CITY COUNCIL OF CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. November 15, 1979
An adjourned regular meeting of the City Council of Chula Vista, California, was held on the
above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue.

1. REPORT ON ZONING City Manager Cole explained that on the City tour on
ENFORCEMENT September 1, the Council observed several things they felt
needed to be discussed, particularly the enforcement of the
zoning as it related to front yard setbacks, the parking
of recreational vehicles, signing throughout the City and
landscaping.
On October 25, 1979, the Council discussed the zoning
enforcement procedures for the City and directed that a
report be brought back. A report was submitted on November
13 by the Director of Building and Housing and the Council
directed that it be set for this afternoon's conference.
Presentation by the Mr. Grady referred to his written report noting his
Director of Building recommendations for a long-range improvement of the zoning
and Housing, Gene Grady enforcement in ail areas of zoning:
Long-range solutions 1. To have the staff and the City Attorney's office clear
up the ambiguities in the ordinances and the overlapping
of the zoning enforcement.
2. Have a study made of the reclassification of all Building
and Housing enforcement personnel to include in their
duties all of the inspection disciplines including
zoning enforcement.
Mr. Grady felt that if the City was laid out in a grid
pattern, his staff could survey the City within those
census tracts and devote more efforts to specific areas
where the more obvious problems exist.
Short-range solutions Mr. Grady offered the following recommendations to provide
for short-range improvements for the enforcement of parking
for recreational vehicles, trailers and automotive vehicles:
1. Lay out a grid pattern for the City using the Federal
Census Tracts.
2. Survey the entire City to determine which grids will
have to be policed more often.
3. Set up a systematic inspection to make sure the entire
City is surveyed in a determinate time frame.
4. All parking areas for R.V.'s, trailers and other vehicles
shall be approved by the Planning Department.

Using a diagram of a tMpical house and lot, Mr. Grady
noted the allowed parking areas, driveway, setbacks, and
areas allowed for the parking of recreational and other
vehicles if improved and screened.
(Councilman Scott left the meeting at this time - 4:30 p.m.)
Council discussion Discussion followed regarding typical problems of the parking
of the vehicles in certain areas on the lot; the composition
of the screening; limitation of driveway use within the
setback area; the side yard requirements and the overlapping
areas of enforcement.
Definition of vehicle In answer to the Council's query, Chief of Police Winters
stated that he cannot cite a trailer or boat parked
within the street rights-of-way since it is not defined as
a vehicle under the Vehicle Code.
Further discussion followed regarding the definition of a
motorized vehicle; the time element involved in the long-
range solution (approximately 4 months) and the number of
calls necessary to correct a violation or complaint.
(City Attorney Lindberg arrived at this time - 4:40 p.m.)
Mr. Lindberg stated that trailers, camper shells, boats,
etc. are not "inoperable vehicles" - they are not "vehicles"
in the sense of ever having the capability of operating
as vehicles. As to citing these things, this can be done
under the Code requirement covering "materials in the street",
such as the depositing of sand and things of that nature.
Mr. Lindberg added that the present Code requirements can
be amended to cover the parking of these objects within
the streets and public rights-of way.
Proposals for parking Mayor Hyde asked that the staff come in with a proposal
in designated setback that would allow: (1) the parking of these vehicles in
areas the "no man's land" as shown on the diagram submitted by
Mr. Grady, and (2) one which prohibits that parking. Mayor
Hyde said he would like to see the arguments for both
sides of this issue.
Tour guides Councilwoman McCandliss asked that, on the next Council
tour of the City, the staff come up with the locations
they feel are not the worst in the City in order to give
the Council a good broad view of what these situations
can look like.
Ordinance revisions to Director of Planning Peterson suggested that in the revision
contain drawings of the ordinances, drawings, such as that submitted by Mr.
Grady, be inco~0orated to show the applicant exactly what
is being proposed.
The Council concurred with this suggestion.
Report previously Mayor Hyde noted that Mr. Grady's report (for long-range
approved and short-range recommendations) was approved at the
Council meeting of November 13 giving him the authorization
to act on those recommendations.
Mayor Hyde asked the reporters to "temper" their stories
in a way that would not arouse the recreational vehicle
people, and to stress that the Council is not "out to get
them" but rather, that they are trying to find a solution
to this matter.

Police Checker Vehicles City Manager Cole reported that the Checker vehicles
arrived today.
BIKE PROBLEMS AT INTERSECTION Councilman Cox said he received a few complaints from
OF BONITA ROAD AND OTAY LAKES people who ride bikes in this area. With the new
ROAD configuration at this intersection, (right turn lanel, the
bike riders who are in this lane and want to proceed east
on Bonita Road are forced to make a right turn.
Development Services Administrator Robens stated that the
little "pork chop island" will have ramps on it and the
bike riders can seek refuge on this area. Mr. Robens
added that he rides in this area and stays in the middle
of the right turn lan~ and the traffic just waits for him.
ADJOURNmeNT Mayor Hyde adjourned the meeting at 5:10 p.m. to the meeting
scheduled for Tuesday, November 20, 1979 at 7:00 p.m.
