APPROVAL OF MINUTES -Meeting of September 24, 1997 MSUC (AlexanderNaldovinos)to approve the minutes as mailed. II. CONTINUED MATTERS A_ Public Facility Development Impact Fees -Libraries Martin Chase, City Consultant, gave the.Trustees a detailed overview of how the " City's development impact fees (DIF)worked and the various options pertaining to the revision of the librarycomponent As Mr. Chase pointed out, the final decision on this issue will have considerable impact on future library development. B. Library Facilities Master Plan Six responses were received to the Library's RFP for a Library Facilities Master " Plan. The Selection Committee evaluated these responses, interviewed the two finalists and selected David Griffith and Associates, Ltd., to prepare the Library's Facilities Master Plan. A contract is being"prepared and it is hoped this firm may begin working in November. C. Library Sales Tax Initiative. Director Palmer reported that the County Law Library has campaigned to be included in the distribution of funds received from the proposed quarter cent sales tax measure at a rate of 5.7% of total revenues. The Library Authority has been Library Board of Trustees - 2 - October 22, 1997 given the responsibility to determine whether or not the Law Libraries will be included in this distribution. If the Law Library were included, the Chula Vista Library's share of tax revenues would decrease by over a million dollars. Also, at a rate of 5.6%, the Law Library, which receives one tenth the use the Chula Vista Public Library does, would receive more funding from the sales tax measure. He asked that the Library Board oppose inclusion of the County Law Library and asked that they draft a letter to the City Council alerting Council to this effect. MSUC (AlexanderNiesca) The Library Board of Trustees is in agreement against including the.County Law Libraryin the Regional Library Authority and that a letter to the Mayor be written to that effect. A public opinion survey was distributed to the Trustees. This survey will be distributed in each Chula Vista library to gather public input for spending the quarter of a cent sales tax revenue in lieu of a public meeting. Trustees were alerted that a special meeting may be called in November to determine what spending priorities should be. D. Goals and Objectives 1997-9.8 Library Goals and Objectives were-included in the Trustee's packets. Proposed changes and additional goals to be incorporated into the 1998-99 budget process will be distributed at the December Trustee's meeting. Goals and objectives will be updated on a monthly basis,-Trustees will be kept informed of any changes. 1 E. Library In-Service Day-December 11, 1997 The Trustees indicated'that they would like.to have their holiday party in conjunction with Library's In-Service Day. Director Palmer asked that they make this a morning coffee from 7:45 to 8:45 am, in lieu of the usual holiday event. F. higher Learning Center Director Palmer reported that he has an appointment with the President of Southwestern College to look at possible advantages of sharing resources. This information will be referred to the Library's consultant for the facilities master plan. 1, Library Board of Trustees - 3 - October 22, 1997 III. NEW BUSINESS A. Monthly Statistics None D. Legislative Update Included in Trustee's Packets. E. Other Director Palmer reported that the Library's annual materials availability survey will be held shortly. This week-long bilingual survey will gather information from the 1 public. V. COMMUNICATIONS A. Friends None. B. Public Comments Mr. Coye suggested that a schedule of library events be included in the location computer at the front of the library. Library Board of Trustees - 4 - October 22, 1997 - C. Written Comments None D. Board Comments Trustee Viesca reported that he learns something new at each meeting. Chair Clover-Byram reminded Trustees to call and talk to the Mayor and Council about the County Law Library. VI. ADJOURNMENT - The meeting adjourned at 5:25 pm. The next Library Board of Trustees meeting will be held on December 3, 1997. 1
