HomeMy WebLinkAbout2018-02-22 PRC MinutesMINUTES OF A SPECIAL MEETING OF THE PARKS AND RECREATION COMMISSION OF THE CITY OF CHULA VISTA February 22, 2018 6:30 p.m. A Special Meeting of the Parks and Recreation Commission of the City of Chula Vista was called to order at 6:34 p.m, in the City Council Chambers, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Buddingh, Doyle, Garcia -Lopez, German, Zarem, ABSENT: Commissioner Gregorio, Chair Fernandez ALSO PRESENT: Director of Public Works Hopkins, Principal Recreation Manager Contreras, Principal Recreation Manager Farmer, Landscape Architect Caro PUBLIC COMMENTS I There were none. CONSENT CALENDAR 1. APPROVAL OF JANUARY 18, 2018, SPECIAL MEETING MINUTES Staff recommendation,, Commission approve the minutes 2. APPROVAL COMMISSIONER GERMAN ABSENCE FROM JANUARY 18, 2018) SPECIAL MEETING Staff recommendation: Commission excuse the absence ACTION: Commissioner Buddingh moved to approve staff's recommendations and offered Consent Calendar Items I through 2. Commissioner Garcia -Lopez seconded the motion, and it carried by the following vote: Yes: 4 — Buddingh, Doyle, Garcia -Lopez, Zarem Abstain: I — German ITEMS REMOVED FROM THE CONSENT CALENDAR There were none. DESIGNATION AND SET ASIDE FOR PARKLAND PURPOSES OF A 0 -81 -ACRE SITE LOCATED WITHIN THE D STREET RIGHT-OF-WAY, WEST OF WOODLAWN AVENUE, AND RECOMMENDATION TO APPROVE THE DRAFT PARK MASTER PLAN AND THE NAME FOR THE PUBLIC PARK TO BE LOCATED WITHIN SAID SITE Landscape Architect Caro presented the master plan for a 0.81 -acre site park, Background on the community outreach efforts and the development of the master plan by Landscape Architects and City staff was provided. Park name options ("Westview Park," "Vista Park," and "D Street Park") were provided to the Commissioners for their input. Commissioners Buddingh and German suggested that the gazebo be raised (or placed on a raised mound) to enhance the view from the gazebo. Commissioner Buddingh recommended foundation trees be used to frame the view, Commissioners Buddingh and Doyle expressed concern about theproposed seven foot high wall blocking the view and being vandalized. Commissioners Garcia -Lopez and Zarem expressed concerns about parking availability and ADA designated stalls. Landscape Architect Caro stated that seven stalls and. the ADA stall will be reserved for park users during park hours. Commissioners expressed concern that if the park is not designed for visibility and is not patrolled; the park may be used as a place to conduct criminal activity. ACTION: Commissioner German moved to receive an update to the plan with Commissioners' comments addressed by City staff, Commissioner Buddingh seconded the motion, and it carried by the following vote: Yes . 5 — Buddingh, Doyle, Garcia -Lopez, German, Zarem OTHER BUSINESS 4. STAFF COMMENTS Principal Recreation Manager Farmer introduced new Recreation Supervisor III Vasquez. Public Works Director Hopkins stated that there will be continued sprinkler work at fields. 5. CHAIR'S COMMENTS Vice Chair Doyle requested that an update on the Rohr Golf Course be provided to the Commission two or three months after the Salt Creek Golf Course closure, 6.
