HomeMy WebLinkAboutWorkingGroup_NewMeasureIdeas_9-20-07CCWG – New Measure Ideas 1 9/20/07 CITY OF CHULA VISTA Climate Change Working Group NEW MEASURE IDEAS Meeting #1  We need to calculate the payback period for the cost of implementation vs. the cost of not doing something  We should have a half-day session to start our discussions  Install motion sensors for instant water heater systems  Provide energy awareness training for hourly retail workers (teenagers)  Concert at Coors Amphitheater to fundraise and as a educational forum  All new energy load met with clean renewable energy and distributed generation  New construction & development standards to improve energy efficiency  All projects should detail environmental impacts including CO2 emission levels  Educating residents and businesses through personal household energy calculators Meeting #2  Encourage Wind Chimneys (info form Pratt and Law architects)  Match Building Codes to green building opportunities  Innovative ways to finance solar power  Build more trust with Solar Contractors  Develop guidebooks and tools on how to environmentally retrofit your home when remodeling o Develop a “green team” to provide technical assistance (retrofit vs. new construction)  Ideas and guidelines to implement Green ideas in a rental unit o Provide benefits to landlords and tenants  Marketing opportunity o Put together a time capsule with all the current a past environmentally negative resources  Vampire load  Plug load o Understanding what appliances create larger loads o Home Energy monitors  Education and Marketing to let people know more about options o Target key stakeholders o Apartment owners o Get influential leaders to share what they are doing o Get involvement of Interfaith Power and Light Meeting #3  Use of co-housing  Policies to stratify housing stock CCWG – New Measure Ideas 2 9/20/07  Keep in mind long-term goals  Revamp the zoning code  Parking issues o Shared costs by businesses  Promote incentive for fuel stations further from highway  Get voucher for discounts for other energy efficient products  Focus on large consumer vehicles o Busses, Refuse trucks  Incentives for off-road equipment o Tractors to use bio-diesel Meeting #4  Rain water harvesting  Connect Home Owners Associations (HOA’s) to Water districts o Communicate new legislation about waterwise landscaping  Use incentives o Cash for grass o For developers (more units for more conservation?)  Work with HOA’s o Rules that don’t restrict people from saving water  Trash o Charge by the weight o “Pay as you throw” o Smaller cost for smaller container o Tipping fee too low to encourage composting programs o Work with Economic Development to bring recycling type businesses to Chula Vista – “Styro-Crete”  Used grey-water reclamation  Whole home and business carbon footprint o Include all recycling and environmental measures  Lawnmower buy back o Give push mower (Many very small lawn areas)  Use wind power (or other renewable energy) for pumping water
