OF THE CITY COUNCIL OF THE CITY OF CMULA VISTA, CALIFORNIA
Held - Thursday - 8:38 p.m. May 1, 1980
An adjourned regular meeting of the City Council of the City of Chula Vistaj Californiaj was
held on the above date beginning at 8:38 p.m. following the regularly scheduled Redevelopment
Agency meeting in the Council Chambers, 276 Fourth Avenue.
ROLL CALL
Councilmen present: Mayor Hyde, Councilmen Gillow, Cox, McCandliss, Scott
Councilmen absent: None
Staff present: City Manager Cole, City Attorney Lindberg, Development Services
Administrator Robens, Planning Director Peterson, Community Develop-
ment Director Desrochers, Senior Planner Pass, Community Development
Coordinator Sanseverino, Landscape Architect Sennett
INTRODUCTORY REMARKS Mayor Hyde explained the purpose of tonight's meeting to
consider the proposed addendum of a Growth Management Policy.
City Manager's Suggestion City Manager Cole discussed matters of revisions to the
policy. The Planning Director as well as the City Attorney
have studied the item and the City Attorney has ruled that
the changes are substantive. Mr. Cole commented on the
options available to the Council: (1) Adopt the proposed
addendum; (2) reject the proposed addendum; (3) refer to
Planning Commission.
City Attorney's Recommenda- City Attorney Lindberg commented that in light of recent
tion discussions subsequent to the last meeting, it would be
appropropriate to refer this item back to the Planning
Commission.
Motion to refer policy to It was moved hy Councilman Scott, seconded by Councilman Cox,
Planning Commission and unanimously carried to refer the proposed addendum of
the Growth Policy to the Planning Commission for review.
Councilwoman McCandliss remarked that staff should be given
guidelines of the Council's perception of growth management.
Mayor Hyde apologized to those in attendance for delay of the
growth management discussion tonight and assured them they
would be notified of further public meetings in this regard.
May 8 Council Conference City Manager Cole informed the Council that the only items to
be considered at the May 8 Council Conference would be dis-
cussions with the Chula Vista Employees' Association and the
Police Officers' Association, Since presentations from the two
employee groups will be relatively short, he recommended
discussion on growth management be held on May 8 also.
Motion to hold discussion It was moved by Mayor Hyde, seconded by Councilwoman
on Growth Management Policy McCandliss and unanimously carried that at the May 8 Council

Motion to obtain planning It was moved by Councilman Scott, seconded by Mayor Hyde,
guidelines for Growth and unanimously carried that new planning guidelines for

information only.

City Manager Cole suggested that the Council should "attack"
budget sessions in a different manner this year. He suggest-
ed the budget overview be extended to cover the total budget
without making decisions on individual items. Staff would
review with Council some of the critical items throughout
the budget - not just money aspects, but additional person-
nel, special capital outlay, etc. Also, Council asked for
several reports regarding word processing, General Plan
consideration, grantsmanship marketing, etc.
Mr. Cole said that staff feels if the overview is discussed
on a Saturday, with no action taken, Council could be pre-
pared to discuss individual budgets on Monday.
Motion to follow City It was moved by Councilman Scott, seconded hy Councilman
Manager's suggestion for Gillow and unanimously carried that the overview be provided
budget overview as suggested by the City Manager.
City Manager Cole stated that the Saturday overview would
probably run from 8:00 a.m. to 12 noon. The Council suggested
meeting until 4:00 p.m.
Discussion ensued relative to a one-hour lunch break. The
Council concurred that lunch be provided for them on Satur-
day in lieu of eating out.
Councilman Gillow suggested starting weekday budget sessions
at 4:30 p.m. due to work conflicts.
City Manager Cole requested input from the Council in order
to prepare a schedule for budget sessions.
Motion to schedule budget It was moved by Councilman Scott, seconded by Mayor Hyde
sessions and unanimously carried that weekday budget sessions be
scheduled from 4:30 to 6:00 p.m. with a dinner break before
concluding discussions.
ADJOURNMENT Mayor Hyde adjourned ~the meeting at 9:04 p.m. to the meeting
scheduled for May 6, 1980 at 7:00 p.m.
