OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. March 27, 1980
An adjourned regular meeting of the City Council of the City of Chula Vista, California, was
held on the above date beginning at 4:00 p.m. in Conference Room #1, Chula Vista Public
Library, 365 "F" Street, Chula Vista.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Cillow, Cox, McCandliss,
Councilman Scott (arrived late)
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg, Assistant City Manager
Asmus, Director of Planning Peterson, City Librarian Simon
1. DISCUSSION OF "D" STREET Director of Planning Peterson explained his recommendation

Motion for single access It was moved by Mayor Hyde that approval be given for a
single entrance of adequate width in a location to be
determined by the property owner and staff for the "D"
Street side.
No second to motion The motion died for lack of second.
Motion for two accesses It was moved by Councilman Cox and seconded by Councilwoman
McCandliss to allow the applicant two accesses off "D"
Street.
Motion carried The motion carried by the following vote, to-wit:
AYES: Councilmen Cox, McCandliss, Gillow
Noes: Mayor Hyde
Absent: Councilman Scott
2. REPORT OF PORT COmmISSIONER
Mr. Phil Creaser submitted a plat of Port Planning District
7 (Chula Vista) noting two parcels of property with a high
potential for industrial development. The Port has exposed
these properties to the market and, Mr. Creaser added, he
wanted Chula Vista to be aware of these undeveloped lands.
(Councilman Scott arrived at this time - 4:15 p.m.)
Status of dredging As to the dredging of the boat basin, Mr. Creaser related
the difficulties encountered by the past two contractors.
There remains 250,000 cubic yards to be dredged which will
require a minimum of three months to complete.
Miscellaneous information Mr. Creaser reported that:
(1) Wilson is working on the design of his marina and RV
park.
(2) Port Master Plan will bo corrected and submitted to
the California Coastal Commission within the next two weeks.
(5) Rohr is planning to do exploration for geothermal
deposits on their property including tideland leased area.

(4) Efforts to obtain permits for breakwater structure
continue with the Army Corps of Engineers and other fish
and game agencies.
(5~ Port will continue to provide money for custodial work
at launching ramp under contract with Chula Vista.
Council discussion Discussion followed regarding the graffitti and vandalism
at the "J" Street marina; suggestion to locate a mobile-
home on the premises; the money the Port District has already
spent down there - over one million for which they feel it
is "very under-utilized."
Motion for consideration It was moved by Councilman Cox, seconded by Councilman Scott
of mohilehome use and unanimously carried that staff be directed to prepare
a letter requesting the Unified Port District to consider
providing for a live-on mobilehome on the "J" Street marina
for security purposes.
DeLorean B~tor Company Mr. Creaser referred to the newspaper article concerning the
newspaper article proposed purchase of the IT & T building for use by this
company - manufacture of cars. Mr. Creaser submitted memos
from Don Nay and Donald Hillman which contradicted DeLoreans'
s/~positions.
AB 2795 (Kapiloff) This bill purports to convey Lindberg Field, Brown Field,
Montgomery Field and Gillespie Field to one newly-created
unified airport district. Mr. Creaser presented a report
from the Port Director, Don Nay, in which he discussed the
details of the legislation noting his concerns and opposition.
Speakers at Mayor's Mayor Hyde announced that Mr. Creaser and Mr. Nay will be
Breakfast Meeting the guest speakers at the next Mayor's Breakfast meeting.
3. DISCUSSION OF DEVELOPMENTS Mr. Brad Simon, Librarian, demonstrated the operation of the
IN TECHNIQUES IN LIBRARY book theft detection and showed the Council a number of
OPERATIONS popular-titled books which were purchased at the price of
$1.00 each.
Ann Campbell Miss Campbell described the library's computer system. She
Computer-Circulation explained the recent CETA project (2 tibrary technicians and
Coordinator 7 library clerks) which team coded all the books and prepared
data for the computerized circulation system.
Miss Campbell detailed the reports what the computer does
and is capable of doing, such as bibliographic data base;
patron registration, calculate fines, reserves, where
patrons are coming from, how many books have been checked
out, how many checked out hy adults and children, etc.
Cost-saving Mr. Simon spoke of the cost-savings in cataloging books.
Presently, it costs $7.50 to catalog one book; however, under
contract with the library's jobber, it will be done for 69¢
a book.
Richard Stein Mr. Stein demonstrated the com-realer equipment which would
Mt. View, California list the library's 180,000 book titles. Monthly supplements
can be tacked on the microfilm either in front or indexed
into the list. A complete new catalog would be available
every 3 months.
Recess for tour of A recess was called at 5:00 p.m. at which time the Council
facility and Library Board of Trustees were taken on a tour of the
library to view the computer system. The meeting reconvened
at 5:~4 p.m.

"D" Street Accesses Mayor Hyde apologized to Councilman Scott for considera-
ting item #1 ("D' Street accesses) prior to the time the
Councilman arrived at the meeting. Since he voted against
the motion, the Mayor asked if one of the other Councilmen
would make a motion to reconsider the motion for the two
accesses.
No motion for reconsideration was made.
Second reading of Councilman Scott commented that when the ordinance comes up
ordinance for its second reading (April 1), he plans to vote against
it inasmuch as he feels one driveway off "D" Street is ali
that is needed at this site.

7. EXECUTIVE SESSION - It was moved by Mayor Hyde, seconded by Councilwoman McCandtiss
CITY CLERK'S REVIEW and unanimously carried that an Executive Session be called.
City Clerk Jennie Fulasz was asked to attend for her review.
The Council recessed to Executive Session at 5:40 p.m. and
the meeting reconvened at 6:00 p.m.
ADJOURNMENT Mayor Hyde adjourned the meeting at 6:00 p.m. to the meeting
scheduled for April 1, 1980 at 7:00 p.m.
