CITY COUNCIL OF CHULA VISTA, CALIFORNIA

Councilmen present: Mayor Hyde, Councilmen Scott, Gillow, Cox, McCandliss
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg
1. DISCUSSION OF THE REPORT SUBMITTED BY THE ECONOMIC DEVELOPMENT TASK
FORCE ENTITLED: "IMAGE VS. ECONOMIC GROWTH"
Mayor Hyde announced that the purpose of the meeting was to review and
discuss the report as submitted by the Task Force (dated April 1, 1981).
The members of the Task Force present were: Michael Raya, Chairman,
Bob Crane, Chuck Peter and Jerry Prior.
Mr. Raya opened the discussion stating that the purpose of the report
was to draw attention to the City's image and to encourage long-range
planning to promote the economic growth.
The Council and Task Force members discussed the general content of the
report and recommendations with specific discussion focusing on the need
to develop the City's economic image by attracting large investors and
developers to ultimately increase the City's tax base.
The Council expressed their disagreement with the Report finding which
indicated that they (the Council) generate a negative effect on the
operations and decisions of the Planning and Community Development
Department. Mr. Peters, on behalf of the Committee, explained that it
was not the Committee's intent to convey the impression that the Council
places undue influence on the professional staff.
Continued discussion focused on the need to be more aggressive in pur-
suing large commercial, industrial and retail investors by encouraging
their interest in Chula Vista rather than waiting for them to approach
the City.
In summary, the Report and Recommendations were accepted by the City
Council with discussion and clarification of the following recommendations:
RECOMMENDATION 2b: Mayor Hyde stated that the problem with industrial
development in the City is lack of land of sufficient size within the
City's boundaries. The recommendation was clarified to mean that
industrial development should be included as a priority in the General
Plan by identification of large parcels of 200 to 400 acres.
RECOMMENDATION 2f: Concerning the recommendation to pursue annexation,
it was noted that the Bonita Valley area is an excellent example of the
desired result.
RECOMMENDATION 3b: Discussion related to establishing only one Design
Review Board to oversee design compatibility of all areas in the City.
The Task Force suggested that the Community Development Department
develop an organizational model similar to the Centre City Development
Corporation (CCDC) in San Diego which utilized one body to perform the
design review function for all projects within that City. The Task
Force further recommended that if the CCDC model were implemented, that
the group performing design review consist of individuals from various
professions with proven expertise, including bankers, corporation
executives, developers, etc. Discussion also related to a development
of a long-range economic plan to identify economic goals and set
standards to pursue and achieve economic growth.

RECOMS~NDATION 4b: There was discussion concerning employment of a
Public Information Specialist, as recommended, to ensure that favorable
rapport exists with the media so that the City receives positive press
exposure. Council commented that a report is expected back from staff
concerning this function. It was the consensus that more immediate
steps be taken to promote the City's image through media coverage of
what is being done in Chula Vista.
Councilman Cox stated that since one of the focal points of the report
was the recommendation to consider CCDC's operating model that the
Task Force report back to the Council with the mechanics of how that
model would work.
MSUC (Hyde/Gillow) to direct staff to review the Report and take into
account comments made in this discussion and to set up a Council
Conference again where there will be further consideration as to
"where do we go from here?"
Mayor Hyde asked that the Committee be placed "on hold" until the next
Conference to discuss what action should be taken.
ADJOURNMENT at 6:15 p.m. to the meeting scheduled for Tuesday, April 28,
1981 at 7:00 p.m.
