Council Conference Room, City Hall ROLL CALL Councilmen present: Mayor Hyde, Councilmen Gillow, Cox Councilmen absent: Councilman Scott, Councilwoman McCandliss Staff present: City Manager Cole, City Attorney Lindberg, Assistant City Manager Asmus Noting the absences of Councilman Scott and Councilwoman McCandliss, Mayor Hyde announced that item #4 would be considered at this time pending the arrival of the Councilpersons. 4. UNANIMOUS CONSENT ITEM: RESOLUTION NO. 10423 COMMENDING K. NIEK SLIJK FOR HIS 20 YEARS' SERVICE WITH THE CHAMBER OF COMMERCE RESOLUTION OFFERED by Mayor Hyde, the reading of the text was waived by unanimous consent, passed and approved unanimously by those present. RECESS Mayor Hyde declared a recess to 4:15 p.m. to allow time for the other Councilpersons to arrive. 4:15 p.m. Noting the arrival of Councilman Scott and Councilwoman McCandliss, Mayor Hyde reopened the meeting. 1. PRESENTATION BY CHULA VISTA EMPLOYEES ASSOCIATION Mr. Alan Ferree, Field Representative for the San Diego County Employees Association and representing the Chula Vista Employees Association, presented statistics to the Council on the gross salary increases granted the employees from 1977/78 to 1980/81 (average of 6.75%) as compared to the Consumer Price Index for this same period of time (annual average of 14.47%). Mr. Ferree stated that the members are cognizant of the financial situation the City is in and are only asking for increased salaries and benefits that "directly affect their lives" noting that, including the benefits, they lag about 15% behind all other groups. 2. PRESENTATION BY INTERNATIONAL ASSOCIATION OF FIREFIGHTERS-LOCAL 2180 Joe Ringe, Chula Vista Fire Inspector, using flip charts, depicted what he termed "the steady decline in the Fire Department." Mr. Ringe noted that in 1964, the average Firefighters was 1 for 1,000 population, in 1981, it declined to .72 for every 1,000 population. Further requested for Council's consideration was the 2% at 50 retirement system and salary increases based "on the needs of the Firefigh~ers." 3. ACKNOWLEDGMENT OF POLICE OFFICERS ASSOCIATION CORRESPONDENCE Mayor Hydeacknowledged receipt of the correspondence from Tom Basinski, President, Police Relief Association, asking that the Council judge the Police compensation package on "Total Compensation" which includes the 2% at 50 retirement plan. 4. REVENUE/EXPENDITURE SUMMARY Assistant City Manager Asmus presented the following statistics noting the $2.3 million gap between the estimated revenues and expenditures for FY1981/82, which he added, does not take into consideration any salary increases: City Council Meeting page 2 March 26, 198] 5. Also discussed with the City Manager and the Assistant Ci Manager was the termination date in October 1981 for all CETA employees the "now" effects of Proposition 13, the city's sales tax picture in vi of the Bonita Plaza Shopping Center competition, suggestion to have a special tax on all new subdivisions annexed to the City since the City "is now at the point where we simply cannot afford" annexing residentia areas. FREEZE ON HIRING. City Manager Cole stated that he is prepared to ask the Council for authorization to put a freeze on any hirings right now. He added that there would have to be a thorough justification for hirin any new personnel. MSUC (Scott/Hyde) that the City Manager review all hirings on a case by case basis until such time as he feels it is not appropriate and come back to the City Council and give them that direction. 6. CLOSED DOOR SESSION REGARDING NEGOTIATIONS MSUC (Hyde/Scott) for a Closed Door Session to discuss salary negotiati The Council recessed to Closed Door Session at 5:00 p.m. The City Clef was excused.
