Urging Chula Vista t® Join Amicus Brief f®r CA Values
We, the undersigned, urge Chula Vista City Council to join an "amicus brief"on the side of CA Values. We
need to show our strong support for SB 54 and the other pro-immigrant laws (AB 103 and AB 450)
currently being challenged by the US Dept of Justice. Chula Vista can set an example by affirming our

I.deportation, they sEPwvill be reluctant to report crimes, make statements, or testify in
court. This chilling effect leaves,'-4 Pcities less safe for everyone." Sanctuary policies
allow local governments to create a "spiral of trust" that fosters communications
between government officials and immigrants, reduces social sEPisolation and cynicism
toward government, and increases neighborhood attachment. This social sEPcohesion
' has been associated with reduced violence and greater�sEP stability,
which makes communities generally safer for all.'L7 It is well-documented that as
immigration enforcement and the threat of deportation'-c increase, the likelihood of
undocumented immigrants reporting crimes decreases significantly.
