HomeMy WebLinkAboutcc min 1979/07/05 (2) MINUTES OF A SPECIAL CITY COUNCIL MEETING OF THE CITY OF CHULA VISTA, CALIFORNIA Tl~ursday - 7:45 p.m. July 5, 1979 A special meeting meeting of the City Council of the City of Chula Vista was held on the shove date beginning at 7:45 p.m. in the Council Chambers, Public Services Building, 276 Fourth Avenue. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Cox, Egdahl, Gil]ow, Scott Councilmen absent: None Staff present: City Manager Cole, Community Development Director Desrochers, Director of Parks and Recreation Hall, Deputy City Manager Robens SENIOR REFERRAL CENTER Mayor Hyde announced that the special meeting had been called to consider the plan for development of a senior referral center. Councilman Scott remarked it would be inappropriate to discus the item at this time. Committee recommendations Community Development Director Desrochers informed the Counci that the Town Centre Business & Professional Association opposed converting the Taco stand into a senior referral center. The Project Area Committee voted (6-1) to follow plans the City has gone ahead with. They suggested, however, that it not only be for seniors but an informational center for the public as well. Staff's recommendations The Director of Parks and Recreation discussed the original concept of the Center and reaffirmed staff's support for the building's use as a senior referral center. He estimated the contract cost for renovation to be less that $18,000. Councilman Egdahl questioned the measure of effectiveness of the present senior center. City Manager Cole stated staff could gather information relative to measuring the Center's effectiveness to indicate the amount of activity at the center. Some time ago, Council expressed interest in looking into human care services. At that time, staff (after considerable study and research) felt the City's position should be one of a broker as opposed to actually providing the service. Mr. Cole observed that the Center has been active and has provided a good service to seniors. Discussion ensued with regard to the Center's funding. Community Development Director Desrochers informed the Council that Mr. Valdez has been notified that he should vacate the premises (Taco building) by mid-October. Relocati costs should be approximately $10,000. Full discussion followed about the senior center concept and reasons behind the decision to relocate and convert the Taco building for that particular use. MOTION TO ACQUIRE PROPERTY It was moved by Councilman Cox and seconded by Mayor Hyde FOR SENIOR REFERRAL CENTER that the Council sustain their previous action and go ahead USE with the intent of acquiring the property (for renovation purposes) to provide the facility for the Senior Referral Center. Special City Council Meeting - 2 - July 5, 1979 Discussion of Motion Councilman Egdahl said that while he was not against a senior referral center, he questioned the wisdom of the Council for going ahead with a project that had not been costed out. In response to Councilman Gillow's concern, Mr. Desrochers explained that the developer has had the senior center concept explained to him and he does not oppose it. The Zogob Disposition & Development Agreement states the City would improve the whole northern edge of the park up to Fourth Avenue so Mr. Zogob's development would complement it. Motion carried The previous motion carried hy the following vote, to-wit: AYES: Councilmen Cox, Hyde, Gillow, Egdahl Noes: Councilman Scott Absent: None ADJOURNMENT The meeting was adjourned at 8:16 p.m. to the regular scheduled City Council meeting of July 10, 1979. ?a~ ~.
