CItY COUNCIL OF CHULA VISTA, CALIFORNIA

1. ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Scott, Gillow, Cox, McCandliss
Councilmen absent: None
Staff present: City Manager Cole, Assistant City Manager Asmus, City
Attorney Lindberg
2. ACTUARIAL VALUATION OF PERS CONTRACT AMENDMENT
Mr. Rene Franken, Chief Accountant, discussed the petition presented by the retired
employees on April 15, 1980 for amendments to the City's PERS contract to provide a
5% cost-of-living allowance, instead of the current 2%, and to provide a one-time
increase in retirement allowance.
On July 8, 1950, the Council appropriated $900 (Resolution 10177) for a PERS Actuarial
Valuation to determine the cost of changing the PERS contract to allow for a one-time
3% to 15% increase to pre-January 1, 1974 retirees and also a S% and 5% annual cost-of-
living allowance for all retired City employees.
Mr. Franken discussed the options open to the City under State law adding that the
staff's recommendation is to amend the contract with the Public £mployees' Retirement
System to provide the one-time 3% to 15% increase to pre-January 1, 1974 retirees.
This will cost the City $12,080 for the first y~ar increasfng proportionately
in future years.
Council discussion followed during which Councilman Scott questioned the obligation
of the City in this endeavor indicating that he felt it was, in effect, a subsidy.
Other comments made by the Council were the paratlel of the PERS retirement benefits
with that of Social Security; the inflation factor; the economic impact of the
proposed increase in the years to come; Proposition 13 impact; starting a precedent;
the fact that this would not be a moral obligation of the City.

following vote: Ayes: Gillow, McCandliss
NOES: Scott, Hyde, Cox

3. R~GIONAL TRANSPORTATION PLAN (SANDAG)
City Engineer Lippitt introduced Mr. Mike Z'Don and George Frank from the San Diego
Council of Governments (SANDAG).
Mr. Z'Don showed a slide presentation stating that at the November SANDAG Board meeting,
they adopted the Regional Transportation Plan minus the aviation element. The Plan is
for the year 2000. Mr. Z'Don commented on the 44% expected increase in population;
the projected increase in automobile, transit and airline trips. He projected a 17%
increase in transit trips in Chula Vista in the year 2000 because of the rail system
going in.
Mr. George Frank, Transportation Planner, reported on the aviation issue which he said
the Board will consider in January. Ne discussed air safety factors; passenger demands
and noise impacts. The staff is recommending gaining Miramar for future commercial
aviation demands - a shared use of the airspace and runways. Mr. Frank added that to
get federal money for future studies, you have to be an agency that can build an air-
port which is something SANDAG cannot do.
Discussion followed with the Council regarding the widening of I-5 as it relates to
the construction of Route 54. Mr. Frank felt this may be "pushed back" to 1984 or
1985 because of financing.
Councilman Scott felt the Council should start applying some pressure to get the segment
of I-S widened (in Chula Vista). Mayor Hyde asked the staff to contact CalTrans and
give the Council a status report.

4. AMERICAN PUBLIC TRANSIT CONFERENCE REPORT
Mr. Bill Gustafson, Transit Coordinator, gave a brief report on the Transit Conference
he~in San Diego in September 1980, stating that he could not attend the entire
conference since he was just new on the job for one week when it started. He did view
the various exhibits; however, and presented pictures to Council of various fareboxes
and small buses. Mr. Gustafson noted specifically the "Citycruiser" - a 33 passenger
bus which sells for $100,000 indicating this would be an excellent size bus for this
City.
Discussion ensued on the cost of the buses, joining other cities to bid on buses,
various routes in the City, the buses in Atlanta, Georgia, as the Council recently
viewed them, and the cleanliness of those buses.

7. COUNCIL COMMENTS
Councilman Gillow remarked that the Public Safety Director has viewed the various
joint program (Fire and Police) operations in other cities and discussed this with
him. Councilman Gillow commented that the Conncil should now look at this concept
extensively - whether to continue on with it.
MSUC (Gillow/Hyde) to direct staff to bring back a plan (an outline) for doing an
extensive analysis of the Safety Officer's concept; this is just to be a preliminary
outline of what should be done. The report to be brought back at budget time or
sooner.
