HomeMy WebLinkAboutcc min 1980/04/10 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday - 4:00 p.m. April 10, 1980 An adjourned regular meeting of the City Council of the City of Chula Vista, California, was held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall, 276 Fourth Avenue. ROLL CALL Councilmen present: Mayor Hyde, Councilmen Gillow, Cox, McCandliss, Scott Councilmen absent: None Staff present: City Manager Cole, City Attorney Lindberg, Development Services Administrator Robens, Director of Planning Peterson, Director of Community Development Desrochers 1. AB 1151 Director of Planning Peterson referred to the material HOUSING BONUS LEGISLATION submitted to the Council stating that his presentation will not be to focus on AB 1151 but on the problems that the 2. INCLUSIONARY ZONING Council will have to address in the near ~ture: the Watts development which will be on the May 6 Council agenda; E1 Rancho del Rey, Unit #6 with 360 units; Gersten's 256 units; Pacific Scenes with 260 units and ADMA's 100 unit proposed development. Mx'. Peterson stated that the staff needs to know: (1) what will be required of the developer in terms of low and moderate income housing; and (2) what is the City going to do. Presentation by the Mr. Peterson submitted displays discussing in detail the: Planning Director (1) objectives noting two elements to define the City's policy with regard to the provision of low and moderate income housing; (2) the present position of the City in which he declared that the housing element of the General Plan was weak and that no low and moderate income housing has been constructed in the City in the past 4-~ years; (3) what other agencies say the City should do, such as CPO indicating that the City should have 1300 units by the year 1985 and the Housing Assistance program establishing a goal of 405 new rental units in the City by June 30, 1982; and (3) the problems of reaching this goal. Recommendations }~r. Peterson presented the following recommendations: 1. Determine that each project of more than 50 units must do something to reduce the cost of 10% of the units. 2. Determine to grant density bonuses or make other con- cessions where the developer agrees to make some sacrifice in profit. 5. Not embark on an aggressive program of providing low and moderate income housing but a means which requires medium and upper income families to pay substantially more than the market value of their units. 4. Accept that the course of action described in recommenda- tion #3 will seriously limit the number of units affordable by low and moderate income families and may get the City into conflict with state and federal authorities. 5. Express a preference for rental housing to meet the needs of low and moderate income families. 6. Amend the Planned Unit Development (PUD) Policy to limit the possibility of a double density bonus. -2- Held Thursday - 4:00 p.m. April 10, 1980 HUD Financing Director of Community Development commented that both the City of San Diego and City of Chula Vista have been hurt by a lack of allocation of funds from HUD for subsidized housing programs and that Chu]a Vista will not receive its fair share of the Section 8 funds for senior citizens housing until it can provide family units. Councilman Cox suggested the City focus on the rental factor and try to attract those developers that have money to construct these units rather than go for the federal funds. Motion for staff It was moved by Mayor Hyde to ask staff to come back with a recommendation recommendation for participation in the low and moderate income projects based upon a figure of "X" number of units or more - and that staff is to come up with the rationale of what "X" should be. CITY MANAGER'S REPORT None 6. MAYOR'S REPORT a. Request of Mr. A1Houtkamp Mayor Hyde made reference to a request received from Mr. A1Houtkamp. City Manager Cole commented that the Director of Community Development is preparing a statement for Council stating that it is not the prerogative of the City to give Mr. Houtkamp any more money as there are no new conditions. Motion for staff to It was moved by Mayor Hyde, seconded by Councilman Cox and notify Mr. Houtkamp unanimously carried that the staff inform Mr. Houtkamp that the Council has been made aware of his request, has considered it, and regrets that it can not go along with it. b. Bike Route Appeal Mayor Hyde reported that the Coastal Commission will consider Chula Vista's bike route appeal on April 16 in Los Angeles. Rohr Manor Building It was moved by Mayor Hyde, seconded by Councilman Gillow and unanimously carried that the staff come back with recom- mendations to the City Couneil for scheduled uses for Rohr Manor at such time as Parks and Recreation Department moves out. 7. COUNCIL COMMENTS Congratulations to newly Councilman Scott congratulated Councilman Cox and Council- elected members woman McCand]iss on their elections to the City Council. Railroad tracks out Councilman Scott said he noticed that a section of the rail- road bridge was washed out in the location of "E" Street, west of I-5. He asked for a staff report on whether or not the railroad company intends to fix it, and the safety problem involved. Bonita Mesa Road wash-out Councilman Scott discussed the area around Bonita Mesa Road where the water has changed its course - now going south. Councilman Scott said the channel has become quite deep and questioned whether or not the City should require a bridge to be built here. City Manager Cole noted that the Council had previously directed tho staff to report on this matter and he will check into when the report will be ready.
