I. APPROVAL OF MINUTES -Meeting of December 8, 1999 II. CONTINUED MATTERS A. Gates Initiative Assistant Director Brown reported that the Library had received$77,475 from the Gates Foundation. This grant provides for the.creation of two children's computer labs, one at the Civic Center Library and one at the South Chula Vista Library. Conference Room One, at the Civic Center Library,will be turned into a formal computer training lab for staff and the public. This lab could be used for public classes or could be,booked by groups. The grant also provides for free technical support for three years,free software upgrades and staff training. A local businessman has agreed to sell the furniture to the Library for the computer lab at cost,with free installation and delivery. This brings the cost down from$10,000-15,000 to $5,600,which the Friends of the Library have agreed-to pay. -B. IOLS Status Report Assistant Director Brown reported that the contract for the automated system has been awarded to Innovative Interfaces. The timeframe for transferring the Library's database and implementing the new system was discussed. The new automated system will require patrons to re-register: At that point parents would be able to decide if they would like their child to have filtered or un-filtered internet-access. The resulting library card would honor their-decision. - Newly ordered library cards will be personalized with the library logo, locations, i phone numbers and web site. Library Board of Trustees -2- January 26, 2000 C". Growth Management Oversight Update Trustees received a copy of the Library's report to the Growth Management Oversight Commission last December. The Commission specifically asked how the Library would be brought into compliance with the 600 sq ft of library space per 1000 in population benchmark within 18 months. The Library plans to begin work on the building plan for the Rancho Del Rey Library later this fiscal year. A consultant will be brought in a year from now to prepare the master plan with construction completed within five years. The Commission approved of this action plan. The Growth Management Commission asked about providing Sunday hours at the EastLake Library. Usage patterns at this branch would demand greater hours during the week,which cannot be provided due to constraints by EastLake High School. The Growth Management Commission also asked for additional hours at the South Chula Vista Library. Costs to bring this library up to 62 hours per week would amount to $122,000. These funds could be better spent on the book budget. III. NEW BUSINESS A. Approval of the Chula Vista Literacy Team's application for CDBG funding for FY 2000-01 B. Videocassette and DVD Borrowing Procedures IV. LIBRARY DIRECTOR'S REPORT A. Direct Mail Campaign Assistant Director Brown reported that the Library had recently conducted two direct mail campaigns. One campaign targeted individuals who had not donated before while the other went to previous donors. Staff expects to do one more campaign in the Spring. Individuals who are on the donor plaque, or close to being on the plaque,will be contacted to give them the opportunity to get on the plaque or raise their level of participation. B. Booking the Auditorium = -Staff received and granted a request to use the Auditorium by a group called Alpha 66, a.Cuban freedom fighter organization. This group has been cleared through the City Attorney. The police department has also been notified and Council will also be notified. C. Legislative Update Nothing to report Library Board of Trustees -3 January 26, 2000 D. Other- The ther The Library's Public Library Fund augmentation has been taken to Council this year. Chula Vista received $90,810, $45,000 of which was added towards the book budget this year. Also a vacant .25 Library Association position at the South Chula Vista Library will be upgraded into a full- time Librarian II to work on children's services City wide. A high priority is to develop a library card campaign for all students in the City. A Librarian III position will be upgraded to a Senior Librarian in Technical Services to become the Assistant Head of Technical Services. Consultant services will also be required for fund raising and a new guard service will be hired. contract is old and we have a great rate, but we will have to hire a new service and the rate will be higher. - Deputy City Manager Palmer reported that there was an article in last Sundays San Diego Union announcing that Ricardo Legorreta, the architect of the South Chula Vista Library,had won the American Institute of Architects gold medal. Chula Vista is very lucky to have one of his buildings. Director Palmer reported that he had been promoted to the position of Deputy City Manager. He will still serve as Library Director,but will also deal with public information,marketing, training and organizational development. The Parks and Recreation Department will be reunited, under the leadership of a new Parks and Recreation Director, with the addition of Landscape Architecture and Parks Development. The new department head is expected to be on board by July, 2000. Assistant Director, Paula Brown, will take on more of the responsibilities of running the library. The City has applied for and received a SANDAG grant with which to encourage in Spanish speaking communities to comply with the census. This will be done in the form of street theater. V. COMMUNICATIONS A. Friends Nancy Lemke reported that Friends of the Library members have been invited to a _ - - free theatrical production at the Library on February 13"'. A murder mystery will be performed in the Library with audience participation to help determine the culprit. The Friends are also soliciting individuals who-have expressed an interest in the Library-to become a member of Ahe Friends-.- Trustees riendsTrustees were informed that John Rojas has passed away last Saturday B. Public Comments - --- Mr. Valdovinos suggested asking Jose Viesca to apply for a vacant position on the Library Board.C. Written Comments -- _ - one Library Board of Trustees -4- January 26, 2000 D. Board Comments Trustees were encouraged to find new members for the Library Board. VI. ADJOURNMENT—at 4:10 pm. The next Library Board of Trustees meeting will be held on February 23, 2000.
