HomeMy WebLinkAboutcc min 1979/12/11 (2) MINUTES OF A JOINT CITY COUNCIL/REDEVELOPMENT AGENCY MEETING OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday - 8:15 p.m. December 11, 1979 A joint meeting of the City Council and Redevelopment Agency of the City of Chula Vista was held on the above date inunediately following the City Council meeting in the Council Chamber, Public Services Building, 276 Fourth Avenue. ROLL CALL Councilmen/Members present: Mayor/Chairman Hyde, Councilmen/Members Gillow, Cox, McCandliss, Scott Councilmen/Members absent: None Staff present: City Manager/Executive Director Cole, Secretary Desrochers, Special Counsel Reed INTRODUCTION OF LEGAL COUNSEL Director of Community Development Desrochers stated that Mr. Howard Susman and Mr. Tom Hookano from the Pacific Legal Foundation were present this evening to meet with the Council in Executive Session. Special Counsel Cliff Reed stated that the Council/Redevel- opment Agency will have an Executive Session prior to taking action on the two resolutions, tie then intoduced Mr. Tom Hookano, Co-Counsel in the lawsuit. Thomas E. Hookane Mr. Hookano expressed his firm's "extreme enthusiasm" for Land Use Section the opportunity to represent Chula Vista in the litigation Pacific Legal Foundation against the California Coastal Commission. They are anxious 455 Capitol Mall, Suite 600 to preserve the integrity of the City's Bayfront Plan which Sacramento, CA 95814 their Board of Trustees views as an exemplary compromise between economic considerations and environmental considera- tions. The Foundation has its action plan on a very high priority - the rational implementation of the Coastal Act Legislation of 1976. Further, they welcome the opportunity to establish a precedent by way of this litigation. Mr. Hookano gave a background of the Foundation, the types of cases in which it specializes, the cases represented by the Foundation, the 18-member Board of Directors and its apporval before they can represent a case. Motion for Executive It was moved by Mayor/Chairman Hyde, seconded by Councilman/ Session Member Scott and unanimously carried that an Executive Session be called for matters of possible litigation. The Council/Redevelopment Agency recessed to Executive Session at 8:25 p.m. and the meeting reconvened at 9:17 p.m. la. RESOLUTION NO. 9889 - On November 13, the City Council by Resolution 9846 autho~ APPROVING AN AGREEMENT rized the filing of decision against the State Coastal Com- WITH THE PACIFIC LEGAL mission action of September 18th. The action was filed in FOUNDATION - CITY COU~iCIL San Diego Superior Court on November 16, 1979 by Special Counsel Reed and the Pacific Legal Foundation on behalf of the City.
