LIBRARY BOARD OF TRUSTEES
December 8, 1999 LIBRARY CONFERENCE ROOM 4:00 PM

CALL TO ORDER
ROLL CALL Trustees Clover P, Valdovinos P Hartman P ,
Chair Deason P ,
Chair Deason read a resignation letter from Barbara Charett. Trustees were urged to recruit
candidates for this vacancy.
CITY STAFF PRESENT: David Palmer, Paula Brown
OTHERS PRESENT: Nancy Lemke, Ignacio Valdovinos
Introduction of John Corbett, Library Automation Manager
Director Palmer introduced Mr. Corbett.and gave a brief background to the Trustees. Mr.
Corbett had served as Director of Technology at the Oklahoma State Library. He
reported that his job there was consultant for the State Library regarding automation
matters. His experience has been with public libraries..
I. APPROVAL OF MINUTES -Meeting of October 27, 1999
MSUC (Hartman/Valdovinos) to approve the minutes of the October 27, 1999 meeting
as mailed.
H. CONTINUED MATTERS
A. Gates Initiative
Staff has not yet received confirmation at this time.
B. IOLS Status Report
The City Council is expected to approve the contract for a new automated system
at their next meeting. The new system will cost approximately one million
dollars.

C. Growth Management Oversight Report
A copy of the Growth Management Oversight Report was included in the Trustees
packets. The Growth Management Committee meeting has been rescheduled to
January 6', Chair Deason has agreed to attend. Currently the library'is out of
compliance but construction of the Rancho Del Rey facility will bring Chula Vista
up to the 600 sq ft. One other option is a new bond act on the March 2000 ballot
that needs only a simple majority.
III. NEW BUSINESS
A. Information on Access to the Internet
Trustees had previously been notified that staff intended to present an internet-
access policy for their review. This policy is not yet complete. Mr. Corbett,
Library Automation Manager,reviewed the library's position in providing the
most current information possible to its patrons while trying to protect minors
from objectionable or adult-oriented materials.
Increasing demand for internet access. The library must come up with solutions
to meet that need. Legal access restrictions must be met without limiting access.
Filters are not entirely effective or an ideal solution to the problem of
objectionable information. When lawsuits occur,judges look for separate use
stations for minors, adult supervision and libraries that have done all they can to
assure that minors are protected. Libraries that have filtered all their internet
workstations have been sued in court. -
Chula Vista has used parental consent forms to gain parental approval for children
to use the internet stations. The library's new automation system may be able to
allow the user to decide what materials are accessed.
B. Reorganization
Director Palmer reported that the City Council will be asked next week to
reorganize the Library and Recreation Department and put parts of the Parks and
Recreation Department back together under the leadership of a new director.
Director Palmer will take on the role of Deputy City Manager with gine authority
over the Library and also training and development in the City and marketing. .

Library and Recreation facilities will be closed next Tuesday, December 14, for
Staff Development day.
The library will be doing another direct mail campaign later in December. People _
who have given money to us in the past will be asked to contribute again.

V. COMMUNICATIONS
A. Friends
Nancy Lemke reported that the Friends had sold quick cases used for CD's for
$3,500. The Friends have undertaken a direct mail membership campaign.
Shauna Stokes has been elected President and Nancy Lemke has been elected
Vice President.
