MINUTES
LIBRARY BOARD OF TRUSTEES
MARCH 27, 1996 South Chula Vista Library 3:40 PM
BOARD MEMBERS PRESENT: Char Clover-Byram, Vice Chair Williams, Trustee
Donovan and Student Member Aguilar
BOARD MEMBERS ABSENT: Alexander, (out of town) and Viesca(National Guard duty)
CITY STAFF PRESENT: Library Director Palmer,Principal Librarian Roeber
OTHERS PRESENT: Robert Coye
MSUC (Williams/Donovan)to excuse Trustees Alexander and Viesca.
I. APPROVAL OF MINUTES-Meeting of February 28, 1996
MSUC (Williams/Donovan)to accept the minutes of the February, 28, 1996 meeting as
mailed.
II. CONTINUED MATTERS
A. 1996-97 Budget
A chart was distributed showing the impact of cuts to the book budget during the
past few years.
B. Council Referral -Library's Cultural Diversity/Awareness.Program
.MSUC (Donovan/Williams)to approve the report as presented and forward it to
the City Council.
Director Palmer reported that the library is applying for a REFORMA grant to
provide a CD player and 100 compact discs.
III. NEW BUSINESS
A. Literacy Team Application for CDBG Grant Funds
Community Development Block Grant funds traditionally offset general funds in
the Literacy Team's budget.

MSUC(Donovan/Williams)to support the Literacy Team's application for CDBG
funds.
B. Afro American Book Grant
MSUC(Williams/Donovan)to support the library's application for an Afro
American Book Grant.
IV. LIBRARY DIRECTOR'S REPORT
A. Report from South Chula Vista Library Branch Manager
Principal Librarian,Maureen Roeber, reported that during its first year of
operation, South Chula Vista Library has acquired almost 100,000 volumes and
has circulation over 300,000 items. Two hundred and fifty thousand people have
visited the new library during its first year of operation.
Board members commended staff on the anniversary celebration.
B. Report from Literacy Team Coordinator _
Director Palmer displayed the Literacy Team Outstanding Learner Award from the
California State Collaborative Literacy Council. The Literacy Team won the first
place Exemplary Program Award in the category of"Outstanding Community
Based Literacy Service to Adults". The award includes a$500 prize. Literacy
learner James Shoults won the first place Adult Learner/New Reader Award in
the "Family Literacy" category. A$100 prize goes to the program. (Chair
Clover-Byram arrived at 3:45 pm.)
C. South Chula Vista Library-First Anniversary
A celebration of the South Chula Vista Library's first anniversary was held March
23, 1996. At that time the Children's Computer Center celebrated its grand
opening and the mural in the Children's Room was dedicated. Director Palmer
thanked Mural Selection Committee member Clover-Byram for her work on the
selection committee and also Nora McMartin for bringing this project to
completion.

D. YMCA Lease of Rancho Del Rey Library Site
The YMCA lease of library property at East H Street and Paseo Ranchero has
been approved by Council with an extension of the time.period in which the
YMCA may execute the lease.
E Smart Communities
The outreach portion of this project is coming to a close. A final report will be
completed and work will begin toward implementation in the coming fiscal year.
F. Monthly Statistics
Included in Trustee's packet.
G. Legislative Update
Trustees received letters urging them to write letters in support of full funding of
the Public Library Fund. A measure has also been introduced that will authorize
the Board of Supervisors to impose a 1/8 cent sales tax to fund library programs
and operations. The City of San Diego is perusing the concept of a parcel tax on
the November ballot of approximately$19. Trustees discussed investigating a tax
measure to support libraries and asked Director Palmer's help in finding
information on the subject.
H. Other
Director Palmer reported that both he and Chair Clover-Byram would not be able
to attend the April meeting and suggested that the meeting date be moved to May
1 st. The May 22nd meeting will be moved to May 29th.
V. COMMUNICATIONS

B. Public Comments
Mr. Coye commented that the December copy of National Geographic is still on
the shelf. He also reported that the Information Directory Kiosk(TTSS) did not
give the location of the Board meeting. Director Palmer reported that information
input at Civic Center Library and South Chula Vista are being standardized.

Trustee Donovan- Commented that great things are happening in spite of tight
funding.
Chair Clover-Byram-None
Student Member Aguilar suggested that a flier be made informing the public that
this is a young library and the collection is still growing. Director Palmer reported
that it is a huge task to supply books-to a new library. Book orders have been
placed and there should be a huge difference within a few months.
VI. ADJOURNMENT - The meeting adjourned at 4:45 pm: The next meeting of the Library
Board of Trustees will be held on May 1, 1996 at 3:30 pm at the Civic Center Library.
