APPROVAL OF MINUTES for the meeting of February 24, 1981 MSUC (McCandliss/Cox) to approve the minutes as mailed. 2. SPECIAL ORDERS OF THE DAY- None 3. ORAL COb~UNICATIONS James Bailey, 484 Allview Court, Chula Vista, expressed his displeasure regarding the Council's recent action in approving a $29,000 fountain for the Library. Mayor Hyde read the action of the Council taken at the last meeting in which they rescinded this action and asked the staff to come back with alternatives for possible landscaping with low-maintenance upkeep. Niek Slijk, representing the Chamber of Commerce, remarked that the Metropolitan Transit Development 8oard will be holding a public hearing at the Chula Vista Library on Thursday, March 5 regarding proposed fares for the San Diego Trolley. A "one- item" fare from San Ysidro to San Diego is being proposed. The Chamber would like to solicit the Council's support for a split fare - a differential in fare such as half-price from San Ysidro to Chula Vista to encourage those people to get off in Chula Vista to do their shopping. In answer to the Council's query, Development Services Administrator Robens said the General Managers of the Transit Operators Advisory Committee are recommending a flat fare. They felt that the simplest and easiest system would be for all passengers getting on the Trolley to know what they are going to pay. Councilman Scott asked that this philosophy be put in writing and given to the Council and that the staff take in to account this City's interest - what are the best advantages for Chula Vista? - is it significant? - should this City acquiesce to this system? MSUC (Scott/McCandliss) for a staff report (on the questions just asked by Councilman Scott~ 4. I~RITTEN COMMUNICATIONS a. Request for support of SB 260 regarding the California Coastal Commission Senator Jim Ellis asked for Council's endorsement of hi~ bill (SB 260) which would abolish the Coastal Commission. MSUC (Scott/Hyde) to file this request. b. Resignation of David Poret, Human Relations Commission Hr. Poret submitted his resignation, effective immediately, due to business commitments which prevent his serving on the Commission. MSUC (Hyde/Scott) to accept the resignation with regret and a letter of appreciation to be sent to Mr. Poret thanking him for his services on this commission. City Council Meeting -2- March 3, 1981 RESOLUTIONS AND ORDINANCES, FIRST READING 5. RESOLUTION NO. 10406 -APPROVING AGREEMENT BETWEEN THE CITY OF CHULA VISTA AND JERRY MILBURN, OWNER OF PROPERTY AT 3966 PALM DRIVE IN THE COUNTY OF SAN DIEGO, TO ALLOW FOR CONNECTION TO AND USE OF PUBLIC SEWER FACILITIES IN CHULA VISTA On August 20, 1980, ,Jerry Milburn submitted an application for annexation of his property. The documents are being held pending the resolution of the tax distribution negotiations between the City and County. Since the application was made, the owner has constructed a single-family dwelling on the property and now desires to connect to the City sewer. The resolution is for an agreement stating the owner will complete the annexation proceedings. RESOLUTION OFFERED BY Councilman Scott, the reading of the text was waived by unanimous consent, passed and approved unanimously. 6a. ORDINANCE NO 193S -AUTHORIZING AN AMENDMENT TO THE CONTRACT BETWEEN THE CITY OF CHULA VISTA AND THE BOARD OF ADMINISTRATION OF THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM - FIRST READING On January 20, 1981, the City Council approved a Public Employees' Retirement System contract amendment which would provide a one-time 3% to 1S% increase in retirement allowance to pre-1974 retirees. The Ordinance and Resolution which follows are the necessary contract amendments to effectuate the increase. MSUC (McCandliss/Cox) that the ordinance be placed on first reading, the reading of the text was waived by unanimous consent, passed and approved unanimously. b. RESOLUTION NO. 10407 -INTENTION TO APPROVE AN AMENDMENT TO CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EHPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF CHULA VISTA RESOLUTION OFFERED by Councilwoman McCandliss, the reading of the text was waived by unanimous consent, passed and approved unanimously. 7. REPORT OF THE CITY ~kNAGER a. School District/Council Meeting. City Manager Cole reported that tho joint mooting with the school districts is now set for March 19 and asked Council for any items they wish to have on the agenda. Mayor Hyde asked that the item for the improvement of Telegraph Canyon Road and Hilltop Drive be scheduled along with a status report on this from the staff. Another item would be the question frequently brought up by Mr. Jerry Valk - the adequate school facilities occasioned by the subdivisions approved by the City. b. City Manager Cole introduced Mr. Mark Pfister, the new Director of Parks and Recreation. REPORTS OF CITY OFFICERS AND DEPARTMENT HEADS 8. Report on traffic conditions at Hilltop Drive/Quintard Street City Engineer ~ppitt submitted a written report in response to thc complaint from Mrs. C. J. Cypher of the high speed traffic and many accidents at this intersection. Mr. Lippitt stated on July 1S, 1980, that both his staff and the Safety Commission agreed that no additional traffic control devices should be installed at that time but that the intersection bo to-examined in January 1981 to assess the impact of the completion of Orange Avenue between t~illtop and Third Avenue on the traffic conditions. Since there has been no demonstrated traffic safety problems at the intersections, the City Engineer reques~ that this area be re-evaluated at the end of the schoolyear with any significant changes brought to the Council's attention. Report on traffic conditions at Buena Vista Way/Buena Vista Court City Engineer Lippitt responded in a written report to the request made on December 16, 1980 by the Bonita Terrace Owners Association for the installation of stop signs and traffic signals at this intersection. After reviewing the matter with the homeowners' association, the Safety Commission and staff are recommending the installation of a double yellow centerline around the curve at Buena Vista Court and the installation of a stop sign on Buena Vista Court. MSUC (Hyde/McCandliss) to accept the report. 10. Update of need for a traffic signal at Bonita Road/Allen School Road In his written report to Council, City Engineer Lippitt referred to the request made in the summer of 1980 by the Bonita Business and Professional Association for the installation of a signal in this intersection. At that time, both the staff and Safety Commission recommended that a traffic signal not be installed. In September 1980, the Council asked for a follow-up report in March. City Engineer Lippitt stated that the intersection ranks very low on the evaluation list and since conditions have not changed in the area since September, he is recommending that no further consideration be given for a traffic signal at this intersection at this time. MSUC (Hyde/Scott) to accept the report. 11. MAYOR'S REPORT a. Meeting with San Diego Gas & Electric Representatives, Mayor Hyde said he will be meeting tomorrow with San Diego Gas & Electric representatives and staff to discuss the possible gas line relocation on Fifth Avenue, including the costs. 12.
