HomeMy WebLinkAboutWorkingGroup_EvaluationCriteriaWorkingGroup_EvaluationCriteria 9/17/07 - BJR CITY OF CHULA VISTA Climate Change Working Group EVALUATION PROCESS & CRITERIA (Draft) In May 2007, the City Council directed staff “to reconvene a Climate Change Working Group to assist in developing recommendations for future emissions reduction options and priorities for Council’s review and consideration.” In addition, staff was directed to focus on measures that have been successfully executed by other local governments. In order to accomplish this, the following document outlines the process and criteria to be used by the Climate Change Working Group to vet and prioritize potential climate action measures. Once measures have been preliminarily selected, staff will work to quantify the estimated cost and emission reductions for each measure. EVALUATION PROCESS The process is designed to provide a structure to allow for collaborative review, discussion and agreement with equal participation from all working group members. The group‘s evaluation process will include: 1. Using a “review sheet” for each focal area with measures divided into three categories: (a) current City programs and policies, (b) other jurisdictions’ programs and policies, and (c) new carbon-reducing program and policy ideas. 2. Discussing potential measures’ pros/cons and greenhouse gas emissions impacts 3. Selecting a maximum of 5 measures from other jurisdictions and 2 new measure ideas to move forward 4. For selected measures, further evaluate using the criteria outlined below EVALUATION CRITERIA City Jurisdiction Recommended measures should fall under the City’s current jurisdiction and be directly implemented through the use of municipal ordinances, codes, policies and programs. Fiscally Feasible Recommended measures should require no or minimal capital investments from the City’s budget. Measures able to be implemented through existing General Fund departmental appropriations or external funding sources can be considered. Short Timeframe Because of the City’s commitment to a 20% reduction (based on 1990 levels) of greenhouse gas emissions by 2010, recommended measures should be able to be implemented immediately upon Council approval. Quantifiable Results Recommended measures should be able to produce quantifiable emission reductions based on ICLEI or California Climate Action Registry methodology. WorkingGroup_EvaluationCriteria 9/17/07 - BJR Prior Execution Recommended measures should have been executed by another municipality or local government and have been deemed successful in reducing emissions. No Adverse Effects Recommended measures should not cause adverse economic or social impacts to the City’s community. Measures also should not shift negative environmental impacts to another sector.
