CITY COUNCIL OF CHULA VISTA, CALIFORNIA
Held Monday - 6:4S p.m. July 2, 1979
An adjourned regular meeting of the City Council of Chula Vista, California, was held on the
above date beginning at 6:4S p.m. in the Council Conference Room, City Hall, 276 Fourth Avenu~
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Cox, Gillow, Scott
Councilmen absent: Councilman Egdahl
INTERVIEW FOR COUNCIL Mayor Hyde announced that the purpose of the meeting was to
CANDIDATES interview eight candidates for the Council vacancy. He
outlined the procedure that was followed in April 1977 at
the time the Council made an appointment to fill the vacancy
caused by his election as Mayor.
For the first ballot, the Council voted for five candidates;
the second ballot, it was four candidates, etc. To remain
on the ballot, a candidate had to receive at least two
VOtes.
Applicants Interviewed The following applicants were interviewed:
Paul W. Legler
Jon M. Miller
David Malcolm
Gayle McCandliss
Leonard M. Moore
Gayle S. Johnson
C. R. Campbell
Robert R. Rhodes
Interim appointments Councilman Cox questioned whether the Council should take
action making this an interim appointment or one "with no
strings attached."
It was the concurrence of the Council that the appointment
should not be conditioned upon the fact that the candidate
will not run for the office in April 1980.
Motion to begin process It was moved by Councilman Scott, seconded by Councilman
Gillow and unanimously carried by those present that the
Council begin the process of voting for the candidates and
that if no decision is reached by 10:00 p.m., the matter
be held over to another meeting.
1st Ballot For the first ballot, the Councilmen voted for five candi-
dates.
The results of the first ballot were:
Cox: Campbell, Johnson, Malcolm, Miller, Moore
Hyde: Campbell, Legler, McCandliss, Moore, Rhodes
Gillow: Campbell, Legler, McCandliss, Moore, Rhodes
Scott: Campbell, Legler, Malcolm, McCandliss, Miller
Tally: Campbell - 4
Johnson - 1
Legler - 3
Malcolm - 2
McCandliss - 3
Miller - 2
Moore - 3
Rhodes - 2
Johnson was eliminated.

2nd Ballot For the second ballot, the Councilmen voted for 4 candi-
dates. The results of the second ballot were:
Cox: Malcolm, Moore, Campbell, Miller
Hyde: Legler, Campbell, Moore, McCandliss
Gillow: Legler, McCandliss, Campbell, Rhodes
Scott: Legler, Campbell, McCandliss, Miller
Tally: Campbell - 4
Legler - 3
Malcolm - 1
McCandliss - 3
Miller - 2
Moore - 2
Rhodes - 1
Malcolm and Rhodes were eliminated.
3rd Ballot For the third ballot, the Councilmen voted for 3 candi-
dates. The results of the third ballot were:
Cox: Campbell, Miller, Moore
Hyde: Campbell, McCandliss, Legler
Gillow: Legler, McCandliss, Campbell
Scott: Legler, McCandliss, Campbell
Tally: Campbell - 4
Legler - 3
McCandliss - 3
Miller - 1
Moore - 1
Miller and Moore were eliminated.
4th Ballot For the fourth ballot, the Councilmen voted for 2 candi-
dates. The results of the fourth ballot were:
Cox: McCandliss, Campbell
Hyde: Campbell, McCandliss
Gillow: McCandliss, Campbell
Scott: McCandliss, Campbell
Legler was eliminated.
Recess A recess was called at 9:33 p.m. and the meeting reconvened
at 9:39 p.m.
Sth Ballot For the fifth ballot, the Councilmen voted for one candi~
date. The results of the fifth ballot were:
Cox: Campbell
Hyde: Campbell
Gillow: McCandliss
Scott: McCandliss
Tally: Campbell and McCandliss each received two votes.
Council discussion Discussion followed regarding the merits of continuing the
voting process; possible postponement to a subsequent meetin
Councilmen to give their viewpoints on the remaining candi-
dates.

Held Monday - 6:45 p.m. - 3 - July 2, 1979
Councilman Cox Councilman Cox discussed the weight of being labeled an
"incumbent" in an election, which in Chula Vista, he
claimed, was worth 30% of the votes. He said he was con-
cerned that whoever is appointed to the vacancy would be
strengthened by this factor. Councilman Cox added that
it took him approximately six to eight months to feel
"comfortable" on the Council after his election; therefore,
he is supporting (Bob) Campbell for the appointment. In
view of his extensive background in government, he (Campbell
"can basically step right in".
Councilman Scott Councilman Scott indicated he could support either candi-
date. He is favoring McCandliss since she has been with
the City serving on the Youth Commission and Environmental
Control Commission and can bring a "fresh approach to the
Council." He added that both candidates expressed their
willingness to the limited term.
Mayor Hyde asked for another vote.
6th Ballot The results of the sixth ballot were as follows:
Cox: Campbell
Hyde: McCandliss
Gillow: McCandliss
Scott: McCandliss
Noting the 3 to 1 vote, Councilman Cox stated he would
change his vote to McCandliss thereby making this a unani-
mous decision of the Council.
Council material Mayor Hyde asked the City Clerk to forward copies of all
Council material to the new appointee.
EXECUTIVE SESSION It was moved by Mayor Hyde, seconded by Councilman Gillow
and unanimously carried by those present that an Executive
Session be called for personnel matters.
The Council recessed at 9:54 p.m. to the Executive Session
and the meeting reconvened at 10:10 p.m.
ADJOURNMENT Mayor Hyde adjourned the meeting at 10:10 p.m. to the
meeting scheduled for Tuesday, July 3, 1979 at 7:00 p.m.
