LIBRARY BOARD OF TRUSTEES
March 25, 1998 LIBRARY CONFERENCE ROOM 3:30 PM

I. APPROVAL OF MINUTES -Meeting of January 28, 1998
MSUC (Viesca/Valdovinos) to approve the minutes of the January 28, 1998 Board of
Trustees meeting as mailed.
II. CONTINUED MATTERS
A. Library Master Plan
Trustees received.the first and second Library Master Plan progress reports in
their packets. The third progress report was distributed at the meeting. Additional
information will be available at the April meeting. A formal feedback session has
been tentatively scheduled for May 13 or 14. A wrap-up presentation to the City
Council is.expected to be held in July.
B. Library Sales Tax Initiative
The Library Sales Tax initiative has been scheduled for a special election in March
1999.
Literacy Coordinator, Meg Schofield, reported that.a grant has been received by
the San Diego Council of Literacy to conduct an on-going, large-scale PR
campaign to promote libraries and literacy. A committee is in the process of
_ hiring a consultant to plan and prepare the multi-media promotional events. She
reported that this public relations campaign is in support of libraries and not the
sales tax initiative.

C. FY 1998-99 Budget
The Library's budget has been submitted. The City has initiated a hiring freeze that
has delayed the replacement of a Librarian I/II and a Circulation Assistant at the
Civic Center Library. These positions are being filled by hourly employees until
replacements can be hired.
III. NEW BUSINESS
A. Statement of Economic Interest
Trustees were reminded that these stagements are due to the City Clerk on
April 1 st.
B. Co-host event for new City Manager
MSUC (Viesca/Valdovinos) that the Library Board agrees to co-host a reception. .
for the new City Manager at the South Chula Vista Library sometime in May.
They further agreed to contribute the remainder of their promotions funds to this
endeavor.
Chair Clover agreed to work on this committee.
C. California State Library Trustee Orientation
Trustees received invitations to a three-day workshop sponsored by the California
State Library to update and train public library trustees. Trustee Viesca said that
he might be able to attend this three-day session.
D. 1998 Staff Development Day-December 10, 1998
MSUC (Viesca/Valdovinos) to support the Library's 1998 Staff Development Day
in conjunction with the Library Board's Christmas event on December 10th. .
IV. LIBRARY DIRECTOR'S REPORT
A. SCVL/Literacy Update
Literacy Coordinator Schofield reported that the Literacy Team had again applied
for Community Development Block Grant funds. CDBG funding will allow the
Literacy Team to apply for California State Library matching funds. The State
Matching Funds will allow the Literacy team to get a full time Vista volunteer.

This volunteer is eagerly anticipated as the Literacy Team expects to see a
dramatic increase in the number of referrals to their program because of welfare
reform.
The Literacy Team has also been invited by the Lila Wallace Reader's Digest Fund
to apply for a$40,000 one-year planning grant to enable them to apply for an
additional three years of grant funding. Ten literacy programs throughout the
country have been invited to apply for these funds.
The Literacy Team has been working with the school district to establish an after-
school tutoring program. The school district is eligible to apply for grant funds to
establish this program. Tutoring sites will be set up at Vista Square, Rice
Elementary and Loma Verde schools with the Civic Center and South Chula Vista
Library acting as alternate tutoring sites for the rest of the school district.
The Literacy Team will work in conjunction with Southwestern College to recruit
students with an interest in teaching careers to act as tutors. These students will
be trained and given support by the Literacy Team before being placed at the
tutoring sites. Approximately 240 students at each school site will be reached.
Principal Librarian Roeber reported that a volunteer recognition event was held at
the South Chula Vista Library on March 17 which was attended by 70 to 80
volunteers. She extended an invitation to the Trustees to attend the Friends of the
South Chula Vista Library next meeting on April 6th at 6:30 pm.
Mrs. Roeber distributed post cards done by the Friends of the Library and
displayed a 1998 photo album done by Roy Thomas, the Historian of the South
Chula Vista Library. She reported that the South Chula Vista Library circulates
approximately 40-42,000 volumes per month. This is up approximately 15% over
the prior year. Their number one need is more consistent hours. South Chula
Vista recently received a $40,000 Non-English Language grant to provide Spanish
language materials.
B. Library Consultant - L
Library Consultant Jerry Buckley has been hired to generate a revenue campaign
for the Library Foundation.
C. PLA
Several staff members attended the Public Library Association Conference in
Kansas City.

V. COMMUNICATIONS
A. Friends
Nancy Lemke asked the Trustees what kind of information they would like her to
report at their meetings.
B. Public Comments
Mr.Valdovinos urged everyone to attend the Mayor's State of the City Address.
He also reported that.the Commission on Aging supports the Library's applications
for Community Development Block Grant funds.
C. Written Comments

D. Board Comments
Trustee Viesca reported that he was happy to be on this Board. He also
congratulated Mr. Valdovinos who was selected as Humanitarian of the Year.
Trustee Charett reported that she.is happy to work with this group.
Chair Clover was happy to have a meeting at the South Chula Vista library and
suggested meeting there twice yearly.
VI. ADJOURNMENT - The meeting adjourned at 5:10 pm. The next Library Board of
Trustees meeting will be held at 3:30 pm on April 22, 1998 at the Civic Center Library.
