OF THE CITY OF CHULA VISTA
December 3, 2002 11:00 A.M.
An Adjourned Regular Meeting of the City Council of the City of Chula Vista was called
to order at 11:15 a.m. in the Council Conference Room, located in the City Hall Building,
276 Fourth Avenue, Chula Vista, California.
ROLL CALL:
PRESENT: Councilmembers Davis, Padilla, Rindone, and Salas
ABSENT: Councilmembers: None
ALSO PRESENT: City Manager Rowlands, City Attorney Kaheny, and City Clerk
Bigelow
PLEDGE OF ALLEGIANCE TO THE FLAG, MOMENT OF SILENCE
CONSENT CALENDAR
1. RESOLUTION NO. 2002-489, RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CHULA VISTA RECITING THE FACTS OF THE SPECIAL
MUNICIPAL ELECTION HELD 1N SAID CITY ON NOVEMBER 5, 2002
AND DECLARING THE RESULTS THEREOF AND SUCH OTHER
MATTERS AS ARE PROVIDED BY LAW
The Registrar of Voters has transmitted the certified results of the Special
Municipal Election held on November 5, 2002. Elections Code Section 15372
requires the City Clerk, as the elections official, to transmit the certified results to
the Council. Elections Code Section 15400 requires the Council to declare the
results of the election. The proposed resolution contains the official results as
reported by the Registrar of Voters. (City Clerk)
Staff recommendation: Council adopt the resolution.
ACTION: Councilmember Rindone offered Resolution No. 2002-489, heading read,
text waived. The motion carried 4-0.
WRITTEN COMMUNICATIONS
2. Letter of resignation from Mayor Shirley Horton, effective December 2, 2002.
Staff recommendation: Council accept the resignation.
ACTION: Councilmember Davis moved to accept the resignation. Councilmember
Rindone seconded the motion, and it carried 4-0.
ORAL COMMUNICATIONS
Norma Runyan congratulated Mayor-Elect Padilla and wished him a good day.
COUNCIL COMMENTS
Councilmember Rindone stated that funeral services may preclude his presence at the
Redevelopment Agency workshop scheduled for Saturday, December 7th.
At 11:19 a.m., Deputy Mayor Padilla recessed the meeting.
At 12:00 noon, the meeting was reconvened for the purpose of the inaugural ceremonies.
Master of Ceremonies Gary Nordstrom introduced City Manager Rowlands, City
Attorney Kaheny, City Clerk Bigelow, Fire Captain Bob Canningham, Judge William
Cannon, and Police Chaplain Herb Smith. He then introduced Councilmembers Rindone
and Salas, incoming Councilmember McCarm, and Mayor-Elect Padilla.
"God Bless America" was performed by the Third Grade Children's Choir from Kellogg
Elementary School.
PRESENTATION OF COLORS/PLEDGE OF ALLEGIANCE TO THE FLAG
The presentation of the colors was conducted by the Chula Vista Police Honor Guard,
and Fire Captain Bob Cunningham lead the Pledge of Allegiance.
NATIONAL ANTHEM
The National Anthem was performed by "The Music Machine" of Bonita Vista High
School.
INVOCATION
Police Chaplain Herb Smith conducted the invocation.

TO BE ADMINISTERED BY THE HONORABLE WILLIAM CANNON
Judge Cannon administered the Oath of Office to Councilmember Davis.
~ COMMENTS BY COUNCILMEMBER PATTY DAVIS
Councilmember Davis thanked the voters for their confidence in her. She recognized her
family and also thanked members of her campaign, the Chula Vista Firefighters
Association, and the Chula Vista Police Association. She expressed thanks, as well, to
Emerald Randolph and volunteers for the annual "Christmas in October" event and
commented on new and future developments in Chula Vista.

Judge Cannon administered the Oath of Office to Councilmember McCann.
~ COMMENTS BY COUNCILMEMBER JOHN MCCANN
Councilmember McCann stated that it is an honor and a privilege to serve the community
in which he grew up. He recognized the following organizations and individuals who
supported his campaign: the Chula Vista Firefighters Association, the Chula Vista Police
Officers Association, the Chula Vista Employees Association, the Woman's Federal
Group, Campaign Treasurer Tom Oriola, his fifth grade teacher Carol Jenkins, his
childhood Boy Scout leader and childhood soccer coach, and the residents of Chula
Vista. He also thanked his family and former Councilmembers John Moot and Leonard
Moore. He expressed the need to work as a community to protect public safety. He also
spoke regarding the need for controlled growth in the eastern region of the City and
revitalization of the western sector and Montgomery area.

Judge Cannon administered the Oath of Office to elected Mayor Padilla.
~ COMMENTS BY MAYOR STEVE PADILLA
Mayor Padilla expressed his gratitude to the community and thanked his family for their
love and support. He stated that his focal point is to make Chula Vista a "home" for the
community. He also commented on future goals, which included: public safety;
completion of parks in a timely manner; maintenance of the quality of life with
expanding development; re-vitalization of old neighborhoods and the downtown core;
exploring means for financing and constructing infrastructure in advance of future
development; assuming mom responsibility on regional issues; and advocating for the
needs of the citizens. He recognized Mayor Horton and wished her well in the Assembly.
Mayor Padilla concluded by acknowledging City staff and fellow Councilmembers.
ADJOURNMENT
At 1:04 p.m., Mayor Padilla adjourned the meeting to an Adjourned Regular Meeting on
December 7, 2002 at 9:00 a.m. at Chula Vista High School cafeteria (820 Fourth
Avenue), and thence to the Regular Meeting of December 10, 2002, at 6:00 p.m. in the
Council Chambers.
