OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday - 4:00 p.m. October 31, 1979
A special meeting of the City Council of the City of Chula Vista, California, was held on
the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth
Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Gillow, McCandliss, Scott
Councilmen absent: Councilman Cox
Staff present: Acting City Manager Asmus, City Attorney Lindberg, Fire Chief
Longerbone, Chief of Police Winters
CONSIDERATION OF EXTENSION OF Acting City Manager Asmus explained that the present contract
THE BONITA-SUNNYSIDE FIRE with the Bonita-Sunnyside Fire Protection District is due to
PROTECTION DISTRICT CONTRACT expire at midnight (tonight). At the last regular meeting
on October 23, 1979, the Council approved the joint fire
protection agreement with the B~onita-Sunnyside Fire Protection
District (Resolution 9822]. The District has asked the
Council to change the term of the agreement (which was done)
and a minor change was also made relating to the dispatching
cost if Zone 5 group was formed. It was the understanding
of the Council that the District was in full accord with the
agreement; however, on Monday, October 29, 1979, their Board
met and after lengthy discussion, continued the matter to
November 7, 1979, and did not approve the agreement.
District Board Chairman's Councilman Scott recalled that Mr. Paul Southworth, Chairman
comments of the Bonita-Sunnyside Fire Protection District Board,
informed the Council at the meeting of October 23 that if
the changes were made (as requested by the Fire District),
their Board would approve the agreement.
City's liability Mr. Asmu5 noted that, without an agreement, in case of a fire
in that area, Chula Vista would have to be the first to
respond.
Council discussion Council discussion followed in which 5~. Asmus said he was
informed by Mr. Southworth that the Board would be asking
for a SO-day extension; however, the official minutes of
that meeting indicated it would be a 90-day extension request.
Councilman Scott said he talked to Mr. Southworth today and
was told it would be a 30-day request.
Alternatives Mr. Asmus remarked that the Council has three alternatives:
(1) do not extend the agreement; (2) extend to a reasonable
time - (their Board will meet on November 7); (3) extend it
either for the 30-day or 90-day period of time.
Mr. Asmus said his recommendation would be to extend the
agreement to November 8 (midnight). This would give the
District time to act on it (they m¢¢t on Novembor 7) and the
Council can reconsider it at the Council Conference scheduled
for November 8.
Don Byrum, President Mr. Byrum said he was present at the Bonita Fire District's
Chula Vista Firefighters meeting and their motion was to adjournthe meeting to November
Association 7, and in the meanwhile to come to the City and ask for a
90-day extension - it was not 30 days.

AMENDING RESOLUTION 9779 waived by unanimous consent of those present, passed and
APPROVING PAYMENT TO BONITA- adopted by the following vote, to-wit:

Motion for staff direction It was moved by Mayor Hyde, seconded by Councilman Gillow
and unanimously carried by those present, ~hat the City
Manager be directed to contact the Chairman of the Board
(Bonita-Sunnyside Fire Protection District) and arrange for
a meeting sometime prior to November 7, 1979.
ADJOURNMENT Mayor Hyde adjourned the meeting at 4:20 p.m. to the
meeting scheduled for Tuesday, November 6, 1979 at 7:00 p.m.
