HomeMy WebLinkAbout1997-04-30 BOLT MINS METUTES LIBRARY BOARD OF TRUSTEES April 30, 1997 LIBRARY CONFERENCE ROOM 3:30 PM BOARD MEMBERS PRESENT: Chair Clover-Byram, Vice Chair Williams, Trustees Alexander, Valdovinos and Viesca BOARD MEMBERS ABSENT: None CITY STAFF PRESENT: Library Director Palmer,Toni McKean,Library Training Coordinator OTHERS PRESENT: Frances Reeves, Ignacio Valdovinos,Harry LaBore L APPROVAL OF MINUTES -Meeting of April 2, 1997 MSUC (Viesca/Valdovinos)to approve the minutes of the April 2, 1997 meeting as mailed. II_ CONTINUED MATTERS A. FY 1997-98 Budget Director Palmer reported that the City is very close to balancing its budget. The- CIP budget,which includes$50,000 for the Library Master Facilities Plan and $250,000 for books for the South Chula Vista Library; will be printed soon. Budget hearings should be held in early June. B. Telecenters Director Palmer reported that the Telecenter issue will be taken care of during the budget process. (Trustee Williams arrived at 3:43 pm) At this point, the Chula Vista Public Library may assume management of the operations of the H Street Telecenter on January 1, 1998. The downtown Telecenter has closed and.the- video-conferencing equipment has been transferred to the Library. Mr. Palmerwill report any fiuther developments to the Trustees. ' Staff is looking at.the Oceanside. Public Library's telecommuting center as a model for our Telecenter. Library Board of Trustees -2 - April 30, 1997 C. Issues Census Director Palmer introduced Library Training Coordinator, Toni McKean. The Trustees have been asked to participate in the issues census to help the library prepare for the facilities master plan. Library staff will also participate in the issues census. Board members suggested longer open hours, a ticket system to serve people at the information desk, analysis of the type of reference questions asked at the information desk, dialog between City and School libraries, a library foundation, increase public support and awareness, broad based participation, more young families in the Friends of the Library, and more front-line professional staff. These comments will be'categorized and returned to the Trustees. III. NEW BUSINESS A. Rosemary Lane Memorial Trustees discussed some type of commemoration from the Board in memory of Rosemary Lane. Trustee Alexander suggested naming a library foundation after her. Trustees asked to revisit this issue when the library foundation is again discussed. MSUC (Alexander/Vlesca)the Library Board pursues setting up a foundation which would bear the name "The.Rosemary Lane Foundation." B. Literacy Team's'Families for Literacy Grant Application MSUC(AlexanderAriesca)The Library Board of Trustees supports the Literacy Team's application for Families for Literacy grant funds. IV. LIBRARY DIRECTOR'S REPORT A. Internet Director Palmer clarified an article in the Sunday, April 27, Union Tribune, which stated that the Chula Vista Library would delay offering Internet Services to the public until after the Supreme Court rules on the decency act. The Supreme Court decision is so close that the Library may await this decision, but itis more likely that technical and other difficulties will delay the start of public Internet service. Staff has recently overcome the most onerous technical.difficulties and is moving toward resolution of internal support issues; i.e., time limits, number of terminals, etc. If problems are resolved, staff may begin running a few Internet terminals at South Chula Vista in mid-June. Library Board of Trustees -3 - . April 30, 1997 Per the Library Board's approved Internet Policy,Director Palmer stated that the librarians will take an aggressive role in supervising and guiding individuals to the proper uses for these resources, rather than using filters. B. Library of California Trustees received a copy of the Library of California slip bill. This bill will be . heard in the Senate appropriations Committee on May 12. Trustees were asked to write letters in support of this bill. C. Legislative Update The Assembly Budget Subcommittee authorized a$10 million dollar augmentation to the Public Library Fund. Trustees were asked to write letters in support. D. State Library Statistics Trustees received this information in their packet.. E.- Other The City Council,Planning Commission and the Growth Management.Oversight Committee met recently to review the Growth Management Oversight Committees recommendations. These recommendations included: 1. Preparation of a new Library master plan; 2. Planning Department consideration of a permanent site for the.EastLake Library; 3. Evaluation and-determination of how computers affects space- requirements; 4. Evaluation of the feasibility and desirability of other joint ventures like the. EastLake Library. The City Council approved the Library's portion of the Growth Management Plan. Director Palmer reported that a two-day Campaign School will be held on Friday, May 30, and.Saturday,May 31. The Friends of the.Chula Vista.Library have" agreed to pay Chula Vista's registration. Director Palmer encouraged the Trustees to attend this workshop in order to be ready for the June 1998 primary. The Library Training Coordinator, Toni McKean,has setup several staff-training workshops, including "Customer Service", "Dealing with Difficult People," and "Individuality" Library Board of Trustees -4- April 30, 1997 `" V. COMMLWMCATIONS A Friends Frances Reeves reported that 21 volunteers work in the library bookstore each month. An outdoor book sale is scheduled on Saturday,May 17. B. Public Comments None C. Written Comments Trustee Valdovinos read.a letter from Bob Filer regarding the "Books are Bridges" exhibition. D. Board Comments Valdovinos-None Trustee Viesca- Stated-that he enjoyed the"Books are Bridges" exhibition at the, South Chula Vista Library. He welcomed.Chair Clover-Byram back. Vice Chair Williams - Stated that EastLake High School student,Neil Pena, will be the new student member for the Library Board throughout the summer and all next year. Chair Clover-Byram reported that she was glad to be back. VL ADJOURNMENT-The next Library Board of Trustees meeting will be held on May 28, 1997 at the Chula Vista Public Library.
