OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
Held Thursday - 4:04 p.m. December 20, 1979
An adjourned regular meeting of the City Council of the City of Chula Vista, California, was
held on the above date beginning at 4:04 p.m. in the Council Conference Room, City Hall,
276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Gillow, Cox, McCandliss, Scott
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg, Assistant City
Manager Asmus, Development Services Administrator Robens,
Director of Community Development Desrochers, Director of
Building and Housing Grady
I. EXECUTIVE SESSION It was moved by Mayor Hyde, seconded by Councilman Cox and
unanimously carried that the Council recess to Executive
Session for reasons of pending litigation.
The Council recessed at 4:05 p.m. and the meeting reconvened
at 4:27 p.m.
2. PLANS FOR REMODELING Mr. Dave Byers, Principal Administrative Analyst, submitted
CITY HALL the final floor plans for remodeling of the City Hall. He
stated that most of the work will be the installation of the
air conditioning system and the electrical work associated
with that, plus remodeling of the rest rooms to meet federal
requirements for the handicapped. Some carpeting will have
to be replaced and walls will have to be painted.
Time frame Mr. Byers added that if the Council approves the plans today,
staff will advertise around the middle of January; bids
can be opened on the 20th of February with the contract awarded
on February 26. It will take 10 weeks to complete the south
half of the building - to May 26; two days to move everyone
from the north side of the building to the south side; then
10 weeks again for the remodeling of the south end of the
building with completion of the work on August 12, 1980.
Court access Mr. Byers remarked that the court will be using another access
into the Chamber room at the time the south end of the build-
ing is being worked on. They are presently attempting to
get some funds from the Board of Supervisors to remodel the
Chamber room to their specifications. The future use of
the Chamber will probably be for records retention.
Council suggestions Mayor Hyde suggested the Council desks be moved back the way
they were originally (diagonally, rather than back to back).
Plans approved It was moved by Mayor Hyde, seconded by Councilman Gillow and
unanimously carried that the plans be approved, as presented.
Air conditioning Mayor Hyde spoke against putting in the air conditioning in
City Hall noting that it would be a waste of money for this
climate, and in view of the energy standpoint in the future.
Cost of air conditioning Development Services Administrator Robens explained the three
alternates presented to the Council 5ometime ago:
Alternate 4: Heating, ventilating, cooling and economizer at
cost of $426,200 (approved by Council)
Alternate 5: Heating, ventilating, and provi~ion for coolin~
at a cost of $342,300
Alternate 7: Heating only at a cost of $251,500
The annual operating cost for Alternate 4 is $20,850;
Alternate 5 - $t4,090, and Alternate 7 at $2,500.

Joe Paluccio Mr. Paluccio explained the control of the temperatures under
Mechanical Engineer the cooling system; the federal guidelines; windows will
be closed; during anytime of the year, the system can be
secured for either heating or cooling; however, during the
hot months, the air conditioning will be a limit system
rather than a true air conditioning system.
Council discussion Councilman Scott felt the system should be one that could
be reconverted to a solar system in the future. Mr. Robens
noted that Alternate 4 is designed to do that.
Mr. Paluccio stated that the City Hail and the Public Services
Building will be connected by a piping system. The rejected
heat from the Public Services Building will be utilized for
the City Hall building. Mr. Paluccio indicated that this
was a very effective system.
Bob Golf Mr. Golf commented that the guidelines set up by President
Donald Goldman Associates Carter were not meant to restrict comfort in the working
environment. The system adopted by the Council takes in
a number of variables in this climate - the change from
year to year - not only the temperature differences but the
humidity difference as well.
Mayor Hyde remarked that based on the comments heard today, he
is withdrawing his objections to the installation of the
air conditioning system.
Motion for solar report It was moved by Councilman Scott, seconded by Mayor Hyde
and unanimously carried that the Council get a report back,
with the fuel costs of today, of how much money can be
saved with solar energy and how much solar panels Would
cost to take care of both of these areas.
Councilwoman McCandliss asked that the report also include
the maintenance costs.
3. REPORT ON ENERGY Director of Building and Housing Grady submitted a written
CONSU~{PTION - CIVIC report of the energy usage for the years 1978 and 1979 for
CENTER BUILDINGS the Police facility, Library and Public Services Building.
Mr. Grady explained that the comparison was made over a six
months' period of time during which they monitored the
therms, kilowatt hours, and the dollar costs for both. He
explained the different systems operating in the Police
facility and the Library.
Library usage The increase in the therms and kilowatt hours was questioned
by the Council. Mr. Grady said he had no immediate explana-
tion for the increase other than the fact that perhaps the
personnel is turning up the thermostats. A more concise
audit will be made of this system to determine what can be
done to save on energy costs.
Generator suggestion Mayor Hyde questioned the feasibility of having an energy-
generated source on site - so that this complex can be its
own supplier.
Mr. Crady felt there wouldn't be enough space for the genera-
tor; plus the fact that the wind velocity for this area is
quite low most of the time and there would not be enough wind
to turn the windmills.

Motion to accept report It was moved by Councilman Scott, seconded by Councilman
Gillow and unanimously carried that the report be accepted.
4. REPORT ON UTILIZATION OF Director of Community Development Desrochers submitted a
DUPLEXES (~DB) written report on the proposal of the b~DB to sell the
City 14 duplexes on "H" Street which they must move out by
the first of March in order to construct their transit center.
City Manager's Mr. Cole noted that the staff's recommendation would be to
recommendation give the buildings to a property owner (a site in the County
south of the City has been tentatively offered) in exchange
for an agreement to rent to persons of eligible incomes.
Mr. Cole said it takes between one and one-half years to get
approval of a tentative map - and that the time element which
will have to be sent by staff was considerable and there is
not enough staff to devote to this task.
Mr. Cole said his reconunendation would be to refuse the offer
on the grounds that there is a lack of sufficient time and
sites to locate the units.
Community Development Direcotr of Community Development Desrochers explained that
Director's recommendation the site which was proposed is in the County and therefore,
City funds could not be used. Because of this, the property
owners "are not aggressive" anymore to the proposal.
Mr. Desrochers added that his office has been receiving a
great deal of cooperation from the realtors in trying to
lqcate sites in the City. He would personally like to see
the City accept the units and continue its effort on securing
a site; however, there is just not enough time.
Motion to refer to It was moved by Councilman Scott, seconded by Councilman
County Gillow and unanimously carried that this matter be referred
to the County to be given the opportunity to consider it.
MAYOR'S REPORT
1. Conference material Mayor Hyde asked the City Manager and City Clerk to make
every effort to get Conference backup material to the Council
either on Friday, prior to the scheduled Conference, or no
later than Tuesday before the Thursday Conference.
2. Groundbreaking Mayor Hyde said he attended two groundbreaking ceremonies
ceremonies today: the dental office at Otay Lakes Road and Ridgeback
Road, and the Lauderbach Park project in the County.
3. Meeting with Supervisor Mayor Hyde commented on Councilman Scott's conversation with
Hamilton Supervisor Hamilton. The Supervisor felt the City's action
on the ADMA annexation property would be acceptable. He
also indicated a willingness to meet with the City (along
with the staffs) to come up with a new formula.
Mayor Hyde added that he met with Assemblyman Deddeh today
and explained the problem the City is having. Assemblyman
Deddeh said he would assist the City in the legislature on
this, if they so desire.
COUNCIL CO~qENTS
a. Lockheed Airplanes Councilman Gillow reported that Lockheed is building four
hydrogen-operated airplanes. These will be started in 1980
and finished in 1983.
b. Signalization at Councilman Cox commented that since this signal has gone in,
"H" Street and Otay on the right hand lane, the people are pulling over and
Road dropping off the students at the school. Since both of
these lanes should be travel lanes~ Councilman Cox felt there
should be some red curbing along there.

Motion for staff report It was moved by Councilman Cox, seconded by Councilman
Gillow and unanimously carried that the staff look~into this and
report back to the Council.
c. Condominium article Councilwoman McCandliss submitted an article to the Council
entitled: "Condominiums: New Arena for Tenant Rights"
from U.S. NEWS & WORLD REPORT magazine.
d. Seasons Greetings The Mayor and City Council wished everyone a happy holiday
Season.
ADJOURNMENT Mayor Nyde adjourned the meeting at 5:45 p.m. to the meeting
scheduled for January 2, 1980 at 7:00 p.m.
