OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA
Held Thursday - 4:00 p.m. April 24, 1980
An adjourned regular meeting of the City Council of the City of Chula Vista, California, was
held on the above date beginning at 4:00 p.m. in the Council Conference Room, City Hall,
276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Gillow, Scott, McCandliss, Cox (arrived late)
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg, Assistant City Manager
Asmus, Director of Planning Peterson, Director of Community Develop-
ment Desrochers, Director of Building and Housing Grady, Director
of Personnel Thorsen, Director of Public Safety Winters, Director
of Policy Analysis and Program Evaluation Thomson, Administrative
Analyst Swartfager, Administrative Analyst Sanseverino
1. REPORT ON PROGRAM City Manager Cole explained that this was the first report
MANAGEMENT AND STAFFING from the Policy Analysis and Program Evaluation (PAPE)
FOR HOUSING PROGRAMS department which involved about 8 or 9 months at a staff
cost'of $6,500.
Introductory Remarks Director of (PAPE) Thompson briefly discussed the report
which he stated focuses on housing and touches on redevelop-
ment.
(Councilwoman McCandliss arrived at this time - 4:10 p.m.)
Administrative Analyst Analyst Swartfager referring to a number of charts, explained
Swartfager the current housing program in the City; the City's con-
tract with the County Housing Authority; and the options
available to the Council in this field. She stated it was
the staff's recommendation to (1) remain with the County
Housing Authority and (2) evaluate this again in one year.
Section 8 Existing As~o the Section 8 Existing staff, it was the staff's
recommendation to continue the County's Administration of
Section 8 Existing.
Public Housing Analyst Swartfagerdiscussed the current lO0-unit housing
allocation and the future concerns of this public housing
project (maintenance and operating costs; tenant/management
relations). She remarked that it was the staff's recom-
mendation to resist development of additional public
housing units while the City develops a new construction
program.
Additional staff Further presentation by Analyst Swartfager centered around
the recommendations for the following staffing changes in
the Community Development budget:
a. A position of an unclassified Housing Coordinator.
b. A position of an unclassified Rodcv¢lopmcnt Coordinator.
c. An additional (.5) Clerk II.
The salaries for thc new positions would be $1800.00 to
$2209.00 for the Housing Coordinator and $1908.00 to
$2320.00 for the Redevelopment Coordinator.
Director of Community Director of Community Development Dcsrochers said he was

Salary range explained In answer to Councilwoman McCandliss' query, Candace
Holladay explained the research and background on which
she based her recommendations for the salaries and the
reason for the unclassified categories.
Council discussion Councilman Scott indicated that he felt the study was an
organizational study and not one based on efficiency factors
which leaves the question as to how well the present
employees in this department are performing their tasks.
Director of PAPE Thomson explained that Analyst Swartfager
spent a number of hours in this department observing the
various workloads and staff performance.
In answer to Councilman Scott's question, City ~lanager
Cole declared that in concurring with the recommendations
in this report, he did not look at the staffing requests
in terms of the overall staffing needs for the entire City
primarily because it does not affect the General Fund.
Motion to approve It was moved by Mayor Hyde, seconded by Councilman Gillow
recommendations and unanimously carried that the following four recommenda-
tions be approved:
(1) Accept the report and approve in concept the recommenda-
tions presented in the report.
(2) Approve specifically the following staffing changes in
the Community Development budget:
a. Create the position of an unclassified Housing
Coordinator.
b. Create the position of an unclassified Redevelopment
Coordinator.
c. Add an additional (.5) Clerk II.
d. Reclassify the Analyst II and Principal Community
Development Specialist positions to allow flexible
staffing (i.e., underfilling of positions).
(3} Direct the City Manager to submit the necessary
adopting resolutions amending the Classification Plan,
for Council consideration at the April 29 regular meeting,
to enable Personnel to immediately ,begin recruitment for
the recommended additional staff positions.
(4) Direct the Development services Administrator to
implement the remaining adminiatrative recommendations and
provide a status report to the Council in six months.
2. STATUS REPORT: CURRENT Director of Community Development Desrochers explained

THE CITY OF CHULA VISTA Analyst Joe Sanseverino and will cover the City's housing
programs giving the Council an overview of the current
programs, a status of the projects and the proposed HUD
allocations.
Section 8 Existing Mr. Sanseverino explained that 162 elderly people in the
City are currently in this program and 224 families. In
1980, Housing Urban Development (HUD) allocated 72 units
for the elderly only -~ this is for the entire County and
Chula Vista will have to compete for these units. Currently,
the City has 500 names on the waiting list for this housing.

Section 8 New In this program, private developers or non-profit organi-
Construction zations can go out and construct new rental units for which
the tenants will pay up to 25% of the rent with the federal
government paying the rest. The two sources of Section 8
New Construction are HUD (Housing Urban Development) and
CHFA (California Housing Finance Agency). Mr. Sanseverino
noted the number of units allocated by each agency (176
by HUD and 72 by CHFA for the entire County with the
exception of the City of San Diego which has its own
Housing Authority.
(Councilman Cox arrived at this time - 5:15 p.m.)
Further presentation Further presentation by Mr. Sanseverino centered on HOHI
(Home Ownership Home Improvement Program); the Housing
Rehabilitation programs; the Mobile Home Rehabilitation
program; and Public Housing. tte remarked that during the
past few months, the City, in conjunction with the San Diego
County Housing Authority, has requested site pre-approvals
on four parcels of land. In communication with HUD, staff
was notified that two of the sites did not meet their
criteria and may be eliminated.
Mr. Desrochers felt that 25 units could be constructed on
one of the sites and with the reformulation of the applica-
tion, it may be possible to get approval for a number of
scattered units with management on site.
3. City Manager's Report
Meeting with Sweetwater City Manager Cole stated that six of the Sweetwater Authority
Authority members have indicated that they would attend the joint
meeting set for Monday at 4:00 p.m.. The meeting was
originally scheduled for Conference Room 2 and 3 in the
Public Services Building; however, with the smaller number
of Board members attending, Mr. Cole suggested the meeting
be held in the Council Conference Room at City Hall. The
Council concurred.
Golf Course Bridge City Manager Cole reported that during the last rains, the
Wash-out bridge at No. 3 was washed away. City crew is attempting
to put in a temporary bridge in order to resume play at the
golf course for Friday, April 25, 1980.
Council Conference: Council discussion ensued regarding the Conference scheduled
April 30, 1980 for Wednesday, April 30 at 3:00 p.m.. Councilman Gillow
indicated he may not be able to attend this meeting.
Meeting rescheduled It was moved by Co~mcilman Scott, seconded by Mayor Hyde
and unanimously carried that the Council Conference
scheduled for April 30 at 3:00 p.m. (Growth Management) be
moved to Thursday evening May 1, 1980 immediately following
the Redevelopment Agency meeting which begins at 7:00 p.m.
Monday Joint Meeting Councilman Scott remarked that he may not be able to attend
tho mooting scheduled for Monday, April 28 at 4:00 p.m.
ADJOURNMENT Mayor Hyde adjourned the meeting at 5:35 p.m. to the meeting
scheduled for Monday, April 28 at 4:00 p.m. and Tuesday,
April 29 at 7:00 p.m.
