HomeMy WebLinkAbout1996-08-28 BOLT MINS �- MINUTES LIBRARY BOARD OF TRUSTEES AUGUST 28, 1996 LIBRARY CONFERENCE ROOM 3:30 PM BOARD MEMBERS PRESENT: Chair Clover-Byram, Vice Chair Williams, Trustees Alexander,Donovan and Viesca BOARD MEMBERS ABSENT: None J .CITY STAFF PRESENT: Library Director Palmer, Principal Librarian Margaret Blue, Senior Librarian John Bishop OTHERS PRESENT: Harry LaBore, Betty Roche, Robert Coye Director Palmer introduced John Bishop, the new EastLake Senior Librarian. I. APPROVAL OF MINUTES -Meeting of June 19, 1996 and June 26, 1996 _ MSUC (Donovan/Viesca)to approve the minutes of the June 19 and June 26, 1996 meetings as mailed II. CONTINUED MATTERS A. Library Sales Tax Director Palmer updated the Board on the latest developments Proposition A. Two political action committees, CALL (Citizens and action for Local Libraries) and Friends of Local.and Neighborhood Libraries have been established. _ Campaign workshops will be held in mid September focusing on local campaigns. He promised to keep the Trustees informed of any developments.. The Friends of the Library, because of their tax exempt starus, are investigating the level of financial support they can provide to this proposition. III. NEW BUSINESS A. Election of Officers MSUC (Viesca/Donovan) to elect Constance Clover-Byrarn as Library Chair and Ron Williams as Vice Chair for the next fiscal year. Library Board of Trustees -2- August 28, 1996 B. Collection Development Policy Director Palmer explained that the purpose of a collection development policy is to clarify for public and staff the philosophy, criteria, and levels of responsibility for selecting materials and to maintain the collection in a cost effective, user relevant manner. Library collections are rated at different levels determined by how thoroughly a subject matter is covered. General categories are as follows: Comprehensive Research -Includes original source materials Advanced Interest and Study- General undergraduate and some graduate level Initial Interest and Study Level -Broad general undergraduate& community college level works Basic Interest Level -High School Level Minimal-Basic interest After staff training in collection development, it was determined that the collections at the Civic Center and South Chula Vista Libraries were at the initial interest level with the EastLake Library collection at the minimal level. (Trustee Williams arrived at 4:07 pm) It is extremely difficult to build a comprehensive collection. Approximately 25,000 books are published each year and are only available from the publisher for a limited amount of time. The Library is unable to purchase from each and every publisher because of the vast.amount of staff time and paperwork it would entail. Chula Vista purchases the majority of its materials from a central vendor, and has access to the materials available to that vendor. The Trustees commended Director Palmer and his staff on the fine job they had done in developing this collection development policy. MSUC (Donovan/Viesca) to approve the new collection development policy C. MURL Grant MSUC (Viesca/Williams) to support the Library's application for M RL Grant funds. Library Board of Trustees -3- August-28,.1996 i IV. LIBRARY DIRECTOR'S REPORT A. EastLake Senior Librarian B. Monthly Statistics Included in the Trustees packet C. Legislative Update - The Public Library Funds has been augmented by 7 million dollars. Chula Vista will receive an additional $40,000-this year. He thanked the Trustees for their letters to the Governor. D. Other The Library.and the Friends of the Library are co-sponsoring a "Meet the Authors Party" on October 5th: The Friends hope to raise money from the sale of the authors'books, of which they will receive 15%. E. Library Goals and Objectives Workshop Library management staff.met last week to plan for the coming budget process. Each division head,gave a report on the state of their division and outlined their goals. F. Telecenters and the Library One of the recommendations in the SmartCommunities process was to explore reasons for the Library and the Telecenters to merge their operations. The Library is using this time to do so and has applied to Pacific Bell for some ISDN lines for the Telecenter to use with its Internet access. G. Virtual Ethnic Resource Center Chula Vista and National City Libraries are jointly working on a project financed by the California State Library focused on are. Women's health. The prototype is housed on a PC and provides audio and visual information. This terminal will be previewed at the South Chula Vista Library on September 12th. i Trustees were invited to stop in and see how it worked_ The terminal will also be on display during the Literacy Teams "Just Desserts" program on September 12th. Library Board of Trustees -4- August 28, 1996 V. COMMUNICATIONS A. Friends Betty Roche reported that she is very impressed with the amount of work involved in keeping the library running. The book store earned $3,210.32 during the.month of July. B. Public Comments Mr. Coy e' reminded Trustee Williams that the Board needed a student member. C. Written Comments' None. D. Board Comments Trustee Donovan congratulated Chair Clover-Byram for her appointment to a second term as Chair. Trustee Alexander stated that he was pleased with the election and congratulated both Constance Clover-Byram and Ron Williams. Chair= Clover Byram commented on the Republican National Convention. Trustee Viesca asked about the plaque for the South Chula Vista Library. Director Palmer reported that the plaque had been ordered. VI. ADJOURNMENT - The meeting adjourned at 4:52 pm. The next Library Board of Trustees meeting will be held on September 25, 1996 at 3:30 pm .
