HomeMy WebLinkAbout2018-09-06 CSC Minutes MINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF CHULA VISTA September 6, 2018 5:15 p.m. The regular meeting of the Civil Service Commission of the City of Chula Vista was called to order at 5:17 p.m. in Conference Room B129, located in the Public Services North Bldg C at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioner Carbuccia, Fish, Co-Chair Starr, and Chair Gersten ABSENT: Commissioner Gonzales OTHERS: Lynnette Tessitore, President of the Chula Vista Mid-Managers/ Professional Association CONSENT CALENDAR (Items 1-3) The Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Commissioner, a member of the public, or staff requests that an item be removed for discussion. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES of August 2, 2018 Staff recommendation: Commission approves the minutes. ACTION: Co-Chair Starr moved to approve staff’s recommendation. Commissioner Fish seconded the motion, and it carried by the following vote: Yes: 4 – Carbuccia, Fish, Starr, Gersten No: 0 Abstain: 0 2. WRITTEN COMMUNICATIONS A. E-mail from Chair Carbuccia requesting an excused absence from the August 2, 2018 regular Civil Service Commission Meeting. Staff recommendation: Commission excuses the absence. ACTION: Commissioner Fish moved to approve staff’s recommendation. Co-Chair Starr seconded the motion, and it carried by the following vote: Yes: 3 – Fish, Starr, Gersten No: 0 Abstain: 1 – Carbuccia 3. CONSIDERATION OF APPROVAL OF THE PROMULGATION OF THE ELIGIBLE LISTS: A. Community Service Officer (RECRUITMENT #18514107) B. Electrician (RECRUITMENT #18643807) C. Environmental Services Manager (RECRUITMENT #18620507P) D. Librarian I (RECRUITMENT #18707505) E. Librarian II (RECRUITMENT #18707306) F. Peace Officer (RECRUITMENT #18506101) G. Police Dispatcher Trainee/Police Dispatcher (RECRUITMENT #18517904) H. Principal Librarian (RECRUITMENT #18705103) I. Senior Engineering Technician (RECRUITMENT #18605907P) Staff recommendation: Commission approves the promulgation of the eligible lists. ACTION: Co-Chair Starr moved to approve staff’s recommendation. Commissioner Fish seconded the motion, and it carried by the following vote: Yes: 4 – Carbuccia, Fish, Starr, Gersten No: 0 Abstain: 0 PUBLIC COMMENTS Persons speaking during Public Comments may address the Commission on any agenda matter within the Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. There were none. If you wish to speak on any item, please advise the Chairperson prior to the meeting. 4. CONSIDERATION OF APPROVING AN EXTENSION OF THE ELIGIBLE LIST: A. Human Resources Technician (RECRUITMENT #18331502) to March 28, 2019 Staff recommendation: Commission approves the extension ACTION: Co-Chair Starr moved to approve staff’s recommendation. Commissioner Fish seconded the motion, and it carried by the following vote: Yes: 4 – Carbuccia, Fish, Starr, Gersten No: 0 Abstain: 0 5. REVIEW AND APPROVAL OF SUB-COMMITTEE UPDATES TO CIVIL SERVICE RULES FOR MEET AND CONFER WITH UNIONS AND COUNCIL ADOPTION Staff recommendation: Commission reviews and approves applicable updates. ACTION: Lynnette Tessitore, President of the Chula Vista Mid-Managers/Professional Association, inquired about several sections of the revisions. Commissioner made amendments to the proposed rules changes. Co-Chair Starr moved to approve staff’s recommendation. Commissioner Fish seconded the motion, and it carried by the following vote: Yes: 4 – Carbuccia, Fish, Starr, Gersten No: 0 Abstain: 0 INFORMATIONAL ITEMS There were none. OTHER BUSINESS 6. CHAIR’S COMMENTS There were none. 7. COMMISSIONERS’ COMMENTS There were none. 8. STAFF’S COMMENTS Courtney Chase, Director of Human Resources, provided an update regarding the commission’s future hearing dates. ADJOURNMENT Adjourned the regular meeting at 6:44 p.m. to the regular meeting on Thursday, October 4, 2018 at 5:15 p.m., in Conference Room B129, Public Services North Bldg.
