that the dowtown parking area study will be ready around the middle of December. e.Mayor Hyde asked the Councilmen to remain a few minutes after the meeting to select the drape material for the Council's offices. Mayor Hyde noted the rent increases in the Town Centre area and the number of complaints he has received from the merchants. MSUC (Hyde/Gillow) to ask staff to conduct a survey to find out what is happenin~ to the rent structures in the redevelopment area of the Town Centre and advise the Council. Mayor Hyde clarified the motion to state it should be a "spot survey" to find out if there are any serious problems and to what extent the increases are made. Councilwoman McCandliss indicated it was "common sense" to know that the rents are increasing and questioned what possible action the Council could take. City Manager Cole said he would ask the Community Development Department staff to react to this problem and report on it. MOTION R£STATED: MSCU (Hyde/Gillow) to ask staff to look into it; to see what they can find out about this - if it is a problem - and see if they have any suggestions for the Council as to appropriate action.
