HomeMy WebLinkAbout2018-09-10 SSC MinutesMINUTES OF A REGULAR MEETING OF THE SUSTAINABILITY COMMISSION OF THE CITY OF CHULA VISTA September 10, 2018 5:00 PM A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at 5:01 pm by Administrative Secretary Green in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. Commissioner McMillin volunteered to lead the meeting due to the resignation of Chair Valen and the term -out of Vice Chair Mora. Commissioner Romo moved to elect Commissioner McMillin as Chair Pro Tem. The motion was seconded by Commissioner Legaspi and carried with the following vote: Yes — 5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain — 0 ROLL CALL PRESENT: Commissioners Legaspi, Matthias, McMillin, Richeson and Romo ABSENT: None STAFF PRESENT: Environmental Sustainability Manager Wisniewski, Environmental Services Manager Medrano, Conservation Specialist II Downs, Conservation Specialist I Coleman and Administrative Secretary Green. APPROVAL OF MINUTES: Commissioner Romo moved to approve the minutes of the regular meeting on June 11, 2018. The motion was seconded by Commissioner Matthias and carried with the following vote: Yes — 5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain —0 PUBLIC COMMENTS At the request of Chula Vista resident Kathy Cappos Hardy, Jim Scofield read her letter regarding support of a Community Choice feasibility study. Carolyn Scofield, representing Chula Vista Partners in Courage, expressed support in partnering with La Mesa on their Community Choice feasibility study. INFORMATION ITEMS 1. Welcome to New Commissioner John Richeson All Commissioners and Staff welcomed Commissioner Richeson. 2014 Municipal and Community Greenhouse Gas Inventory Reports Presentation by Cory Downs, Conservation Specialist II Commissioner McMillin moved to change Information Item #2 to Action Item #4 since it will require a vote by the Commission. The motion was seconded by Commissioner Richeson and carried the following vote: Page I of 3 Sustainability Contanission Minutes Yes -5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain —0 3. Status Report on Recycling Markets Presentation by Manuel Medrano, Environmental Services Manager Mr. Medrano presented the impacts to recycling due to China's change in import policies and answered questions from the Commissioners. ACTION ITEMS 4. 2014 Municipal and Community Greenhouse Gas Inventory Reports Presentation by Cory Downs, Conservation Specialist II Mr. Downs presented the 2014 Municipal and Community Greenhouse Gas Inventory Reports and answered questions from the Commissioners. Mr. Downs notified Commissioners this report will be presented to City Council on 9/25/18. Commissioner McMillan moved to recommend that the City Council adopt this Inventory. Commissioner Legaspi seconded the motion and it was carried with the following vote: Yes -5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain — 0 5. Elect Chair and Vice Chair After minimal discussion, Commissioners Romo and McMillan volunteered for positions of Chair and Vice Chair respectively. Commissioner Richeson moved to elect Commissioner Romo as Chair. The motion was seconded by Commissioner McMillian and carried the following vote: Yes — 5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain — 0 Commissioner Richeson moved to elect Commissioner McMillin as Vice Chair. The motion was seconded by Commissioner Matthias and carried the following vote: Yes -5 Legaspi, Matthias, McMillin, Richeson and Romo No -0 Abstain — 0 ACTIVITY REPORT Commissioners reviewed the 2017-2018 Activity Report. Add recommendation to City Council from Action Item #4 to 2018-2019 Activity Report. STAFF COMMENTS Conservation Specialist II Downs shared that the Climate Change Working Group needs to fill the positions of Chair, Vice Chair and 3rd residential seat. Page 2 of 3 Sustainability Commission Minutes Environment Sustainability Manager Wisniewski spoke on the following subjects: LED interior lighting retrofit scheduled for completion in a couple of months, PV project added 12 additional sites and details for upcoming events will be emailed by Friday, 9/14/18. Environmental Services Manager Medrano spoke on the following subjects: Wildlife Advisory Group will need a commissioner to be a member of this group, Senate Bill 212 disposal of unwanted meds, sharps waste and special waste, Beautify Chula Vista 10/20/18 will incorporate 4 sites —Terra Nova Park, Chula Vista Community Park, Otay River Regional Park and Memorial Bowl, a reduce disposables campaign focusing on reusables will be coming soon to eateries and food courts. COMMISSIONERS' COMMENTS Commissioner Legaspi would like to see this Commission's participation elevated to that of the Planning Commission and requested more information on AB1826. Commissioner Matthias shared the first Chula Vista Bayfront parks public outreach meeting is scheduled for Thursday, September 271h, 2018, 6:00pm — 8:30pm, Chula Vista Public Library, Civic Center Branch. Commissioner McMillin wants to see this commission focus on new frontiers and innovations instead of past performance. Commissioner Richeson requested solar data usage for Chula Vista residents through open data platforms. Other comments for this commission included goals to invite the Planning & Healthy Chula Vista to our meetings, hold meetings at other venues to encourage community participation, invite City Council members, discuss Styrofoam ban, tour other facilities, participate in Living Coast events and examine LED eyesight health concerns. CHAIR'S COMMENTS Commissioner Romo thanked the members for his election to Chair. His goal is to promote sustainability and clear up public confusion. Commissioner Romo asked the Commissioners to review the list of commissions on the City of Chula Vista website in advance of the October 8, 2018 meeting.
