MEASURE A CITIZENS' OVERSIGHT COMMITTEE
OF THE CITY OF CHULA VISTA
Wednesday, September 26, 2018 6:00 p.m.
A Special Meeting of the Measure A Citizens' Oversite Committee of the City of Chula Vista was
called to order at 6:04 p.m. in the Chula Vista Police Department, Community Room, located at
315 4ch Ave Chula Vista, California.
ROLL CALL
PRESENT: Committee Members Alatorre, Anaya, Ficacci, Guillen (arrived at
6:12 p.m.), Hobson, Stucky, Volland
ABSENT: Committee Members Escobedo, Martinez, Roberts, Rubio
ALSO, PRESENT: City Attorney Googins, Director of Finance Bilby, Marketing &
Communications Manager Steinberger, City Clerk Bigelow,
Deputy City Clerk Larrarte, Police Chief Kennedy, Fire Division
Chief Gipson, Fire Battalion Chief Peter, Police Administrative
Services Administrator Alegre and Secretary Bravo.

STAFF PRESENTATIONS
2. PRESENTATIONS REGARDING MEASURE A,THE HALF-CENT SALES TAX
MEASURE TO FUND PUBLIC SAFETY STAFFING SERVICES:
a. MEASURE A ORDINANCE REVIEW AND ROLE OF COC (Glen Googins,
City Attorney)
City Attorney Googins gave the presentation on the ordinance review and role of the
COC, emphasizing the collective responsibility of the committee to make sure that all
monies are collected, accounted for and spent in accordance of the terms of the
ordinance.
b. MEASURE A EXPEDITURE PLAN AND OVERVIEW (David Bilby, Director
of Finance)

Director of Finance Bilby gave the presentation on the expenditure plan and overview,
including the need and the priorities of the community and how to address them.
c. MEASURE A BACKGROUND AND WEBSITE REVIEW (Anne Steinberger,
Marketing& Communications Manager)
Marketing& Communications Manager Steinberger gave the presentation on the
background and website review, including a staffing plan that would address the
tremendous short falls that the police and fire were facing.

3. DISCUSSION AND POSSIBLE ACTION REDARDING AGENDA ITEMS FOR
FUTURE MEETINGS OF THE MEASURE A CITIZENS' OVERSITE COMMITTEE

d. Setting the date,time, and location of future regular and special meetings of the
Citizens' Oversite Committee:
e. Selection of Chair and Vice Chair:
City Attorney Googins and Director of Finance Bilby briefly spoke regarding the above items,
which would be further discussed at a future meeting.
There was a consensus of the Committee to hold a Special meeting on Tuesday October 30, 2018
at 6:00 p.m. Chula Vista Police Department, 315 Fourth Ave, Chula Vista, California.
PUBLIC COMMENTS
David Oyos, Police Officers Association President, spoke in favor of Measure A and the
importance of community safety.
OTHER BUSINESS
4. STAFF COMMENTS
Director of Finance Bilby urged the committee to question how the money will be spent.
5. COMMISSIONERS'BOARD MEMBERS' COMMENTS
Committee Member Guillen spoke regarding funding for support staff and the role of the COC
members.
Battalion Chief Peter offered ride alongs to the committee to get a better understanding of the
Fire Department.

At 7:46 pm, the meeting was adjourned to the next Special Meeting on October 30, 2018 at 6:00
p.m. at the Chula Vista Police Department, located at 315 Fourth Ave, Chula Vista, California.
